MINUTES
PALM DESERT DESIGN REVIEW BOARD MEETING
TUESDAY - MARCH 20, 1979
CITY HALL COUNCIL CHAMBERS
I. The meeting was called to order at 2:30 p.m. after a 12 hour Study Session.

It was moved by Urrutia, seconded by Leung, that the minutes of March 6,
1979, be approved as amended, carried 5-0 (Jackson, Johnson, Urrutia,
Leung, Barton).
II. Minute motion approving all of those cases found acceptable at the Study
Session--NONE.
III. CASES
Case No. 74 C - GLANZ AND JOHNSON - approval of signing program for
commercial building located on the southwest corner of �iic�hway 111 and
E1 Paseo. Applicant was not present.
The Board discussed signing program alternatives reviewed building elevations
and the sign detail submitted. Discussion among the board concerned the
size of sign and it's scale with the building. Board members noted that a
�' reduced size on the order of 18" by 5' might be more appropriate. Board
members requested to see all sign colors and the typical approach that would
� be taken in terms of sign copy.
Motion was made by Urrutia, seconded by Leung, to continue this item for
submittal of colors and conceptial signed copy details. carried 4-0 (Johnson,
Jackson, Urrutia, Leung).
Case No. 113 MF - MCBAIL (SAGEWOOD CONDOMINIUMS) - approval of final
landscape plans. Applicant was present.
The board reviewed the various elements of the landscape plan. They noted
that an area could be desirable for storage of landscaping equipment, and
suggested that a maintenance area be provided in the project.
Motion was made by Urrutia, seconded by Barton, to approve the final land-
scape plans as submitted; carried 5-0 (Johnson, Jackson, Urrutia, L.eung,
Barton) .
Case No. 91C - HUGHES INVESTMENTS - approval of final landscaping plan for a
commercial center located on the south side of Highway 111, east of Highway
74. Applicant was present.
The Board discussed the detail of the landscape design, dimensions of planter
areas, and driveway widths. It was noted that planter widths were deficient as a
result of the parking lot design. Additional planter width for the parking
row island was deemed necessary, because of vehicle overhang into this planter
�,�,,, area. The board felt that this issue needed to be reconciled before land-
scape approval could be granted. The Board suggested a low growing ground cover
be used in place of the turf indicated for the planter areas, observing that
this would also require a change in the irrigation plans. Another item of
discussion was the grade change in the parking lot areas and how this affected
planter designs, realizing automobiles would overhang the planter areas.
The Board felt that they would need a detail section to describe the situation.
On a motion by Leung, seconded by Urrutia, the Board continued this item for
restudy of landscape planter design and cross sections illustrating grade
changes in planter areas; carried 5-0 (Johnson, Jackson, Urrutia, Leung,
Barton).

Case No. 103 C - CLARENCE SABA (�pHNOUTCAULT� ARCHITECT� - approval of final
construction drawings for a commercial building on the north side of El
Paseo east of Sage Lane. Applicant present.
The Board discussed grading in the rear parking lot area and the transition
that would be necessary to the adjacent property. They noted that a scheme
wc�uld need to be developed to avoid an incompatible grading situation. The
board found that it would not be necessary to step the building down in
back to the parking lot grade but that the grade change should be provided
sn that it could be continued on the adjacent property with the transition
further to the east where the parking lots scheme would ultimately change,
Also submitted to the board was a revised roof tile material,which was found
arceptable.
On a motion by Urrutia, seconded by Jackson, the Board approved final �'
cc►nstr.uction drawings, subject to the following revisions:
1. Provide continuous planter from east to west property line.
2. Frovide trash enclosure (per City's specifications) in new park�ng
lot planter island, with gate facing north, and provide walk-in access,
3. Resolve grade change to east with staff.
4. Satisfy all other preliminary approval requirements as noted in the
, Design Review Board Minutes of December 26, 1978.

construction drawings for a commercial building on the north side of E1
P��seo west of Sage. Applicant present.
The Board found that a similar situation existed with this site, and was
concerned also with planter area designed and grade change.

