I. The meeting wa.s called to order at 2:30 p.m. , after a 12 hour Study Session.

It wa.s moved by Urrutia, seconded by Johnson, that the minutes of February 20,
1979, be approved as written; caxrieci 3-�l (AYES: Jackson, Johnson, Urrutia;
ABSTAIN: Leung).
II. Minute rr�tion approving all of those cases found acceptable at the Study
Session -- NONE.
III. CASES
Case No. 151 MF - TOM TROLLOPE - Approval of landscape plan, construction
ma, eria s, an tinal construction drawings for 6-unit apartment complex to
be located at the northwest corner of Zlambleweed atld Sage Lane. Applicant
w�.s present.
The Board discussed the contents of the plans, landscaping details reviewed,
reviewed construction ma,terials, and noted revisions to those plans.
;�, Motion was ma,de by Urrutia, seconded by Jackson, to approve the plans for the
6-unit apaxtment cccnplex, subject to the following revisions:
l. Provide concrete driveway
2. Provide 26 foot wide driveway entrance
3. Locate pool equipment on plot plan (for Staff approval)
4. Revise trash enclosure detail to City specifications and provide walk-in
entrance
5. Secure approval from Director of Public Works for sidewa.lk and landscape
work in the public right�-o�-way
6, Eliminate rear doorway to carport
7. Provide 30 inch high garden wall to screen open parking stalls
8. Underground utilities along the north side of boundary
9, S�i}�nit revised landscape plan for Board approval. Provide alternative
selection for eucalyptus and �icus trees tha.t ha,ve a more vertical
growth. S�.ikmit alternative to pinus ha.lepensis, which will not grow
well here in the desert.

Ca.se No. 134 NIF - SILUER SPUR. A,SSOCIATES - Approval of construction drawings
or con ani.riium buildings �or 100-unit condominium project to be located
between Ironwood Drive and Fox Tail at Mariposa, Drive. Applicant was present.
The Board reviewed constx�uction drawings for the condominium buildings. It
was noted that a detailed site plan fox construction purposes need.ed to be
sub►nitted. to determine the detail o� recreation area.s and other site plan
features. Tncluded in the Board's consideration were the colors and ma.terials
for the l�uildings.

equipment locations, trash enclosure facilities, and all other typical
plan features, for Board approval. Ma.y be included with landscape plan.

� Ca,se No. 71 C - LAIIREI, DEVETAP�I'I' C014IPANY - Approval of final colors/ma.terials,
ina con ruction drawings for a comnercial structure on the west side of
Highway 111 at Fi,ancho Mirage city limits. Applicant was present.
The Board reviewed fina.l construction drawings for the comnercial structure.
Final drawings also included. full building elevations. The Board noted
some modifications to their preliminary approval of the landscape plan, as it
related now to the full elevation detail being shown in the construction
drawings. The Board also reviewed final details of the ground monument sign
for the site.
Motion was made by Leung, seconded by Urrutia, to approve final construction
drawings and si,gn program details, subject to the following revisions:
l. Provide landscape plan revisions per directions of the Design Review
Board for Staff approval

- Use vertical rake stucco texture
3. That one ground monument sign be approved per the details in the files in
the Department of �vironmental Services

Ca,se No. 101 C - PALM DESII�,T RACQUE'1�ALL AND ��ALTH CLUB - Approval of
revis pre �minary plans for a comnercial structure to be located on the
northwest corner of Painters Path & Highway 111. Applicant wa.s present.
The Boaxd reviewed revised preliminaxy plans for the racquetball club. This
iten wa.s continued from the February 16, 1979, Design Review Board meeting,
at which time the Board directed the applicant to consider a list of revisions.
The Board reiterated their previous position concerning mass of building,
building setback, and the need to integrate the building design into the site.
The Board noted several techniques which could be used to reduce the overall
visual praninence of the building and to aid blending of the building into the
site. The applicant acl�owledged these approaches, and advised that he would
seek to prepaxe an acceptable revised. design.
On a motion by Johnson, seconded by Urrutia, the Board continued the case
to allow the applicant to restudy site design and building elevations; caxried
4-0 (Johnson, Jackson, Urrutia, Leung).
Ca,se No. 72 C - DANIEL DWORSKY ASSOCIATES - Approval of sign program for
um ia avings for a commercial center to be located on the southwest corner
of Highwa.y 111 and Highway 74. Applicant was present.
,r,,,,, The Board reviewed a revised signing sui�nittal. Staff noted tha.t the number
of signs requested were not consisten� with the provisions of the Sign
Ordinance. The applicant's request included an additional parking lot
identification sign. The Boaxd studied the signing program for the building
and concurred tha.t the addition of an identification sign oriented to the west
parking lot wa.s compatible architecturally with the building. The applicant
was advised tha.t the Sign Ordinance provided for an exceptions process (pursuant
to Section 25.68.730). The Board discussed the el�nents of the sign program,
and discussion followed concerning the height of the sign letters.
Motion was ma.de by Leung, seconded by Johnson, to approve the signing program
for the Columbia Savings building (excluding the second parking lot
identification sign), subject to the following revisions:

l. Reduce the size of sign letters on Highwa.y 111 to 14 inches
2. Reduce the size of sign letters on rear parking lot frontage to 14 inches
3. Locate drive-up teller sign further under canopy
4. Revise sign colors to a "rust, or other color to blend with the building".

Case No. 111 C - WELLS FAR,GO BANK - Approval of preliminary site plans,
e eva ions, andscape plan, colors/ma.terials, and sign program for c�mercial
structure (bank) to be located on the southwest corner of E1 Paseo & Lantana.
Applicant was present.
The Boaxd reviewed preliminary plans for the subject case. Paxticulax attention
was given to the site design and traf�ic circulation on site. The applicant
received directions regaxding circulation pattern tha.t should be established
on the site. It was also no�ed that to satisfy minirrnun ordinance requiranents,
there would need to be an increase in the number of parking spaces.
On a motion by Leung, seconded by Urrutia, the Board continued. this case to
allow the applicant to redesign the site plan; carried 4-0 (Johnson, Jackson,
Urrutia, Leu.ng).
Case No. 112 C - CHARLES GTBBS - Approval of preliminary and final plans for
in us ria s orage, to be located west of Cook Street, on north side of
42nd Avenue. Applicant was present.
The Boaxd rev�iewed preliminary and final construction drawings for a three-
building addition to an existing mini waxehouse project. The Boaxd noted
�"'' the master plan for the project included an area for future storage, which
was now bei,ng used as outside storage. The applicant's request also in-
cluded incorporating an area to the west of the existing development for
te�orary outside storage consisting of 63 parking spaces.
Motion was made by Urrutia, seconded by Leung, to approve preliminary and
final plans suhnitted, subject to the stipulation tha,�:
l. Al1 requirenents of Ca,se 58 C be met
2. The perimeter screening and landscaping be extendecl around the outside of
the new storage area
3. Perimeter planting to consist of a combination of Oleanders and Olive trees.
carried 4-0 (Johnson, Jackson, Urrutia, Leung).
