The meeting was called to order at 6:00 p.m. in the Council Chambers of the Palm Desert City Hall after an hour study session. Members present: Eric Johnson Bernie Leung Frank Urrutia taw Jim Hill Paul Williams Members absent: Vern Barton Phyllis Jackson Staff present: Murrel Crump Ralph Cipriani Ron Knippel It was moved by Williams, seconded by Leung, that the minutes of the meeting of August 22, 1978, be approved as written; carried 3-0-1 (AYES: Williams , Leung, Johnson; ABSTAIN: Urrutia). 2. Case No. 70C - GEORGE RITTER - Final construction drawings for a commercial structure to be located on the south side of Highway 111 , west of Sage Lane. Applicant was present. Following presentation of this case, the Board requested that the applicant provide a clarification of the color and material to be used for the project. The applicant complied with this request. Further discussion of this case 'M' resolved the issue of appropriate landscape materials and sizes. On a motion by Williams, seconded by Leung, the Board approved the final con- struction drawings, subject to the applicant revising the landscaping plan in accordance with the plan on file in the office of Environmental Services; carried 4-0 (Williams, Johnson, Leung, Urrutia) . 3. Case No. 92MF - AFFILIATED CONSTRUCTION - Final construction drawings for a hotel/condominium project to be located on the south side of Highway 111 , west of the City of Palm Desert City limits. Applicant was present. The issues resolved were: the number of stories of each building; the use of stamp concrete; & fencing for the tennis courts. On a motion by Leung, seconded by Urrutia, the Board approved the final con- struction drawings; carried 4-0 (Leung, Urrutia, Williams, Johnson) . 4. Case No. 141MF - ROBERT SHELDON - Preliminary site, floor and elevations for a four unit apartment building to be located at the northwest corner of San Gorgonio and Las Flores. Applicant not present. The issues resolved were: setback requirements in the parking area; provisions for additional landscaping; and, landscape materials. On a motion by Williams, seconded by Urrutia, the Board approved the preliminary site, floor and elevations subject to the following: a. Revise Special Condition No. 10 to reduce the setback between the carports and the adjacent units from 10 ft. to 3 ft. b. The applicant shall provide an 18" planting strip along the west property line. c. Substitute ficus nitida or similar plant for pinus halepensis. Carried 4-0 (Williams, Urrutia, Leung, Johnson) . ,3 Minutes Palm Desert Design Review Board September 12, 1978 Page Two 5, Case No. 146MF - MICHAEL KAY - Preliminary site, floor and elevations for a triplex to be located at the northeast corner of 44th Avenue and Adonis. Applicant was present. The issues resolved were: roof materials to be used; color of the structure; and upgrading of the landscaping plan. On a motion by Leung, seconded by Urrutia, the Board approved the preliminary site, floor and elevations subject to the following: o a. The main building shall have a tile roof. b. The color of the stucco shall be lightened. c. The landscaping plan shall be upgraded in accordance with the plan on file in the office of Environmental Services. d. Sidewalk shall be relocated as shown on the revised landscaping plan. Carried 4-0 (Leung, Urrutia, Williams, Johnson) . E Case No. 93C - WILLIAM BURNETT - Preliminary site, floor and elevations for a regional commercial center to be located at the southeast corner of Highway 111 and E1 Paseo. Applicant was present. The issues of concern centered on: traffic circulation throughout the project;, building elevations; and,the loading dock area of the market fronting on El Paseo. On a motion by Leung, seconded by Williams, the Board approved the preliminary site, floor and elevations subject to the following: a. Applicant shall provide a specific detailed plan for the loading dock area adjacent to the market. b. The stucco color of the buildings shall be darkened to a sandy beige or a color more compatible with the existing phases of the Palms to Pines Shopping Center. Carried 3-1 (AYES: Leung, Williams, Johnson; NOES: Urrutia) . ** 7 Case No. 148MF - D. K. KAVANAUGH - Preliminary site, floor and elevations for 381 'single-family detached units to be located east of Cook St. and northerly of Merle Drive. Applicant was present. The issues resolved in this case focused on landscaping, blowsand treatment and turning radius of the cul-de-sacs. On a motion by Urrutia, seconded by Leung, the Board approved the preliminary site, floor and elevations subject to the following: a. All cul-de-sacs shall be modified to permit a 40' turning radius. b. A detailed drawing of the perimeter wall shall be submitted for further review. c. Landscaping of the perimeter wall shall include a double row planting of tamarisks and facing of oleanders d. Substitute plants for pines and locusts shall be provided. The landscaping plan shall place greater emphasis on trees and vines, rather than shrubs. Carried 4-0 (Urrutia, Leung, Hill , Johnson) . Case No. 152MF - ROBERT PITCHFORD - Preliminary site, floor and elevations for 5 duplex structures to be located on Ryeway Place. Applicant was present. The issues resolved with respect to this case concerned a 2nd story and/or mezzanine element of the plan. On a motion by Leung, seconded by Urrutia, the Board continued this case to provide the applicant with time to reconsider the two story element and revise the plan accordingly; carried 4-0 (Leung, Urrutia, Hill , Johnson) . 9. Case No. 151MF - TOM TROLLOPE - Preliminary site, floor and elevations for a 7-unit apartment complex to be located at the northwest corner of Tumble- weed and Sage Lane. Applicant was present. The major issue resolved was that of covered and uncovered parking spaces in the parking area. It was also noted by the Board that the Palm Desert Property Owners' Association may require greater setbacks than those shown on the plans and may therefore require changes in the site plan. On a motion by Urrutia, seconded by Hill , the Board approved the preliminary site, floor and elevations subject to the applicant revising the parking area as shown on the plan on file in the office of ' Environmental Services ; carried 4-0 (Urrutia, Hill , Leung, Johnson) . 10. On a minute motion by Leung, seconded by Hill , the Board approved the final landscaping plans for Park View Homes; carried 2-1-1 (AYES: Leung, Hill ; NOES: Urrutia; ABSTAIN: Johnson) . 11 .