Motion was made by Urrutia, seconded by Johnson, to approve final construction
drawings subject to the following revisions.

1. Provide continuous planter from east to west property line..
2. Provide trash enclosure (per City's specifications) in new parking
lot planter island, with gate facing north, and provide walk-in access.

Case No. 167 MF - HUBERT W. HUMBERG - approval of conversion of a single
f<�mily dwelling into a duplex located on the southeast corner of Santa Rosa
and San Pascual . Applicant' s representative present.
The board reviewed previous plans for the 13 unit apartment complex. It
was explained by staff that the single family dwelling existed originally on
the site and the 12 units were added subsequently in Design Review Case No.
3?_ MF. The applicant now proposed to convert the single family dwelling in-
to two (2) apartment units and storage facility, connecting it to the balance
of the site with walkway,and providing the additional parking required. The
board discussed the compatability of this building with the balance of the
a��artment units. They found that it would be necessary to architecturally
tie this building facade with the other apartment units. """�
MUtion by Williams, seconded by Urrutia, to continue this item for restudy
of the following:
1. �evise elevation to conform to the other twelve (12) ap�rtment un�ts
and submit color and material samples which also conform,
2. Provide landscape plan for Board approval that specifies the size and type
of existing (and any proposed) landscape material .

Case No. 111 C - WELLS FARGO BANK .(John Outcault, Architect) - Approval
of pre iminary plans for construction of a bank building located on the
southwest corner of E1 Paseo and Lantana. Applicant's representative
present.
The Board reviewed a revised site plan for the site and was also presented
a further revision prepared by the applicant. Discussion followed
relative to planter desiqn and the need for landscape material to soften
the building elevations. Board recommendation for revisions to the
preliminary site plan were recorded on the plan in the file of the
Department of Environmental Services.
Motion was made by Urrutia, seconded by Barton, to approve preliminary
;�, plans subject to the following revisions:
1 . Submit revised site plan reflecting the notations on the plan in
the file of the Dept. of Environmental Services , with the construction
drawings.
2. Provide Ordinance requirement for six foot distance from property
line to parking stall by increasing planter width in the southeast
corner of the site.
3. Submit revised landscape plan with final construction drawings to
address changes in planter area design.
4. Submit larger scale (precise) drawings for sign program, with
final construction drawings.

Case No. 108 C - S & J MANAGEM�NT - Approval of preliminary drawings
an fina construction drawings for a commercial building located
north of Highway 111 , west of DeAnza Way. Applicant was present.
The Board reviewed the previously recommended revisions as they
applied to the site plan and elevations. The landscaping plan was
�, reviewed in terms of plant material and selection of trees. The Board
not�d that several revisions to the landscaping plan would be necessary.
Motion was made by Urrutia, seconded by Barton, to approve preliminary
and final construction drawings, subject to the following revisions:
1 . Provide revised final landscape plan for Staff approval incor-
porating the notations contained on the plan in the file of the
Department of Environmental Services.

Case No. 68 MF - PALM DESERT VENTURE, LTD. , (Francisco Urrutia, Architect) -
pprova o �nal construction drawings and revised wall detail for the final
phase of Shadow Mountain development, located on the east side of San
Luis Rey (south of Juniper Circle) . Applicant was present.
The Board reviewed the details of the construction site plan and pro-
posed wall amendments. Previous conditions of approval for Development plan
06-77 were also noted and it was found that they had generally been
complied with.
On a motion by Leung, seconded by Barton, the Board approved final
construction drawings for the 29 unit phase and revised project wall
detail , subject to the following:

, 1 . - That all conditions of Development Plan 06-77 be met; and that
all conditions of the original Design .Review be met, with specific
attention to condition No. 9, requiring final landscape plan
submittal .
2. That carport structures for building No. 9 be erected prior to
the request for granting an occupancy permit.
3. Provide overhead storage cabinets in carports.

