MINUTES
DESIGN REVIEW BOARD
JULY 17 , 1979
I. The meeting was called to order at 2 : 35 P.M. after a 12
hour study session.

STAFF PRESENT: Stan Sawa
It was moved by Williams , seconded by Johnson, that the
minutes of June 26 , 1979 , be approved as written; carried
4-0 (JOHNSON, JACKSON, BARTON, WILLIAMS) .
II. It was moved by Williams , seconded by Barton to approve the
following cases reviewed in Study Session and found acceptable;
Case No. 68 MF: (Final Working Drawings) - Subject to the
following revisions:
1. Comply with all conditions of DP 06-77 .
2 . Obtain approval of final landscaping plan prior to
occupancy.
Case No. 176 MF - Subject to following revisions :
1. Obtain approval Adjustment prior to approval of final
plans.

2. Provide Right of Way dedication and street improvements
to satisfaction of Director of Public Works.
3. Place all service lines underground.
4 . Redesign wall at intersection of San Pablo Ave. , and
San Gorgonio Way to comply with Municipal Code Require-
ments for visibility.
5. File Parcel Map combining two parcels prior to the
issuance of a Building Permit and record Parcel Map
prior to occupancy.
6. Designate height of all property line and screen walls,
including car screen walls facing San Gorgonio Way, on
final plans.
7 . Provide concrete floors in carports.
Case No. 180 MF - - Subject to the following revisions.
1. Retain and/or relocate all existing Palm Trees on the
site.
2. Provide 6" concrete curbs around all new planters in
front yard area.
3. Provide concrete pad in front of trash enclosure.
4 . Prime and paint water heater enclosures to match
buildings.

5. Provide 6 ' high decorative block or masonary wall
along westerly property line; said wall to replace
present 4 ' high wood fence.

Case No. 92C - Ballew/McFarland Architects for Los Sombros
Restaurant Park - Final working drawings for commercial
buildings "A" , "B" , and Restaurant "R-4" ; Applicant was
present.
The Board and Staff discussed recommended revisions to the
conceptual and final landscaping plans submitted for the
site and Rusty Pelican Restaurant.
On a motion by Williams , seconded by Barton, the Board
approved this item subject to the following revisions:
1. No building permit for buildings "A" , "B" , and
Restaurant "R-4" shall be issued until a final
landscaping plan for the entire site is approved.
2. Provide large boulders on mounded landscaped area
along Hwy. 111.
3. Upgrade all Eucalyptus Trees to a minimum 15 gal.
size.
4 . Replace Washingtonia Filifera with Washingtonia
Robusta in landscaped area adjacent to commercial
buildings.
5. Along Hwy. 111, provide alternate to Pinus Halepensis
(possibly utilizing Pinus Eldarica or Pinus Carariensis) .
6 . Within larger parking lot area on southeasterly portion
of site provide 5 additional tree wells in area where
sparcely indicated.
7. Along Hwy. 111 frontage, reduce numbers of Eucalyptus
Rudis and mix in 24" box size Sterculia Diversifolia.
Carried 4-0 (JOHNSON, JACKSON, BARTON, WILLIAMS) .
Case No. 68 MF - Palm Desert Venture, Ltd. - Final land-
scaping plan for phase presently under construction on the
east side of San Luis Rey Avenue, north of Juniper Circle;
Applicant was not present.
During the Study Session, the Board recommended changes
to the submitted landscaping plan. On a motion by Williams ,
seconded by Barton, the Board approved this item subject
to the following revisions;

1. Retain all existing trees on site.
2 . Provide Boston Ivy on outside of perimeter wall along
San Luis Rey Ave.
3. Provide one additional 24" box size California Pepper
Tree on outside of wall along San Luis Rey Ave. per
plan on file in the Department of Environmental
Services.

4. Change Pinus Halepensis to Pinus Eldarica (Mondell) .
5. Add groups of various size Washingtonia Robusta on
site per plan on file in Department of Environmental
Services.
Case No. 550 SF - GORDAN A. DEWITT - Preliminary and final
approval of single family residence in Ironwood Country Club;
applicant was not present.
This item was discussed during the Study Session with the general
concensus being that additional study was necessary for the
elevations and landscaping plan.
On a motion by Williams, seconded by Barton, the Board moved
to delegate to Staff approval of all lots in Tract 5564 , in-
cluding this item, provided additional elevation and landscaping
plan study be undertaken.
Carried 4-0 (JOHNSON, JACKSON, BARTON, WILLIAMS) .
Case No. 553 SF - SUNROSE DEVELOPMENT CO. - Preliminary and
final approval of single family residence in Ironwood Country
Club; applicant was not present.
On a motion by Williams, seconded by Barton, the Board approved
this item.
Carried 4-0 (JOHNSON, JACKSON, BARTON, WILLIAMS) .
Case No. 117 C - Dr. Gary Lyons - (JOHN OUTCULT, Architect) -
re iminary approval of plans for furniture building on the
NNW North side of State Highway 111 approximately 350 feet East of
Cabrillo Avenue; applicant was present.
The Staff reviewed with applicant the additional conditions
which the Board felt were necessary. The conditions as
recommended by Staff were also discussed.
On a motion by Williams, seconded by Barton, the Board approved
this item subject to the following revisions :
1. Eliminate proposed chain link enclosure at rear of building,
except along West property line.
2. Provide recorded easement between the two parcels for cir-
culation, parking, trash use, prior to issuance of building
permit.
3. Utilize only one cement plaster color for existing and
proposed buildings.
4 . Provide all service lines to new building underground.
5. Provide street improvements to satisfaction of Director of
Public Works.
%NW 6 . On parcel where proposed building is to be constructed, provide
3 ' 6" high decorative or masonary screen wall in planter along
Alessandro Drive.
7. If existing furniture tenant to West utilizes new building,
new signs as shown on elevation plan are not permitted (Code
allows one sign per business) .

8. Move driveway and trash enclosure to East property line.
9. On lower windows of existing and proposed building provide
wood siding to match those indicated in elevation plan.
