The meeting was called to order at 2:30 p.m. after a 1z hour Study Session. Members present: Eric Johnson Phyllis Jackson Frank Urrutia Paul Williams � Members absent: Jim Hill Vern Barton Bernie Leung Staff present: Murrel Crump Stan Sawa Clyde Beebe It was moved by Urrutia, seconded by Williams, that the minutes of March 20, 1979 be approved as written; carried 4-0 (Johnson, Jackson, Urrutia, Williams) . II. It was moved by Urrutia, seconded by Jackson, to approve the following cases reviewed in Study Session and found acceptable: Case No. 91 C Case No. 134 MF - Subject to changing Pinus Halepensis to Pinus Mondale. Case No. 357 SA - Subject to amended conditions (See Section III, C-2) . Case No. 167 MF ;�,,,�, carried 4-0 (Johnson, Jackson, Urrutia, Williams) . III. CASES Case No. 170 MF - LEWIS HOMES - Final construction drawings for 30 units first phase of Single Family Tract 11636, including a recreation facility, to be located at the northeast corner of Haystack Road and Highway 74. Applicant was present. The Board discussed the tract identification sign and design of the perimeter tract wall along Highway 74. Discussion on the sign centered around the definition of the area of square footage to be counted. The Board indicated a desire for specific type of material for the cobblestone pillar of the tract wall . The Board discussed the choice of landscaping materials to be used in the tract. The Board suggested a number of changes in the plant list. Other landscaping changes suggested by the Board and staff were also discussed. The Board and staff also discussed the finished grade proposed for the tennis courts. The feasibility of recessign the courts was reviewed by the Board. Discussion then moved to that of the architecture of the proposed residences. The various architectural styles submitted by the applicant were +� agreed upon by the Board as acceptable. Additional architectural treatment on the rear and side elevations was indicated as desirable by the Board. The applicant questioned the necessity for patio covers for a11 lots whose rear elevation faces the west or south. They indicated that they could be architecturally designed as an option. On a motion by Urrutia, seconded by Jackson, the Board approved the final con- struction drawings and landscaping plans, subject to the following modifications: 1 . Extend Highway 74 perimeter wall easterly along the southerly lot line of tot 1 and return to house. Extend said wall northerly to within 20' of Ambrosia Street and return easterly a minimum of 20' . At the time of construction on Lot 40, extend said wall southerly along the westerly boundary of Lot 40 from the northerly tract boundary approximately 40' and provide for a future return to the residence to be built on said lot. � � Minutes Page Two Palm Desert Design Review Board April 10, 1979 III. Case No. 170 MF - (cont. ) 2. Provide rear yard fencing of all residential lots and submit fence material to staff for approval . 3. Designate all driveways as concrete in conformance with Board standards. � 4. Provide patio covers as an option for the homeowners for all lots whose rear elevation faces west or south. Submit design to staff for approval . 5. Recess the westerly two tennis courts to a pad elevation of 485.5 and provide for adequate drainage. 6. Submit ,the parking lot design shown for Lot 40 to the staff for approval . Landscaping of said lot shall be compatible to the proposed recreation area. 7. Provide proposed roof material (sloping roofs) on all building sides. 8. Provide proposed side elevation treatment (corner lots) on both sides of all lots except for pot shelves. 9. Provide window trim on all rear elevations. 10. Verify that all garages shall have a 20'x20' inside clear space. 11 . Page L-15 - Sign to be 15 sq. ft. per side and measured per Board determination. Sign location shall be subject to staff approval . 12. Page L-16 and L-19 - Provide for underground vault for controller. �' 13. Page L-16 and L-18 - Relocate all sprinkler heads and trees to outside of proposed drainge flow area. Provide for nuisance water pipes under proposed bicycle path wherever it crosses the proposed drainage flow area. 14. Page L-11 - On master plant list, delete Eucalyptus Sideroxylon and replace with Sterculia Diversifolia. Change Pinus Halepensis to Pyrus Kawakami . Delete Arbutus Unedo. 15. Page L-15 - Cobblestone used on wall to be dark brown. All wall materials to be submitted to staff for approval . 16. Page L-20, L-21 , and L-22 - Eliminate use of Jacaranda Acutifolia and utilize Fraxinus Ehdeli. Fraxinus Uhdeli to be provided in groups of a minimum of two. Revised landscape design to be approved by staff. 17. Page L-22 - At intersection of Heleotrope and Alamo, move Fraxinus Uhdeli at least 50' from intersection and plant in groups of two. 18. Page L-23 - Change Jacaranda Acutifolia to Fraxinus Uhdeli . Change Pinus Halepensis to Rhus Lancea. Delete Eucalyptus Sideroxylon and replace with Pinus Canariensis. +�rr 19. Page L-24 - Delete Jacaranda Acutifolia adjacent to swimming pool and replace • with Ficus Retusa. Delete Jacaranda Acutifolia on south side of tennis courts and replace with Fraxinus Uhdeli . Carried 4-0 (Jackson, Johnson, Urrutia, Williams). Case No. 100 C - C. G. DUNHAM - Final approval of construction drawings for 30,828 sq. ft. commercial complex on property located at the southwest corner of E1 Paseo and San Luis Rey. Applicant was present. The Board reviewed revised landscaping plan and felt it was acceptable. After considerable discussion regarding the revised elevations, the Board requested that the applicant provide an alternative design for the