The meeting was called to order at 2:38 p.m. after a two and one-half hour study session. MEMBERS PRESENT: Al Cook Rick Holden Phyllis Jackson Eric Johnson Charles Martin MEMBERS ABSENT: Vern Barton Bernie Leung ST:'IFF PRESENT: Stan Sawa Murrel Crump It was moved by Johnson, seconded by Cook, that the minutes of December 11, 1979, be approved as written. Carried 5-0 (Cook, Holden, Jackson, Johnson, Martin) . II . Minute motion approving cases found acceptable at the study session: On a motion by Johnson, seconded by Martin, the following cases were approved. Case No. 183 MF (DP 03-79) - JAMES KAUL DEVELOPMENT, WILLIAM CATHCART, and MICHAEL GESSLER & ASSOCIATES - final working drawings for 36 unit condominium project on the south side of Country Club Drive, between Monterey and Portola Avenues . Case No. 193 MF - IRONWOOD COUNTRY CLUB and BALLEW-MCFARLAND - approval of preliminary and final plans for duplex unit at Ironwood Country Club on the southwest corner of Mariposa Drive and Dalea Lane. Subject to modifying driveway on Lot 20 to provide acceptable access. Carried 5-0 (Cook, Holden, Jackson, Johnson, Martin) . III . CASES Case No. 192 MF - DONALD L. BALCH - approval of preliminary and final plans for two duplex units on individual parcels on the west side of Monterey Avenue, approximately 70 feet north of Sonora, Donald Balch was present. Staff reviewed the comments made by the Board at the study session regarding the project. The Board felt that there should be no backing of vehicles into the street from the garage. Additionally, the Board feels there should be a concern for energy conservation. Additionally, a visual street scene created by the four garages shows a general lack of architectural treatment. The Board discussed the utilization of a common driveway and consolidation of the two lots into one lot. The possibility of undulating the garages was discussed. The possibility of filing for an adjustment of the rear setback was discussed. It was felt that this might permit additional variety in the architecture. Staff pointed out that the property was in a Scenic Preservation Overlay and would be the first units constructed on this block. Therefore, a high quality, well-designed project is necessary. On a motion by Johnson, seconded by Holden, the Board moved to continue this item to January 8, 1980. The applicant was instructed to provide the Board with specific details on how the concerns of the Board would be addressed. Carried 5-0 (Cook, Holden, Jackson, Johnson, Martin) . MINUTES DESIGN REVIEW BOARD DECEMBER 11, 1979 Page -2- III . CASES (Continued) Case No. 190 MF (ADJ 19-79) - MICHAEL N. SCURO and RALEIGH KARR - preliminary approval of plans for triplex apartment on the north side of Santa Rosa Way, approximately 85 feet east of San Pascual Avenue; Raleigh Karr was present. Staff reviewed the comments of the Design Review Board formulated during the study session. The Board felt that the submitted colors should be toned down to a tan or brown color (as submitted for the previous plan) . Additionally, the elimination of the tile eyebrow with the provision of an overhead structure in place of the tile eyebrows was discussed. It was also determined desirable to provide the overhead structure on the east elevation over the sliding glass doors. The continuation of the fence around the front of the carport was also deemed desirable to provide a breakup in the plane of the carport. Additionally, the provision of a short trellis at the front of the carport was also deemed desirable if permitted by code. On a motion by Holden, seconded by Martin, the Board moved to recommend preliminary approval to the Planning Commission, subject to the above revisions being incorporated into the final working drawings. Case No. 127 C - THE FAR WEST SERVICES, INC. (REUBENS) and WILLIAM BLUROCK & PARTNERS, ARCHITECT - preliminary approval of building plans, including landscaping and sign program, for restaurant on the northwest corner of Highway 111 and 44th Avenue; Wally Arnold and Steve Fleshman were present. Staff reviewed the comments formulated by the Design Review Board during the study session. With regard to the exterior colors , it was felt that the green should be toned down so that there is lens contrast between the green and other lighter colors. It was also felt that the stone on the lower portion of the building should be tan or brown. The Board also felt that the green awning should be eliminated with the roof line extended in its place. There was discussion regarding the sign program submitted by the appli- cant. After considerable discussion, it was felt that there should not be a monument sign for the proposed restaurant. It was also determined that sign approval should not be included with this approval . It was felt that the overall sign program for the entire Center should be considered at the same time. On a motion by Johnson, seconded by Cook, the Board moved to grant preliminary approval of the building and landscaping plans , subject to the above revisions, and following revision: 1. The preliminary landscaping plan should be revised to be compatible with the approved plan for the rest of the Center. Carried 5-0 (Cook, Holden, Jackson, Johnson, Martin) . Case No. 73 C - IRA JOHNSON, ARCHITECT - approval of sign program for new commercial complex on the north side of Highway 111, approximately 150 ft. west of Portola Avenue; applicant was not present. The Board discussed the proposed sign program. The Board felt that rather than individual signs for each tenant, it may be more appropriate to allow a directory facing Highway 111 with suite numbers and/or small nameplates on each door. Staff pointed out that this would require a Variance and approval by the Planning Commission. The Board stated that it felt this directory in lieu of individual building signs would be more appropriate. The Board stated that the directory sign should probably be placed perpendicular to the street. The Board also stated that the two existing signs should be removed with tenant indentification incorporated into the directory sign. MINUTES DESIGN REVIEW BOARD DECEMBER x7, 1979 Page -3- III . CASES (Continued) Case No. 73 C (Continued) On a motion by Johnson, seconded by Cook, the Board moved to continue this item to January 8 in order to allow the applicant to consider the modified sign program as formulated by the Board. Carried 5-0 (Cook, Holden, Jackson, Johnson, Martin) . Case No. 159 MF - FRANK OLIVER - preschool under construction at Alessandro Drive and Cabrillo. Staff reviewed a request by Mr. Oliver to change the masonite lap siding to stucco. After some discussion, the Board determined that the siding should remain as originally approved. On a motion by Johnson, seconded by Cook, the Board denied this request. Carried 4-0-1 (Cook, Holden, Jackson, Johnson with Martin abstaining). IV. DISCUSSION ITEMS Preliminary review of Palm Desert entry sign at westerly end of City on Highway 111; Steve Fleshman was present. The Board reviewed the preliminary entry sign as submitted by the applicant. The Board provided imput to the applicants with regard to the entry sign. The applicant stated that the final design for the entry sign would be submitted to the Design Review Board when prepared. V. ADJOURNMENT - 4:15 p.m. ST N SAWA, Associate Planner /dj
