The meeting wa.s called to order at 2:45 p.m. , after a 1 hour and 45 minute Study Session. Manbers present: Eric Johnson Phyllis Jackson �ank Urrutia Paul Williams Joe Pa.lomino (for Jim Hill) � Menbers absent: Jim Hill (replaced by Joe Pa.lomino) Vern Barton Bernie Leung Staff present: Murrel Crump Clyde Beebe It was moved by Jackson, seconded by Urrutia, tha.t the minutes of February 6, 1979, be approved as written; carried 4-0 (Jackson, Johnson, Urrutia, jNil l iams). II. Motion �aa,s ma,de by Jackson, seconded by Urrutia to approve the following cases reviewed in Study Session, subject to the revisions as indicated: Case No. 82 b�' l. Provide landscape plan for west boundary of the site and sul�nit for Board approval. Ca.se No. 160 MF 1. Provide roof tile selection for Staff approval. '�"" Case No. 161 MF' l. Revise tree planting as shown on the plans in the files of the Department of Environmental Services. Case No. 322 SA l. Brighteners sha,ll not exceed 10 candlepower at 10 feet. 2. Red line should be more of a rust color to be compatible to adjacent wood elanent. Case No. 165 MF -- Board wa.ived requir�nent of su}�nittal of f inal construct ion drawings, finding the plans as sul�nitted to be acceptable. carried 4-0 (Johnson, Jackson, Urrutia, Williams). III. CASES Ca,se No. 148 MF' - D. K. KAVANAUGH - Final approval of site plan and landscape plans for 380-unit condominium developrnent to be located � easterly of Cook Street, northerly of 42nd Avenue extended. Applicant was present. Board discussed approval of drawings for Pha.se I of the proposed project. These exhibits included. landscaping, site p1an, and amenities. Motion wa,s ma.de by Jackson, seconded by Urrutia, to approve plans for the first Pha,se, subject to the following revisions: l. Blowsa.nd systen sha.11 be extended northerly beyond Pha.se I to the northerly property line. 2. WELLS - Fina1 construction drawings for comnercial structure and related parking to be located north of Highway 111, east of Las Palmas. Applicant was present. The Boaxd reviewed final plans for the project. The applicant sulanitted a new set of plans addressing Staff concerns and these were found to be generally acceptable. On a motion by Jackson, seconded by Urrutia, the Boaxd approved final plans, subject to the following revision: l. Replace Caxolina Cherries with Pyracantha,, on the west. carried 4-0 (Johnson, Jackson, Urrutia, Williams). Ca,se No. 110 C - J. SF�AI.Z - Final construction drawings for a comnercial addition to be located on the northwest corner of Cabrillo and Highway 111. Applicant was present. The Board reviewed various el�nents of the proposed. construction; reviewing ma.teria,ls of construction, the aesthetic aspects of the structure and landscaping. Also discussed were structural requiranents to support the structure and sa,tisfy wind load requir�nents. �rr On a motion by Urrutia, seconded by Johnson, Jackson having left the room, the Board moved to continue the item to allow the applicant to meet with the Building Department to discuss structural requiranents, and to review the elevation of the structure and landscaping to screen it; caxried 3-0-1 (AYES: Johnson, Urrutia, Williains ABSENT: Jackson). Case No. 108 ME' - AM�3�,ICAN WEST - Final construction drawings for a 5-unit apartment complex to be located on the southwest corner of Driftwood and Sunset. Applicant wa,s present. The Board discussed the final construction drawings and landscaping plans, which were required to be su}�nitted to the Boaxd. On a motion by Williams, seconded by Jackson, the Board approved. the plans, subject to the �ollowing revisions: Landscape Plan l. Specify 5-gallon Oleanders, 10 foot O.C. 2. Case No. 108 C - S AND J MANAGIIVIEN'r - Preliminary plans for reconsideration of comnercial structure and related parking, to be located north of Highway 111, west of DeAnza Way. Applicant not present. The Board discussed the various aspects of the preliminaxy plans, evaluated the plot plan, landscaping plan and building elevations. This item ha.d been continued to allow the applicant to restudy the plans. Provide for drivew�ay ccjnnection to existing paxking lot to the west if adjacent property owner is agreeable. 4. Revise parking lot to provide driveway entrance neax west property line. Landscaping Plan Sulanit revised landscaping plan for Board approval reflecting the following: l. Minirrnun of 15-gallon size trees. 