MINUTES
PALM DESERT DESIGN REVIEW BOARD
TUESDAY - APRIL 24, 1979
2:30 P.M. - CITY HALL COUNCIL CHAMBERS
I. The meeting was called to order at 2:15 p.m. , after a 2-hour Study Session.

It was moved by Jackson, seconded by Johnson, that the minutes of April
10, 1979, be approved as written; carried 4-0 (Jackson, Johnson, Barton,
Crump).
II. Minute motion approving cases found acceptable at the Study Session -- NONE.
III . CASES
Case No. 131 MF - PALM DESERT 210 LTD - Final approval of plans for
landscaping along Rebecca Road between Gary Avenue and Merle Avenue.
Applicant was present.
The applicant discussed the changing of the type of tree and vine used
along the fence.
On a motion by Crump, seconded by Barton, the Board approved the plan,
subject to the following modifications:

l. Change Pyracantha Lelahbii to Pyracantha Graberi
2. Change Callistemon Lanceolatus (standards) to callistemon viminalis (standards)
carried 4-0 (Jackson, Johnson, Barton, Crump).
Case No. 97 C - GEORGE RITTER, AIA, FOR K.B. JACQUES ENT. , INC. - Final
construction plans for a 2-story office building on property located at
74-303 Highway 111. Applicant was present.
The Board discussed the applicant's choice of tile, which is to be used
above and below show windows. After considerable discussion, the Board
requested that a tile which is more compatible to the colors used in the
building be chosen.
With regard to landscaping in the parking lot area, the Board requested that
every other Carob tree along the east property line be removed with the
remaining trees enlarged in size. They also requested that every other
Ficus Nitida be removed in the T-shaped parking lot planter, with the
remaining trees increased in size. The Board then discussed the disposition
of street trees along Highway 111. After considerable discussion regarding
where to place the street trees, the Board decided that 4 ft. by 4 ft. tree
wells be placed adjacent to the curb with the tree well bricked in. Street
� tree to be used will be a Ficus Nitida.
The applicant was requested to provide a concrete pad and apron for the
trash enclosure to insure easy access.
On a motion by Jackson, seconded by Barton, the Board approved the final
construction drawings and landscaping plan, subject to the following
modifications:

III. Case No. 97 C (continued)
1. That the ceramic tile choice is to be subject to final approval by
staff, with the tile to be compatible with the colors used for the
building.
2. That along the easterly property line, every other Carob tree is to
be removed, with the remaining trees to be 24 inch box size.
3. That in the T-shaped planter in the parking lot, every other Ficus
'r�+ Nitida is to be removed with the remaining trees to be 24 inch box
size.
4. That 4 ft. by 4 ft. brick in sand tree wells, adjacent to curb, shall
be installed utilizing Ficus Nitida; location along the Street Frontage
to be approved by staff.
5. That trash enclosure pad and apron shall be constructed out of concrete
with no curb constructed in front of the enclosure.

Case No. 89 C - WALLING AND McCALLUM - Final construction plans for 2-story
office building on property located on the south side of Highway 111,
between Deep Canyon and Panorama. Applicant was present.
The Board discussed changes to the landscape planter along the rear property
line, indicating a desire to use groups of Jacaranda Acutifolia or Sterculia
Diversifolio for variety. The Board indicated that five clusters (two
trees) of different trees is desirable.
The Board felt that the applicant should grant an easement for future access
to the property to the west.

construction drawings and landscape plan, subject to the following
Modifications:
1. That 4 ft. by 4 ft. brick in sand wells be provided adjacent to the curb;
street tree to be a Ficus Nitida.
2. That along the rear property line, groups of Jacaranda Acutifolia or
Sterculia Diversifolia be interspersed with the Fraxinus Udehli .
3. That an easement for vehicular access to the west shall be provided
as required by the City.

