The meeting was called to order at 2:25 p.m. after a 2 hour and 25 minute Study Session. II. It wa.s moved by Williams, seconded. by Jackson, to approve the following cases reviewed in Study Session and found acceptable: Ca,se No. 92 C - PDR ASSOCIATES (Rusty Pelican Restaurant) - �bject to the following revisions: l. No Building pennit be issued. until a construction site plan and final landscaping plan for the entire site is approved. 2. Delete stone utilized on upper portion of west and south elevations of buildings. �°""'' Case No. 74 C - GI�NZ ATID JOHNSON - Subject to the following conditions: 1. Sign copy technique for individual tenants sha.11 be the same and sha.11 be subtnitted to staff for approval, on forms provided by the Dept. of Environmental Services. 2. A minirrn�►n of 10 ft. separation shall be maintained between signs per Code requireinents. 3. That all signs sha.11 be 18 inches by 5 ft. 4. Sign copy color to ma.tch the stucco color of the.'building, with woc,�ci background of sign to ma.tch wr�od used on exterior. 5. The window painted sign for Ka,tina's sha.11 be removed (may be replaced with a sign which ccxnplies with Code requiranents). The applicant for Glanz and Johnson then asked for a reconsideration of the approved sign size. After sane discussion, the Boaxd determined tha.t the size as approved wa.s reasonable. carried. 4-0 (Johnson, Jackson, Urrutia, Baxton). That the perimeter wa11 sha.11 match the perimeter wa.11 for the project to the north and east, with the setback from 44th Avenue identical to the project to the east. 3. That the stacking capacity and design of entry be subject to approval of the Director of Public Works. 4. That the tennis court area be depressed with final plan for lighting of the court approved by the Design Review Board. III. CASES Case No. 109 C - HAROLD McCJORMICK FOR R. G. Cf-IAN GUNN - Revised final construction and landscaping plans for corrYnercial structure on the north side of E1 Paseo between Sage and Lupine Lanes. Applicant was present. The Board discussed the itans which were revised since the last meeting. Changes to the paxking lot layout in order to provide 14 stalls was discussed and determined desirable. Several revisions to the final landscaping plan w�ere discussed with the applicant, who indicated concurrence. The roof tile color wa,s discussed, with the ult�mate decision being that the roof tile be ��r�,�. On a motion by Williams, seconded by Baxton, the Board approved the final construction drawings and landscaping plans, ; subject to the following modifications: l. That the parking lot be redesigned to provide 14 parking spaces. 2. That all signs facing the street and facing the parking lot sha,ll be 18" high by a maxi►rium 4 ft. long. �r+ 3. That within the rear parking lot area, the planter adjacent to the trash enclosure sha.11 contain only one 15-gallon Ficus Retusa. 4. That the tv� 15-gallon Jacaranda, Acutifolia be placed as far apaxt as feasible. 5. That the street trees be 24" box size and be placed in 3 ft. by 3 ft. , wells. 6. That the square planters between the building and property line not contain any trees;with shrubs in ground cover provided in said planters. carried. 4-0 (Jackson, Johnson, Urrutia., Barton). Case No. 175 MF (DP 06-79) - McLAIN DEVEUJPM�VT 0O11�ANY - Preliminary site plan, elevations, and landscaping plan for Palm Desert Ra.cquet Club residential project on the southeast corner of Country Club Drive and Portola Avenue. Applicant wa.s present. The Boaxd discussed tree chan�es which it felt were necessary in the typical landscape concept plans tha.t were sulznitted by the applicant. The private patio landscaping concept wa.s also discussed and claxified by the applicant. The Board indicated. a desire to ha,ve variety in the blowsand � protection through the use of Eucalyptus trees. The applicant requested --clarification of Condition No. 2, requesting tha.t an alternative solution be deterrnined. However, with the implanentation of the reduction of the access axeas from 30 ft. to 24 ft. , it was determined that units should be able to be provided with the required apron depth. The applicant questioned the need for Condition No. 4, which requires connecting the access roads along the east side of the property line. After clarification of the reason for this condition, the applicant agreed to joining the roadways together. The applicant also questioned Condition No. 8 requesting tha.t the loop street be increa.sed f rom 36 f t. to 40 f t. in width. The Boaxd and Staf f clarified the reason for requesting the additional width. After discussion regarding alternative widths, it wa,s concluded tha.t a 32 ft. wide Ioop street w�..s acceptable. 1vl.ulu�co Palm Desert Design Review Board ! Ma,y 22, 1979 � � III. Case No. 175 MF (DP 06-79) (cont. ) Nh�. Johnson suggested tha,t a drip irrigation system for the trees be utilized in the project. On a motion by Jackson, seconded by Barton, the Boaxd approved preliminary plans, subject to the following cnodifications: 1. That within motor court areas the width of the access drives be reduced fran 30 ft. to 24 ft. with entrances from the loop street designed as drivewa_ys. � 2. That 20 ft. deep driveway aprors be provided in front of each garage � +�r. 3. That adequa.te stacking for vehicles at the entrances to the project be provided to the satisfaction of the Director of Public Works. 4. That a detailed landscaping plan including detailed wind/blowsand protection planting be provided with the suhnission of final construction plans. 