2. Provide alternate to Oleanders - landscape on the sides of paxking areas should be ccxnpatible to adjacent existing landscaping. 3. Provide alterna.tive treatment along Alessa.ndro in terms of plant ma.terial and the inclusion of mounding similar to existing treatment. 4. TONER - Preliminary site plan and elevations for a duplex to be located on the northwest corner of Las Palmas and San Gorgonio Way. Applicant was present. The Board reviewed the vaxious aspects of the preliminary site plan, elevations, and project landscaping, There were specific concerns with the landscaping plan and the site plan. On a motion by Williams, seconded by Jackson, the Board approved the plan, subject to the following revisions: Landscape �.nd Site Plan 1. Install sidewalk as required by the Director of Public Works. 2. Extend wall on northerly property line, easterly to gaxa.ge to create private patio for northerly units. 3. F�tend wall easterly along San Gorgonio Way to enclose patio for south unit. �'�"'' 4. Provide shade structure for patio axea from south unit. 5. Upgrade landscaping in following axeas: A. Along San Gorgonio Way adjacent to wall axea and adjacent to garage. B. Adjacent to southerly gara,ge along Las Pa]mas. C. GUN - Preliminary site plan and elevations for a comnercial structure and related parking, to be located north of El Paseo, east of Sage Lane. Applicant not present. Board discussed. the preliminaxy site plan and elevations for the comnercial building. �.bjects discussed. were features of �he plot plan, parking lot design, and building elevations and color of ma,terials. On a motion by Johnson, seconded by Urrutia, the Board approved the pre- liminary plan, subject to the followi.ng revisions: Plot Plan l. Paxking lot shall be redesigned to conform to adjacent lot to the west. �► Parking sha,ll begin approx�ma.tely 126 feet northerly of E1 Paseo. 2. Trash enclosure sha.11 be redesigned. 3. Building shall be stepped down. 4. The cross-section of the project sha,ll be provided as a part of the final construction dra�vings. 5. Proposed parking lot lights sha.11 conform to approved design for the area. 6. A greater front setback of 15 feet sha.11 be required to acco�mod.ate proposed elevation treatment. 7. Applicant will be responsible for undergrounding existing overhead utilities. 8. Revised landscape treaianent plan for front and center area (containing permanent planting) to be suhnitted with final construction drawings. 9. IV. DISCCTSSION ITIIVIS l. Ca.se No. DP 02-79 and CZ 03-79 - BALL�W/MCFARI�ND, INC. FOR E. GEORGE NIARZICOLA. Applicant was present. The Board reviewed a canplete set of preliminary developrnent pl.ans for the proposed 682�-unit condominium de��eloxxnent and 12-acre shopping center site. The applicant discussed these plans with the Boaxd. The Board found the development concept to be generally acceptable and ha.d no further design input to offer Staff or the C',onmission. � � Minutes Page Five Palm Desert Design Review Board February 20, 1979 IV. (cont. ) 2. Case No. 92 C - BAI�EW/MG`FARLAND, INC. FOR P.D.R. - Coritinued discussion of building elevations for restaurant park to be located on the corner of Highway lll and 44th Avenue. Applicant was present. The Board reviewed with the applicant and representatives of tenants of the proposed restaurant paxk, concept plans as they had been refined to date. There was specific discussion of the architectural design of the ;�, Reuben's restaurant building. Discussion involved roof line and axchi- tectural �nbelishments. The applicant indicated that by the nature of the original approval, which stated approval of the concept directing the applicant to achieve uniform architectural treatment and present it in working drawings, tha.t he now needed the formal position of the Board with regaxd to the plans as they were now illustrated. The applicant wa.s specifically concerned with the foYxnal position of the Board on the design of the Reuben's restaurant. The Boaxd decided tha.t it was indeed necessary to take a vote on this project to allow the applicant to have a specific direction. On a motion by Jackson, seconded by Johnson, the Board approved the project and more specifically, the Reuben's restaurant design, subject to the following revisions: Reuben's Restaurant . wer roo e evation and add cap. 2.