Case No. 100 C - C. G. DUNHAM - Final approval of revised construction plans
for 30,828 sq.ft. commercial complex on property located on the southeast
corner of E1 Paseo and San Luis Rey. Applicant was present.
The applicant presented alternate elevations which provided screening and
additional trim along the elevations which receive afternoon sun. The
Board indicated that the screening as shown by the applicant was acceptable.
The Board discussed certain changes to the landscaping plan, which included
� the deletion of the Pinus Mondale, with a Pinus Carariensis to be sub-
stituted. Additionally, the Board requested that the Albizia Julibrissin
be replaced with Sterculia Diversifoiia.
On a motion by Jackson, seconded by Barton, the Board approved the final
construction plans and landscaping plan, subject to the following modi-
fications:

1. That alternate elevations showing use of trellises and additional trim
be incorporated into final working drawings.
2. That a comprehensive sign program be submitted to the Board for approval .
3. That the Pinus Mondale be changed to Pinus Carariensis.
4. That the Albizia Julibrissin be changed to Sterculia Diversifolia.

Prior to discussing the following item, the architect for Dunham and the
Board discussed the various aspects of clocktowers and their architectural
virtues.
Case No. 101 C - PALM DESERT RACQUETBALL AND HEALTH CLUB, INC. - Revised
preliminary plans for racquetball club on property located at the north-
west corner of Highway 111 and Painters Path. Applicant was present.
The applicant presented color samples of the proposed building. The Board
indicated a desire for a darker tan color, which would blend closely with
the mountain at the rear of the property.
The Board discussed the landscape plan and changes which would blend the
height into the mountain. The Board indicated a desire to use more large
stones in flowing patterns. Additionally, they requested that Prostate
Junipers, Yuccas and Gazanias be utilized. They also requested that no
turf be utilized on the site. It was felt that with large trees in desert
type landscaping, the building would be more compatible with the surrounding
hillside.
The revised architectural elevations were reviewed with the Board indicating
that the revised plans were acceptable.

On a motion by Jackson, seconded by Barton, the Board approved the revised
preliminary plans, subject to a revised final landscaping plan being sub-
mitted to the Board for approval ; carried 4-0 (Johnson, Jackson, Barton,
Crump).
Case No. 171 MF and 95 MF (Revision) - REIMER CONSTRUCTION - Preliminary
and final plans for 5-unit apartment, on property located on the south
side of Santa Rosa, between San Pablo and San Pascual . Applicant was
present.
The landscaping plan for the site was reviewed by the Board. Within the
private patio areas, the Board requested that Modesto Ash or Mexican Ash
be utilized in place of the palm trees. Additionally, the Board stated
that Bermuda or Rye grass should be utilized in place of the Kentucky
Blue grass.
On a motion by Crump, seconded by Jackson, the Board moved to approve
revised final plans for case 95 P�1F and preliminary and final plans for
case 171 MF, subject to the following modifications :
l. That Modesto Ash or Mexican Ash be utilized in the private patio areas.
2. That Bermuda or Rye grass be utilized on the site.

