The meeting was called to order at 2:30 p.m. , after a 12 hour Study Session. Motion wa.s ma.de by Jackson, seconded by Barton to approve the following cases reviewed in Study Session, subject to revisions as indicated: Ca.se No. 85 C 1. Place two 15 ga.11on Sturculia, with ground cover (such as Rosanary), in planter on north side of addition. Ca.se No. 132 MF � 1. Provide mounding in front of building, and make landscaping revisions �rr�r as indicated on plans, noting that recomnended Pa.lms should be 12 to 16 feet high, and the Pines should be in 24 to 36 box sizes. Ca,se No. 320 SA 1. A plot plan showing the location of all proposed signs to be sut-mitted. to the Planning Division Staff for approval. � Ca.se No. 162 MF 1. Provide some type of element tha,t will offer sha,de protection to those patios on the south side of Buildi.ng 'A' , to be approved by Staff. 2. Provide additional back-out space for Carport No. 9. 3. Increa,se the width of the drivewa.y off of Zl.ambleweed to 24' . 4. Modify the front wall systen at the corner of 7lambleweed and Ocotillo in order to comply with the City's requir�nents relative to line-of-sight at intersections. 5. Provide separation with gates between rear yards on south side of Building `A' . 6. Consider the use of concrete driveways. � 7. Rearrange Ficus as indicated on plan on file in the Department of Environmental Services, and add three broad leaf evergreens to rear of Building 'A' , and sula�nit for Staff approval. CASES Case No. 106 C - JERRY DEL�TINGrI�ON - Preliminary site, floor and elevations for a calmercial structure to be located on the north side of Highway 111, west of Las Pa,lmas. Applicant was present. The Board discussed the parking lot design, noting tha.t three of the required eleven spaces were not functional and observed tha,t the minirrnun required width of 4' for landscape planters ha,d not been provided. The Board also reviewed building elevations and found tha.t arch detail and � roof line/fire wall interface needed additiona.l study. On a motion by Jackson, seconded by Ba.rton, the Boaxd continued the case to allow the applicant to evaluate alternative designs for the parking lot and building front elevation; carried 4-0 (Johnson, Jackson, Barton, Crtarr�p)• *���* Soard member Bernie Leung entered the meeting at 2:45 p.m. *** Case No. 59 C - CHARLES MARTIN - Revised preliminary and final construction drawings for a comnercial structure located on the south side of Highwa,y 111, east of Panorama.. Applicant was present. The Board reviewed the revised plans with the applicant. Discussion centered on the need to provide landscaped areas a,nd a determination of how it might be accomplished. The technical revisions to the plans were presented by the applicant. On a motion by Jackson, seconded by Leung, the Board approved the revised plans, subject to the following revisions: l. That planter areas (and landscape material) be provided in the rear parking area as generally indicated on the site plan on file in the Department of Eaviror�mental Services. � 2. That the applicant study methods to incorporate landscaping in the front of the building. 3. That a landscape plan addressing front and rear area be sul�nitted to the Board for approval. Carried 4-0 (Johnson, Jackson, Barton, Leung). Case No. 163 MF - �iBEE�T W. HUMBER - Final construction drawings for the conversion of existing residence to a duplex, located on the southeast corner of San Pa.squal and Santa Rose. Applicant was not present. The Board reviewed the plans, noting design and su�nittal deficiencies. Building Director Hill, at the Study Session, advised the Board tha.t new energy conservation requirenents v�ould, from an econanic standpoint, materially affect the conversion� On a motion by Jackson, seconded by Barton, the Board rejected the case, citing the following: l. The plans sulxnitted are not accurately scaled as required� 2. The proposed paxking is unrealistic in light of maneuverability requirements for vehicles. '""�' 3. The applicant ha,s not suhnitted color and ma,terial samples as required as part of submittal of plans to the Department. . MEYfft - Sign Program for a comnercial structure to be located on the north side of Highway 111, west of DeAnza,. Applicant wa,s not present. The Board reviewed the application suhnittal, noting Ordinance requirements and deficiencies in detail. On a motion by Jackson, secondecl by Barton, the Board continued the ir.�r subject case to allow the applicant to respond to the following: 1. Letter style for proposed sign for Charles Haver supplied to the Board (should ma.tch the lettering proposed for other signs). 2. Dimensioned and scaled drawi..ngs provided so tha,t the Boaxd can determine whether the program complies with minimum requiranents of the City's Sign Ordinance. 3. fteduce the number o� signs proposed to ccxriply with the City's require- ment within the Sign Ordinance; namely, one sign per business. 4. S�ipply color samples and indicate the location of colors on the proposed sign as required by the City's Design Review applications. DISCUSSION ITEMS • A. Review of Special .Street Paving for Tract 9363. � The Board viewed a special masonary paving sample and accompanying literature for the tract entrance paving. The Boaxd felt that the ma.terial wa.s quite acceptable, and noted. tha.t a color other than gray should be used so tha.t it v�nuld stand out from aspha,lt, B. Ca.se No. DP 01-79, Dame'-Doty Development Co. , 683 unit golf course/ condomin�.tun project. Staff presented a list of design concerns to the Board at the Study Session (Manber Leung, absent).. Project representatives and applicants reviewed. the ratzonale behi.nd their proposal with the Board at the end of the meeting (Cha,irrnan Johnson, absent).