Case No. 168 MF - S & J MANAGEMENT - Preliminary and final construction
drawings for 12 single family dwellings, various locations within the
Palma Village Tract, Units 7, 10, 12, and 15. Applicant was present.
Staff reviewed with the Board six subject areas that needed revisions.
The Board determined that it would be appropriate for Staff to follow up
with the applicant to see that these revisions were incorporated into
the plans.
Motion was made by Leung, seconded by Urrutia, to refer the matter to
Staff for the following revisions:
A. Provide architectural detailing for all sides of the dwellings,
;� giving attention to window treatments.
B. Design and provide architecturally integrated patio covers for
those dwellings with west and south, rear exposures.
C. Provide 20' by 20' inside clear garage area. Change door opening
and washer/dryer/hot water heater locations where they encroach.
D. Revise landscape plan to do the following:
1 . Specify exact material
2. Provide alternatives for shrub materials
3. Provide two box size trees in front yard (or as an alternative,
one box size and one 15 gallon, fast growing tree) .
E. Provide concrete driveway, versus a/c shown.
F. Specify whether existing, or proposed new fencing, and give
detail of location, material (exact) , and design.

;�,,, Case No. 169 MF (Reference: DP 01-79) - DAME'-DOTY DEVELOPMENT C0. -
Approva of conceptual plans for a 653 unit condominium development
located on the west side of Portola Avenue, north of the Whitewater
Storm Channel . Applicant was present.
The Board reviewed a conceptual site plan drawing, the related Tentative
Tract Map exhibit, along with unit construction drawings, and colors and
materials. Also evaluated was the concept plan for landscaping with
blow-up details of three areas. Discussions with applicant
included the roof detail for the dwelling units, noting that the
use of gabled roofs produced a saw-toothed design effect and that
caution would need to be exercised in the number of these units which
were placed in continuous rows. Also, there was a great deal of
discussion concerning air conditioner unit location and trash
enclosure facilities.
Motion was made by Jackson, seconded by Urrutia, to approve the
preliminary plans and concept subject to the following revisions:
1 . Submit detailed site plan with construction drawings at 1 "=40' .
2. Provide detail landscape plans with final construction drawings
(as specified on the Design Review application) .
3. Study location of air conditioning compressors and trash
� enclosure facilities.
4. Study relationship of gabled roof and its use.

IV. DISCUSSION ITEMS
1 . Case No. DP 03-79, JAMES KAUL, Applicant. Request for Planning
Commission approval of a 36 unit condominium development on
approximately 7Z acres located on the south side of Country Club
Drive between Monterey and Portola Avenues.
Staff presented the plans to the Board and noted what it felt to
be the design considerations needing further study. These
included the entrance detail and area for wind/blowsand protection.
In addition to this, Board members recommended some type of
internal loop to provide for a turn-around within the project.
�"'' V. Consideration of Revision of the Composition of the Design Review Board.
The Board had received copies of the March 16, 1979 memorandum from
Paul Williams, Director of Environmental Services, to Martin J. Bouman,
City Manager, regarding considerations for Design Review Board composition
and a copy of the suggested revision.
Mr. Williams discussed the subject with the Board members. First
responding was Board member Jackson, who stated the feeling that the
Board should be more balanced with selection of inembers other than
architects. Mr. Williams explained that the purpose of the Board
was to perform a technical analysis of plans and that the lay body
in this case was the Planning Commission. aoard member Urrutia also
explained on this point that by only having two architects on the
Board that if one were not present for meetings, the sole burden of
technical judgments rested with one Board member, which was a difficult
position. Subsequent discussion among the Board members included the
possibility of having an additional architect and some other design
discipline or engineering discipline. The Board was asked to give their
formal opinion of this revision.
Motion was made by Jackson, seconded by Urrutia, to state the Design
Review Board members' opinion that the size of the Board should be
increased to seven members, eliminating the present Staff positions,
�"" and adding one Board member in the category of architect and adding
one other technical discipline. Carried 4-0 (Johnson, Jackson, Urrutia,
Leung).
VI. ADJOURNMENT
Chairman Johnson declared the meeting adjourned at 5:50 p.m.