III . Case No. 363 SA - PAT'S LIGHTING & LAMPS - New sign for business moving
into existing store on property located at 73-605 Highway 111. Applicant
was present.
Mr. Crump discussed the positive aspects of a comprehensive sign program
for the subject shopping center, which presently contains a variety of
styles of signs. It was suggested by Mr. Crump that the applicant and
property owner along with the sign company draft standards for a compre-
hensive sign program. Once approved, any new tenants desiring a sign
would then have to conform to the approved program. It was suggested
that sign locations and general sizes be shown on elevations of the
'�► buildings.
On a motion by Crump, seconded by Barton, the request was referred to
staff for approval of a comprehen�ive sign program and sign for the
tenant; carried 4-0 (Jackson, Johnson, Barton, Crump) .
Case No. 113 C - BOB DOWNS - Final approval of exterior remodeling and
landscaping plan for commercial building on property located at 72-180
Highway 111. Applicant was present.
The Board discussed the landscaping plan submitted by the applicant. The
Board requested that large trees be placed along the westerly and north-
erly property lines to provide a background for the building. It was
requested that a s.creen wall and/or mounding be provided along Highway
111 adjacent to the parking spaces. It was also requested that a trash
enclosure be provided on the property, possibly in the unused portion of the
site. It was agreed upon that additional landscaping should be provided
on the site and that concrete curbs should be placed around all planters.
Condition #4 of the staff recommendation was deemed unnecessary provided
that additional landscaping was provided on the site.
The applicant indicated difficulty with the undergrounding with utilities
as recommended in staff recommended #10. It was agreed that the applicant
'�' would only have to underground utilities from the nearest power pole to
his building.
The Board discussed the air conditioning screens shown on the roof of the
building. After considerable discussion, the Board agreed that it would
be acceptable to provide architecturally compatible roof screens far the
air conditioning units.
The applicant was also advised to obtain Board approval for the building
signs.
On a motion by Jackson, seconded by Crump, the Board continued the case
requesting that a revised landscaping plan and air conditioning screening
plan be submitted to the Board incorporating the following:
l. Additional landscaping on entire site (easterly portion not shown on
plans) .
2. Dimensions for spaces aisle and driveways east of building indicating
10' x 20' rectangular space and 24' aisle and driveway.
3. Trash enclosure.
4. Full street improvements to satisfaction of Director of Public Works.
`�'� 5. Revised a/c enclosure design, incorporating masonry materials compatible
with building.
6. Submit comprehensive sign program to Board.
7. Construct 3' high decorative wall along Highway 111 to screen parking
spaces.
8. Install all existing & proposed electrical distribution lines, telephone,
cable antenna television and similiar service wires or cables serving
development underground.

Case No. 172 MF - D.H. PRAVITZ & ASSOC. - Preliminary and final approval
of plans for exterior remodeling and paving for an existing apartment
complex on property located at the southwest corner of Monterey Avenue and
Arboledo Ave. Applicant was present.
The applicant indicated agreement with all staff conditions. Additionally,
he agreed that rezoning of the property to the west would be desirable.
The applicant stated that additional parking and units could be constructed
on this property, ultimately bringing the existing units into conformance
with present code requirements. The Board stated that they would support
the rezoning of the property to the west for additional parking.

On a motion by Jackson, seconded by Barton, the Board approved the
preliminary plans, subject to the following modifications:
1. Provide open parking spaces and landscaping per staff recommendation.
2. Provide final landscaping plan to Board for areas adjacent to parking
areas and on west side of Building F; said landscaping plan to indicate
all existing landscaping in addition to proposed landscaping.
3. That full street improvements be provided to satisfaction of the
Director of Public Works.
4. That all unused driveways be closed and replaced with proper street
improvements to satisfaction of Director of Public Works.
5. That the wainscot siding is provided on all sides of the buildings.
6. That all first-floor patios be provided with a 5 ft. high fence
around all sides.
7. That the applicant is encouraged to file a Change of Zone and Conditional
Use Permit for the property to the west of the subject property and
submit a plan which will provide the required amount of off-street
� parking.
8. That a concrete pad be provided adjacent to the trash enclosures to
allow easy access for trash pick-up.

IV. DISCUSSION ITEMS:
Case No. DP 03-79 - JAMES KAUL- Approval of Residential Development
Plan to allow 36 condominium units on approximately 7.5 acres on the
south side of Country Club Drive between Monterey and Portola Avenues.
When The Board reached Discussion Items , representatives of James Kaul
Construction requested an opportunity to address the Board regarding a
proposed condominium development on the south side of Country Club Drive
between Monterey and Portola Avenues. The applicant and Board discussed
revisions to the plot plan and easements necessary for utilities. The
Board also discussed the use of Tamarisk trees and Oleanders for wind/
blowsand protection.
