PALM DESERT DESIGN REVIEW BOARD MEETING
TUESDAY - JUNE 12 , 1979
CITY HALL COUNCIL CHAMBERS
I. The meeting was called to order at 2 : 20 p.m. after
a 1 1/2 hour study session.
Members present: Eric Johnson
Vern Barton
Bernie Leung
Murrel Crump (for Paul Williams)
Members absent: Phyllis Jackson
Frank Urrutia (resigned)

It was moved by Johnson, seconded by Barton, that the
minutes of May 22 , 1979 be approved as written;
carried 4-0 (Johnson, Barton, Leung, Crump) .
II . It was moved by Leung, seconded by Crump to approve the
following cases reviewed in Study Session and found accep-
table:
Case No. 82 MF - Subject to amended revisions (Se(e
Scc-t:ion III for discussion & revisions) .
Case No. 69C - Subject to amended revisions (see Section
III for discussion & revisions) .
Case No. 79C - Subject to following revisions :
1. One of the monument signs be moved so that it is
oriented towards Lupine Lane or Sunlodge Lane; any
modification of landscaping plans necessary for in-
stallation of monument signs to be approved by the
staff.
2 . All lamp pole signs be deleted and replaced with
hanging or wall-mounted signs , subject to approval
of staff.
3. All main tenant identification signs shall be 18"
high x 2ft. 6" high with the logo permitted as
submitted.
4. That for all tenants who have a main sign facing
the parking lot or street frontage, interior court-
yard signs shall not exceed 3 sq. ft. as permitted
for pedestrian signs.
5. The color scheme for the signs shall match that used
at Plaze Del Tiempo.
6. All signs shall be 10 feet apart as required by code.

III. Cases
Case No. 72C - QRS Corporation for Columbia Savings &
Loan - amendment to sign program for Savings & Loan
Building; applicant was present.
The Board discussed submitted plexiglass sample with
applicant presenting additional color samples. The
Board indicated preference for the rust color pre-
viously submitted. The applicant felt this color
was not feasable.

The use of white with bronze plexiglass with a bronze
color can was discussed.
After considerable discussion, it was decided the
colors submitted were unacceptable. The Board in-
dicated that bright colors were to be avoided.
On a motion by Leung, seconded by Crump, the Board
moved to continue the item, to allow for additional
samples to be submitted;
carried 4-0 (Johnson, Barton, Leung, Crump)
Case No. 69C - C.G. Dunham - Sign program for commerical
complex; applicant was present.
This item was considered under a rsinute motion. However,
the applicant requested it to be reconsidered.
The applicant requested 3 signs for Suite I which is
to house the C.G. Dunham Co. After discussion the Board
concluded that a wall mounted sign (18" x 2 ' 6"-Logo Sign
on top, with two signs below (approximately 9" x 2 ' 6")
framed on the two sides would be acceptable.)
On an amended motion by Leung, seconded by Barton,
the Board approved this request, subject to the follow-
ing revisions.
1. That there be no light pole signs; said signs
to be relocated and provided as hanging or wall
mounted signs with location to be subject to
staff approval.
2. For suite I on the second floor, only 1 wall
mounted sign shall be allowed as described
above.
3. The monument sign shown on San Pablo near Hwy.
111 be relocated onto the frontage of Hwy. 111.
4 . The monument signs shall not exceed seven square
feet per side, proportionately reduced width, &
height.
5. Individual tenant signs shall be approved by
the Planning Division staff.
6 . Main individual tenant signs shall be a maximum
of 18 inches x 2ft 6 inches with logo permitted
as submitted.
7 . That for all tenants who have a main sign facing
the parking lot or street frontage, all interior
courtyard shall not exceed 3 sq. ft. as permitted
for pedestrian signs.

Case No. 82 MF - Portola Village - Final landscape plan
for residential project;applicant present.
This item was considered under a minute motion. However,
the applicant requested clarification and reconsideration.
The Board presented a plan for landscaping the Portola
Avenue frontage.
On a motion by Johnson, seconded by Barton, the Board
approved this request, subject to the following provisions.
1. Provide minimum of 4-24" box size Carob and/or
Brazilian Pepper Trees along Portola Avenue
frontage.
2 . Provide alternating 5 gal. size Pyracantha and
Bignonia Tweediana (Doxantha) vines along wall.
3. Provide clups of 5 gal. size seagreen Junipus
along wall (especially at corners) .
4 . Revised plan to be submitted to staff for
approval.

Case No. 375 SA - Manor-Winters - Sign program for
commerical building; applicant was not present.
At the request of the applicant, this item was continued.
Case No. 96C - Robert Ricciardi for EGS METRO - Pre-
liminary and final approval of plans for commerical build-
ing; applicant was present.
..r Staff presented previous Design Review Board and Planning
Commission action on case, nothing that Planning Comm-
ission confirmation of the previous Design Review Board
approval had not been given.
The staff noted the apparent problem with the parking
provisions. The applicant felt parking was adequate.
The consensus was that the Planning Commission would have
to make the final decision regarding the parking situation.
Additional landscaping and the need to step the building
was also discussed.
The provision of a sign program was discussed. The Board
stated that each tenant sign should be a 12" x 6 ' wood
carved wall-mounted sign.
On a motion by Leung, seconded by Johnson, the Board ap-
proved preliminary and final plans subject to the follow-
ing revisions:
1. Comply with off-street parking requirements .
2 . Provide vertical tree element in new planter
on south side of existing building (possibly
Pinus Canariensis)
3. Tenant signs to be 12" x 6 ' wood carved; signs
to be wall mounted.