elevator tower and restudy the elevations. The restudy of the elevations is to be primarily to investigate the feasibility of reducing the amount of window space or providing screening of said windows along the southerly � � Minutes Page Three Palm Desert Design Review Board April 10, 1979 III. Case No. 100 C - (cont. ) and westerly elevations. On a motion by Urrutia, seconded by Jackson, the Board continued the case; carried 4-0 (Jackson, Johnson, Urrutia, Williams) . Case No. 159 MF - FRANK C. AND H. FRANK OLIVER - Approval of final construction drawings for a pre-school on property located at the northwest corner of Alessandro Drive and Cabrillo. Applicant was present. � The Board reviewed the revisions requested on the preliminary plans and found that the applicant had not indicated the required changes on the final plans. The Board discussed the changes required and suggested that Eucalyptus Citriodora be provided in groups in the landscaped areas. On a motion by Urrutia, seconded by Williams, the Board approved the final construction drawings, subject to the landscaping plan being submitted to staff prior to occupancy; carried 4-0 (Johnson, Jackson, Urrutia, Williams). Case No. 101 C - PALM DESERT �QCQ�ETBALL AND HEALTH CLUB, INC. - Revised preliminafr,y or a racquetba i c ub on property located at the northwest corner o Highway 111 and Painters Path. Applicant was present. The Board reviewed the revised plans which were submitted and noted that the applicant had not developed acceptable architectural elevations. The Board generally felt the building looked like an industrial building and did not fit the site. The Board wished to see roof line variations. They suggested that the court section of the building be lowered four feet into the ground with the roof lowered the same amount. Additionally, they indicated a desire that the building elevation be redesigned to eliminate the industrial appearance. In reviewing the landscaping plan, the Board indicated a necessity for a detailed landscaping plan which flowed with the site and building. �" On a motion by Urrutia, seconded by Williams, the Board moved to continue this case for further restudy; carried 4-0 (Johnson, Jackson, Urrutia, Williams) . ` Case No. 357 SA - FLYING 'J' OIL COMPANY - Approval of final plans for sign program on property located at the southwest corner of Highway 111 and 44th Avenue. Applicant was present. This item was approved by Minute Motion; however, after the motion had been made, the applicant requested clarification of the required revisions. The The Board reviewed the revisions suggested by staff. On a motion by Urrutia, seconded by Williams, the Board moved to revise their Minute Motion approval , subject to the following revisions: 1 . The Flying "J" portion of the sign is to be a maximum of 5' wide, with the price section of the sign to be a maximum of 4' �ide. The overall height from the grade to the highest point of the sign is to be 7'1 " with the top wooden portion of the sign to be removed to facilitate the height reduction. 2. Reduce the number of sign colors to a maximum of four, eliminating the yellow and orange colors as shown on the submitted plans. 3. Provide revised landscaping in the planter at the base of the sign. ;,;�, 4. Verify that the sign will be contained within the property. 5. The sign should be moved in a southward direction; precise location subject to approval of staff. ' carried 4-0 (Johnson, Jackson, Urrutia, Williams) . Case No. 114 MF - SUNRISE COMPANY - Approval of preliminary entrance design for Monterey Country Club on property located on the east side of Monterey Avenue, south of the Whitewater Storm Channel . Applicant was present. The Board discussed the feasibility of providing stacking area for four cars in each lane instead of three cars. The Board felt that because of the number of units which could be utilizing this entrance, the stacking area as provided by the applicant may be inadequate and create traffic circulation problems. . ;�r�r,` "�,` Minutes Page Four Palm Desert Design Review Board April 10, 1979 III. Case No. 114 MF - (cont. ) On a motion by Urrutia, seconded by Williams, the Board approved the preliminary entrance plan, subject to the following revision: 1 . The final plot plan shall be approved by the Director of Public Works; said design to attempt to provide total stacking for four cars. �,,, carried 4-0 (Jackson, Johnson, Urrutia, Williams). IV. DISCUSSION ITEMS The Board discussed the following cases for the purpose of providing design input to staff: DP 04-79 - Change of Zone from PR-1 , D. , S.P. and PR-1 , D. to PR-5; and PR-7, D. to PR-5, on property located on the south side of Highway 74 between the southern City limits and the existing Coachella Valley County Water District's Stormwater Channel . Design considerations: Avoid 4-way intersections. DP 05-79 - Commercial complex with stores, market and bank on property located on the south side of State Highway 111 , east of E1 Paseo. Design considerations: 1 . Screen the loading area adjacent to E1 Paseo through use of a wall and/or mounding. 2. Provide 6' wide planter between all double rows of parking. 3. Provide herringbone parking pattern utilizing one-way driveways, reduci�g �' aisles to 18' . CUP 03-79 - Racquetball and health club on property located at the northeast ` corner of Alessandro Drive and DeAnza Way. � Design considerations: 1 . Change Pinus Halepensis to Pinus Mondale. 2. Close driveway on DeAnza Way at northerly end of site and replace with landscaping. 3. Provide landscaped mounding of minimum 4' height on DeAnza Way or provide wall for screening of automobiles. V.
