HomeMy WebLinkAbout1979-12-11 µ r MINUTES DESIGN REVIEW BOARD TUESDAY - DECEMBER 11, 1979 CITY HALL COUNCIL CHAMBERS I. The meeting was called to order at 2:35 p.m. after a one hour study session. MEMBERS PRESENT: Al Cook Rick Holden Bernie Leung Phyllis Jackson Eric Johnson Charles Martin MEMBERS ABSENT: Vern Barton STAFF PRESENT: Stan Sawa Murrel Crump It was moved by Johnson, seconded by Leung, that the minutes of November 27, 1979, be approved as written. Carried 5-0-1 (Holden, Leung, Jackson, Johnson, Martin, with Cook abstaining). II . Minute motion approving cases found acceptable at the study session: None. III . CASES Case No. 191 MF PDV LIMITED, dba SHADOW MOUNTAIN RESORT AND RACQUET CLUB - approval to replace existing tennis court lighting and place new lighting on additional courts on the east side of San Luis Rey at Juniper Circle; Ron Miguel was present. The Board discussed the type of lighting which was proposed to be used for this project. The applicant stated that the project would be a two-year phased project. The Board reviewed the phasing of the project as presented by the submitted plan. On a motion by Leung, seconded by Cook, the Board approved this request with approval to be subject to phasing per the submitted plans. Carried 5-0 (Cook, Holden, Leung, Jackson, Johnson, Martin) . Case No. 189 MF (DP 14-79) - KENT LAND CO. preliminary approval of signing and exterior lighting for 134 unit condominium project on the northwest corner of Hovley Lane and Portola Avenue; applicant was not present. During the study session, the Board reviewed the submitted exhibits. On a motion by Holden, seconded by Martin, the Board approved this request subject to the following revisions: 1. Utilize alternate "C" project identification sign. 2. Submit sign colors for Design Review Board approval , utilizing complementary colors. 3. Delete proposed tennis court lights and utilize "Black-box" down-shining lights (consideration of high-pressure sodium lights should be considered). Carried 6-0 (Cook, Holden, Leung, Jackson, Johnson, Martin) . Case No. 188 MF (DP 09-79) - PACIFIC COAST BUILDERS and BALLEW- MCFARLAND - preliminary approval of site plan, landscaping plans, floor plans , and elevation plans for Phase I residential area at the northeast corner of Cook Street and Country Club Drive; Ray Howard of Ballew-McFarland was present. CASES (Continued) Case No. 188 MF (DP 09-79) (Continued) The Board discussed the list of items for submission which were previously drafted at the meeting of November 6, 1979. Staff pointed out that the additional elevation plans have been sub- mitted with the other items to be either discussed or provided with the final working drawings. The applicant earlier stated to Staff that at the present time, golf cart additions were to be deleted. The Board discussed at length solar considerations and stated that they felt the use of landscaping alone would not be sufficient. The Board stated that the south, east and west elevations should be treated architecturally for solar protection. There was discussion regarding how roof lines would attach between unit types. The Board felt the elevations did not provide sufficient clarification. The Board felt that roof plans for all unit combinations should be submitted. After considerable discussion, the Board determined that all items of concern of the Board should be submitted or clarified prior to preliminary approval . On a motion by Cook, seconded by Martin, the Board moved to continue this item to allow submission of the following: 1. Show additional pool area on south side of private road as discussed November 6, 1979. 2. Revise preliminary landscape plan to show blowsand protec- tion with emphasis on planting which can withstand extreme elements as discussed November 6, 1979. 3. Provide alternate tree to eucalyptus trees between units as discussed November 6, 1979. 4. Submitt elevations for golf cart additions to units or revise floor plans to delete golf cart additions. 5. Define the berm area between the golf course area and tennis courts on plot plan, grading plan, or landscaping plan as discussed November 6, 1979. 6. Provide solar protection through utilization of architectural overhead structures on westerly, easterly, and southerly elevations (show treatment for all units) . 7. Submit roof plans for all unit combinations. 8. Show how different unit types would be attached (this may be shown or clarified through submission of roof plans) . Carried 6-0 (Cook, Holden, Leung, Jackson, Johnson, Martin) . IV. DISCUSSION ITEMS CUP 03-75 - PORTOLA DEL SOL HOMEOWNER'S ASSOCIATION - request for approval to construct two tennis courts with lighting in an existing condominium development located on the east side of Portola Avenue at Catalina Way. During the study session, the Board reviewed this request and felt that as proposed, item appeared to be acceptable. During the study session, Staff presented the submitted revised sign program for Plaza del Tiempo which was reviewed informally at the meeting of November 27, 1979.
