The meeting was called to order at 2 : 30 p.m. after a 2 hour study session. Members present: Eric Johnson Phyllis Jackson Murrel Crump (for Paul Williams) Jim Hill Members absent: Vern Barton Bernie Leung Staff present: Stan Sawa It was moved by Crump, seconded by Johnson, that the minutes of June 12, 1979 be approved as written; car- ried 2-0-2 (Johnson, Crump, with Hill and Jackson ab- staining) . II . Cases reviewed in Study Session and found acceptable: None III . Cases Case No. 375 SA - Manor-Winters - Sign program for commercial building; applicant was present. During the Study Session, Staff explained special cir- cumstances regarding the proposed free-standing sign. The applicant questioned the Staff recommendation for the height and size restrictions for the free-standing +aw sign. On a motion by Jackson, seconded by Hill, the Board approved a free-standing sign and two 3 ft. sq. wall signs , subject to the following revisions : 1. Sign face to be 5 ft. X 10 ft. with height from finished grade to top of sign to be a maximum 8 ft. 2. Raised planter to be constructed around base of sign; said planter to be provided with landscaping and constructed out of tan slump- stone. 3. The free-standing sign to be setback a minimum of 5 ft. from street property line. Carried 4-0 (Johnson, Jackson, Hill and Crump) . Case No. 378 SA - Imperial Sign Co. - Sign program for new commercial building; applicant was present. Board reviewed the sign as proposed for the front and rear of the building. On a motion by Jackson, seconded by Crump, the Board approved this request for a wall sign on the front and rear of the building, subject to the following revision: 1. The can color on the front sign to be dark brown to match letters. Case No. Tract 5553 - Ironwood - Landscape plan for street frontage in Tract 5553; applicant was present. MINUTES PALM DESERT DESIGN REVIEW BOARD JUNE 26 , 1979 Page Two Staff presented the comments of the Board from the Study Session. The applicant questioned the need for Staff- recommended Conditions No. 4 & 5. The applicants and Board discussed Staff-recommended Condition No. 9 per- taining to the landscaping of the Water well area. The applicants stated that they wished to screen immediately around the wells themselves and not the entire well area. Two neighbors, representing the Silver Spur Ranch Associ- ation, requested an opportunity to speak on the proposed landscaping plan. Their main concerns pertained to land- scaping along the rear of Lots 70 and 71 on Silver Spur Trail. They also voiced some concern regarding landscap- ing on sloped areas of the individual lots . With regard to the landscaping at the rear of Lots 70 and 71, the neighbors requested that less trees be utilized with more shrubs in order to retain views. The neighbors also re- quested that the island between Riata Trail and the wester- ly end of Silver Spur Trail be planted with trees and ground cover. The applicant agreed to landscaping this island if the Silver Spur Ranch Association maintains the landscaping. The neighbors agreed to inform the applicant if this agreement would be acceptable. On a motion by Jackson, seconded by Hill, the Board moved to continue this item, with the following revisions in- corporated into or noted on the final detailed landscaping plan: 1. Submit detailed final landscaping plan for approval to Design Review Board; said plan to indicate all walls , landscaping species , quantities, qualities grades of topography in area of walls and landscap- ings, in new tract. nrr.► 2 . All olive, carob, and bottle trees to be increased in size to 24 inch box. 3. Provide hop seed bush/oleanders at 6 ft. on-center. 4 . Provide bottle trees and lawn in island between Riata Trail and westerly end of Silver Spur Trail, provided Silver Spur Ranch Association accepts maintenance of landscaping in island. 5. No building permits for residences in Tract 5553 to be issued until all walls and landscaping are installed to the satisfaction of the Department of Environmental Services. 6 . Provide palm trees in landscaping area on south side of Buckboard Trail. 7 . Provide plan for landscaping of Water well area; landscaping plan to be approved by Design Review Board. 8 . Detailed plans for security entrance to be sub- mitted to Staff for approval prior to issuance of building permit for said Kiosk building. 