Case No. 115C - Ben Barnum Construction Company-
Preliminary approval of plans for commerical building,
applicant was present.
The Board discussed changes that would be necessary to
accomodate the Staff and Board recommendations. The pro-
visions for signing was discussed with it being determined
that a 12" facia be provided with the 12" x 6 ' signs
provided on the facia.
On a motion by Leung, seconded by Johnson, the Board
approved the preliminary plans, subject to the following
revisions:

1. The landscaping strip along the westerly property
line in the parking lot shall be widened to 7ft.
with the parking stalls moved to the east to
accommodiate the widened planter.
2 . The trash enclosure shall be provided with
doors facing the alley, and pedestrian access
facing the building; pedestrian access designed
so as not to require doors.
3. The three landscape planters at the front of the
building shall be loft. wide.
4 . One aft. x 3ft. tree well with a 24-inch box size
Ficus Retusa be provided adjacent to the curb with
center planter narrowed to facilitate adequate
sidewalk, with permanent irrigation to well.
5. The side elevations and screen wall shall be con-
structed out of adobe colored slump blocks to
match the front elevation.
6 . The parking lot lighting shall be screened to
eliminate glare onto adjacent residential
properties.
7 . The alley shall be fully improved, with impro-
vements shown on final construction plans.
8 . The sign program including construction material,
etc. , be approved by the Design Review Board
prior to or at the time final construction
drawings are submitted.
9 . All utility lines shall be placed under ground.
10 . Change Ficus Nation to Ficus Benjamina.
11. Change Gazania to Gerbera.
12. Tenants signs to be 12" x 6 '

Case No. 116C - Ben Barnum Construction Company-
preliminary approval of plans for commerical building,
applicant was present.
The Board discussed Staff & Board recommended changes
regarding landscaping, site plan changes and signing.
The applicant indicated a desire to obtain a cross
access with the property to the east.
On a motion by Leung, seconded by Barton, the Board approved
the preliminary plans subject to the following revisions:

1. Provide 5ft. setback for building adjacent to east-
erly property line and provide architectural treat-
ment of wall.
2 . Provide solid gate on trash enclosure with pedestrian
access designed so that no gate is required for ped-
estrians.
3. The alley shall be fully improved with improvements
shown on final construction plans.
4 . The sign program including construction, material, etc. ,
be approved by the Design Review Board prior to, or
at the time final construction drawings are submitted.
5. All utility lines shall be placed underground.
6 . Provide 2 street tree wells on Hwy. 111, tree wells
to be 3ft. x 3ft. and planted with 24 inch box size
Ficus Retusa, with wells provided with permanent
irrigation.
7 . Provide flowering ground cover in 5ft. wide planters
along westerly and northerly property lines.
8 . Provide 4-15 gal. size Rhus Lancea in 5ft. wide planters
adjacent to the parking lot on Las Palmas Ave.
9. Tenant signs to be 12" x 6 ' .
10 . Widen rear planter to 7 ' by reducing back-up to 24 ' .
Move wall to center of planter with landscaping on
both sides of walls.
11. Provide approximately 5-15 gal.size Rhus Lancea in
rear planter by jogging wall around trees.
12 . Provide less stepping in walls surrounding parking lot.
13. Provide 6" x 6" concrete curb around planter in alley.

Case No. 177 MF (TT11883) - C.R.S. _Development CorpQration—
Preliminary approval of plans for seven single family
residences , applicant was present.
The applicant presented an alternate elevation "C" for
consideration. The Board felt this elevation was better
than the original submission. The applicant confirmed
that a block or stucco wall is to be built along the
rear property line as part of condominium development
to the north.
On a motion by Leung, seconded by Johnson, the Board
approved the preliminary plans with alternate elevation
"C" , subject to the following revisions.
1. Double the quanity of 5 gallon shrubs used in
the front yard landscaping and upgrade olive
trees to 36 inch box size.

2. Provide wood plant-ons or stucco pop-outs around
the windows and sliding glass doors on all sides
of the residences.
3 . Construct wood perimeter fence out of minimum
lx8 inch, vertical cedar, or red wood boards,
with height to be a minimum of 5ft.
4 . Provide street improvements on Candlewood street
to the satisfaction of the Director of Public
Works.

5. Delete 2 liquid Amber Trees and replace with
8 ' -10 ' high Palm Trees or 15 gal. size Sterculia
Diversifolia.

IV. Discussion Items
The Board discussed the following cases for the purpose of
providing design imput to Staff:

VAR 04-79 - Request for variance of sign requirements to
allow "RB" logo for furniture store on southside of Hwy. 111
at west city limits.
The Board felt that only one freestanding sign should be
allowed facing Hwy. 111, therefore, no wall sign should be
allowed.
DP 08-79 - Request for development plan approval of 60 unit
apartment on east side of Portola Avenue, south of Whitewater
storm channel.
The Board felt that wood trellis sun screening should be pro-
vided on the east, south & west elevation of all residences.
The Board also felt that based on the number of units pro-
posed, an additional swimming pool should be incorporated.
DP 09-79 - Request for development plan approval of 20 unit
condominium project on the south side of Hovely Lane,
between Monterey Ave. & Portola Ave.
The Board had no comments regarding need for redesign
considerations.

CUP 04-79 - Request for approval of a conditional use permit
for a 176 unit mobile home park, west of Cook Street, north
of Merle Drive & east of Rebecca Road.
The Board felt the site plan is poorly layed out & lacks
imagination. The Board determined that redesign is necess-
ary.
92 C - Request for review of conceptual landscaping plan for
"Rusty Pelican" at corner of Painters Path & Hwy. 111.
The Board believes that it is necessary to review the land-
scaping plan for the entire site to insure compatibility &
attractiveness. However, based on the plan as submitted,
the Board feels it is conceptually acceptable provided it
is compatible with the balance of the site.
