The meeting was ca,lled to order at 2:30 p.m. , after a 2-hour Study Session. Members present: Eric Johnson Phyllis Jackson Bernie Leung Frank Urrutia Murrel Crump (for Paul Williams) � Members absent: Vern Barton Jim Hill Paul Williams Staff present: Stan Sawa. It was moved by Jackson, seconded. by G�unp, that the minutes of April 24, 1978 be approved as written; caxried 2-0-2 (AYES: Jackson, Johnson� ABS"rAIN: Leung, Urrutia). II. It was moved by Jackson, seconded by Urrutia, to approve the following case reviewed in Study Session and found acceptable: Case No. 170 MF (Amendment) - LEWIS HONiES - �bject to providing additional tree to match adjacent tree, in front of area where fence is shown to be disible from Highwa.y 74. III. CASES: Case No. 43 MF - DESTINATI�T RF�SORT CORP. (SHADOW MOUNTAIN RESORT AI�ID RAC7QUET CLUB) - Final landscaping plans for phase presently under con- � struction and future pha,se, on the east side of San Luis Rey Avenue at Juniper Circle. The Applicant was not present. The Board discussed. the plans reviewed during the Study Session, and found th�n to be inadequate. The Board felt that a more professionally designed landscaping plan should be suI�ni.tted, incorporating the following features: 1. The plot plan should be detailed indicating buildings, walkways, fountains, swimning pools, wa.11s, berming, and existing landscaping, etc. 2. Utilizing existang landscaping, create landscaping th�ne through incorporation of new landscaping. 3. Utilize more Palm trees in design. 4. Give particular attention to landscaping adjacent to San Luis Rey in order to achieve well designed. planting. On a motion by Leung, seconded by Jackson, the Board moved to continue this case for further restudy as stated above; carried 3-0-1 (AYES: J�Iznson, Jackson, Leung; ABSTAIN: Urrutia). Case No. 72 C (Amendment) - DANIEL DWORSKY, FAIA, F�OR COLUMBIA SAVINGS & �,,, LOAN ASSOC. - Amenc�nent to sign program for Savings & Loan building, located on the southwest corner of Highway 111 and Highwa.y 74. Applicant wa.s not present. The Board reviewed the sign can and colors submitted by the applicant. After extensive discussion regarding sign can and plexiglass colors, the Board detexmined that further clarification was necessary. On a motion by L'rrutia, seconded by Leung, the Board moved to continue this case for restudy with the following items to be submitted: 1• Sign cabinet samples without the back installed, utilizing the submitted. (cont. ) Case No. 103 C - HAROL� MC OORMICK FOR R. G. CHAN G[JNN - Final construction plans for comnercial structure, loca.ted on the north side of El Pa.seo, between Sage and Lupine Lanes. Applicant was present. The Board reviewed the final construction plans suhnitted by the applicant. The applicant sulxnitted a sign program sample, and wa,s instructed to show the Sign on the building elevation plans. The applicant also su}xnitted samples of alternate "red" roof tiles. The Board suggested. tha.t they would also consider � a roof tile in some shade of slate blue wZth a flat finish. The Board discussed landscaping, parking space, and trash enclosure relocation. Also, the applicant was instructed to provide a light standaxd within the parking lot which matches the Bank of America standaxds. The Boaxd instructed the applicant to verify tha,t finished parking lot grade would be compatible with tha,t of the parking lot grade to the west. On a motion by Urrutia, seconded by Jackson, the Board moved to continue this case for restudy, incorporating the following items: l. Relocate trash enclosure to extr�ne northerly paxking area, with pedestrian access provided to trash enclosure, and with landscaping provided around the enclosure area. 2. Provide additiona.l planter between buildings adj acent to E1 Paseo property line. 3. Provide 14 parking spaces and apply for paxking adjustment; adjustment to be approved prior to issuance of a building permit. 4. Show sign program on architectural elevations. 5. Submit alterna,te roof tile color. 6. Provide light standard to match fi�ures used in Bank'of America. parking lot. +rrrr • 7. Provide verification tha.t parkin� lot grade will meet grade of property to west. 8. That a 5 ft. wide planter shall be provided adjacent to the easterly property line, adjacent to the parking spaces. 9. Provide for undergrounding of utilities from proposed building to power pole. 10. Sulxnit revised final landsca.ping plan, showing all tree and shrub species, locations and sizes. carried 4-0 (Jackson, Johnson, Leung, Urrutia). Case No. 367 SA - SUNSfiINE MEAT, FISH AND LIQUOR G'OMPANY - Revised restaurant ident�fication sign for location a� 73-986 Highway 111. Applicant was not present. The Boaxd discussed the work tha,t ha.s been done to the existing sign. DISCUSSION ITEl41S: The Board discussed the following itans for the purpose of providing design input to Staff and/or the applicants. A. Street trees on south side of Highwa.y 111 between Deep Canyon Road and Panorama Drive -- The Boax�d discussed the feasibility of utilizing street tree wells on the south side of Highwa.y 111 between Deep Canyon and Panorama.. It was generally felt by the Board that street trees adjacent to curb should be provided whenever possible. After some , discussion regarding this itan, the Boaxd detezmi.iied tha,t even where ;;� the sidewa.lk width is 6 ft. , tree wells should be provided. The tree wells should be 3 ft. by � ft. , bricked-in, with the tree to be a minir►Aun 30 inch box size Ficus nitida with a minimum trir�med overhead cleaxance of approx�mately 7 ft. Staff is to review the two recently approved projects on this block for compliance with this determination. B. Case No. 92 C (DP 01-78) - Review of preliminary signing program for restaurant park at the intersection of Highwa.y 111 and Avenue 44. Applicant wa.s present. The applicant presented. a preliminary sign program and iniorn�ed the Board tha,t they are hoping to ha,ve final w�rking drawings including landscaping and a signing program for the next Board meeting. The variety and styles of signs was discussed, with the applicant providing clarification. The Board stated tha.t the ma.in shop sign type used in the center should be either a type 'A' or 'B' sign. �pe 'B' signs axe acceptable as pedestrian signs. Typ� 'C' signs are acceptable provided they comply with the size requirc�nents of 3 sq. ft. (3 sq. ft. on each side). The applicant indicated tha.t they wnuld present a wood-look plastic sign (type 'D' ) which they desire to use in the center. The applicant indicated. tha.t there w�ould be no signs facing Highwa,y 111. �,,,�„ The applicant presented. photographs of the proposed Rusty Pelican restaurant and anfozmed the Boaxd of the proposed signing for sa.id restaurant. C. Moller Building on Painters Path - Review of proposed storage roan addition to lawn mower service building. Applicant was not present. Mr. G��ump presented plans for a proposed 24 ft. by 24 ft. storage roan addition. It was the consensus of the Board tha,t Staff could approve this ite,m provided all Code requir�nents are complied with, including adeqtza.te parkir.g. V.