9 . Provide list of acceptable ground covers for sloped areas on individual lots to be approved by Design Review Board; said list to be given to buyers of lots. 10 . At rear of Lots 70 and 71, provide groups of trees which will not substantially obstruct views with additional shrubs provided in this area. Carried 4-0 (Johnson, Jackson, Hill and Crump) . Fetridge, AIA) - Preliminary approval of plans for two and three unit apartment buildings; applicant was present. Staff presented the background on the case and indicated that the plans as submitted, with two-story structures, are not permissible under the Scenic Preservation (S .P. ) Overlay Zone. The applicant requested Board input as to how the property could be developed. The Board discussed the options of the variance and redesigning the project as a one lot five unit apartment complex. On a motion by Jackson, seconded by Crump, the Board con- tinued this item in order to allow the applicant to re- design his plans to conform with the Municipal Code re- quirements. Carried 4-0 (Johnson, Jackson, Hill and Crump) . Case No. 178 MF - Transcopic Development Corporation - Preliminary approval of 60 unit apartment project; appli- cant was present. Applicant discussed site plan Staff-recommended changes Nos. 1 and 2 regarding recreational amenities. He re- quested that only 1 volleyball court be required. Staff presented the Board-recommended changes. Condition No. 4 pertaining to common use open space per- centage was discussed in detail. The sun screen details for the east and west rear eleva- tions were discussed with Mr. Hill presenting alternative ` w types of sun screens. It was the feeling of the Board that an alternate design to that submitted by the applic- ant should be filed when final working drawings are sub- mitted. On a motion by Jackson, seconded by Hill, the Board approved this request subject to the following revisions : Site Plan 1. Increase size of swimming pool shown on plan and provide Jac- uzzi and shade structure in same area. 2. Provide additional swimming pool, jacuzzi , shade structure and volleyball court in easterly play area. 3. Provide perimeter wall around entire site, except for tip area; final design, construction and location to be approved by Design Review Board with final construction drawings. 4. Provide required common use open space percentage of 50% . 5. Provide sun screening of south, east and west window/sliding door exposures; design alternatives to be approved by Design Review Board with final construction drawings. 6 . Provide 8 ' high enclosure around RV parking area (if area is approved for that use) , with landscape screening on the east, west, and south sides. Landscaping 1. Increase number of 24" box size trees by a minimum 50% with additional 24" box size trees provided along Magnesia Falls Dr. and Portola Ave. 2. Evaluate growth rate of proposed shrubs, increase size to MINUTES Aft✓ `"WO PALM DESERT DESIGN REVIEW BOARD JUNE 26 , 1979 Page Four 5-15 gallon, as appropriate for slower growing materials. 3. Increase all 5 gallon trees to minimum 15 gallon size. 4. Provide additional landscape screening for wind and air- borne said protection along the north site boundary. Case No. 179 MF - Micheal Scuro - Preliminary and final approval of plans for two duplex units; applicant was present. too Staff indicated a change to recommendation No. 8 , adding the following at the end: "If block is less than 50% developed. " Applicant requested the option of providing masonry walls in place of wood fences . The Board indicated concurrence with this request. On a motion by Jackson, seconded by Crump, Board approved this request subject to the following revisions: 1. Dedicate to the City a corner radius and an additional 5 ft. of right-of-way on Catalina Way and on San Rafael Ave. 2 . Provide concrete driveway and walks. 3. Provide turf in front yard between street and front gate. 4. Provide minimum 1 in. X 8 in. redwood or cedar- board fence in location as shown on the plans, in- cluding along proposed lot split line from front tow building setback line to rear of lot. 5. File and record lot split prior to final occupancy. 6 . Provide street improvements to the satisfaction of the Director of Public Works. 7 . Place all service lines for utilities under ground. 8 . Place power pole lines on subject property under- ground, if block is less than 50% developed. Carried 4-0 (Johnson, Jackson, Hill and Crump) . IV. Discussion Items The Board discussed the following case for the purpose of providing design input to Staff : VAR 05-79 - Request for variance of sign requirements for California Canadian Bank/Myra Goldwater at the inter- section of Parkview Dr. and Hwy. 111; applicant was present. r.. The Board reviewed the proposed sign type, size, and loc- ation which is requested in this Variance. The Board felt that the sign as designed was acceptable. V. Oral Discussion Case No. 72 C - QRS Corporation for Columbia Savings & Loan - Amendment to sign program for savings & loan building; applicant was present. Applicant presented a short background on this item and requested approval of a "red" sign color. Applicant indicated that the Corporation wished to utilize a "red" MINUTES Noe *400, PALM DESERT DESIGN REVIEW BOARD JUNE 26 , 1979 Page Five color for their light colored building. On a motion by Jackson, seconded by Johnson, the Board approved the standard red color with a transparent maroon plexiglass overlay. Carried 3-1 (Ayes : Johnson, Jackson, Hill; Noes: Crump) . VI . Adjournment - 4 : 35 p.m. 'err Note Relative to Case No. 178 MF: The two regular Board members in attendance found the re- creational vehicle parking area to be very desirable, and asked that a recommendation be carried forward to the Com- mission requesting that RV parking lots be counted in the required 50o common open space.