5. That the tennis courts be depressed so tha.t all fencing is below the per�meter wall level, j 6. That the loop street width be 32 ft. wide. � 7. That on the landscape concept plan the Pinus Halepensis be deleted � and replaced with Canary Island Pine. 8. That E�Zcalyptus Rudis be m�ed in with the Tamarisk trees along Country Club Drive and Portola Avenue. carried 4-0 (Jackson, Johnson, Baxton, Urrutia). Case No. 176 MF - JAI� �ERLE (JAMES R. FEDTRIDGE, AIA) - Preliminary approval of site plan, elevations and landscaping plan for 2-unit and 3-unit apartments at the northwest corner of San Pablo Avenue and San Gorgonio Way. Applicant was present. � The applicant requested clarification of the requir�nent for the 25 ft. street dedication on San Pa,blo Avenue. Staff claxified the request and need for the additiona.l right-of way. The Board discussed the effect of the dedication on the proposed project. The applicant also requested clarification of Conditions 2, 3 and 4 of the Staff Report. After considerable discussion regaxding the project, it became apparent that significant changes would have to be done to the plan. On a motion by Urrutia, seconded by Jackson, the Boaxd conti.nued this it�n in order to allow the applicant to revise his plans, taking into consideration the recomr�nded staff cha,nges, including the 25 ft. street dedication on San Pa.blo Avenue; carried 4-0 (Jackson, Johnson, Urrutia, Barton). Case No. 65 C - C. G. DUI�IAM (Sun Escrow Co• ) - Amen�ent to sign program for corrrnerci—'Tcenter at the northeast corner of Sage Lane and El Paseo. Applicant wa,s present. The applicant provided the Board with a presentation indicating the reasons for moving into the facilities and clarifying the purpose of the request for additional signing. The applicant presented a short report regarding signing of other buildings in the City. The applicant presented photographs of the proposed locations of the signs. The Board discussed the proposed signs and alternatives to those signs. � On a motion by Urrutia, seconded by Barton, the Board approved the following signs: 1. A ha,lf-circle stained glass window sign facing El Paseo. 2. A parking lot sign over the window; sign to be 18" high maximum by 6 ft. long. 3, Hanging sign 3 ft. wide with required 8 ft. clearance provided below sign, unless sign is placed over landscaped planter axea. 4. Stna.11 nameplate and directional signs on each door, directing pedestrian traf f ic to ma.in entry. carried 4-0 (�Yi1lian�s, ��Jackson, Urrutia, Bar�ton). OUrCAULT, ARCHITECT, FOR DONAI� LAWRIIVZ - Preliminary plans for 2-story carmercial building on the west side of Panorama. Drive, approx. 160 ft. south of Highway 111. Applicant wa.s present. The applicant discussed Condition No. 1 regarding trash enclosure modification. The applicant stated that the trash company wnuld pick up 30 gallon containers, and requested approval to retain the trash enclosure design. It was determined tha.t provided doctunentation was suhnitted to the Planning Staff verifying this fact,the trash enclosure wnuld be acceptable as designed. �, The Board discussed the landscaping plans and proposed cha.nges which would visually improve the aesthetics of the project. The design of the air conditioning enclosure was discussed, with the utl�mate consensus being tha.t a plaster enclosure was desirable. On a motion by Williams, seconded by Barton, the Board approved the preliminary plan, subject to the following modifications: 1. That doctunentation be provided to the Dept. of Environmental Services verifying tha.t the trash barrels would be picked up by the trash company. 2. That the exterior surface of the air conditioning enclosure be plaster to ma.tch the plaster used in the building. 3. That the street trees be a minimt.un 20" box Ficus Nitida. 4. That along the frontage of the property, "willowy" trees be provided at the extr�ne corners of the frontage, with palm trees provided adjacent to the drivewa,y entry with shrubs placed between these trees in the landscaped areas. 5. Tha,t the drivewa.y be 24 ft. in width. carried 4-0 (Jackson, Urrutia, Barton, Williams). � Ca.se No. 72 C (Amendment) - DANIEL DWORSKY, ARG�-II7.�C,T FOR CJOii]MBIA SAVINGS - Amendment to sign program for savings and loan on the southwest corner of Highway 111 and Highway 74. At the prior request of applicant, this it�n was continued. N. DISC[JSSION ITEMS: A. Preliminaxy review of City parking lots 1 and 2 for Redevelopment project. During the Study Session, the Board discussed the proposed landscaping and parking lot layout. On a motion by Urrutia, seconded by Barton, the Boaxd suggested that the following changes be implenented: 1. In center landscape island, the evergreen pears be changed to a Mexican Ash (Majestic Beauty). 2. That i.n the planters imnediately adjacent to the west side of San Luis Rey Ave. , tha.t the sod area and planter area with shrubs to the north be flip-flopped so that the sod area is in the northern planter and �,,, shrubs and ground cover area is in the southern planter area. 3. That all crosswa.lks between the center row of landscaping be placed so tha.t they are provided between parking stalls to facilitate easy pedestrian access. ' 4. That additional landscaped fingers or islands protuding from the ma.in landscaped island be provided in areas where long rows of parking are shown. Ha.hn Center preliminary review - Staff presented a schedule of Design Review Board meetings necessary to review the proposed Halzn Center. The Board indicated that the da.tes of August 14, August 28, Sept�nber 4, and Septanber 18, 1979 w�uld be acceptable as special meeting dates. C. Case No. 357 SA - FLYING 'J' OIL 00. - Revised sign program for service station located at the southwest corner of Aighway 111 and Avenue 44. The applicant was not present. � At the request of the applicant, the Boaxd discussed the price portion of the sign. The applicant felt he received approval of a 5 ft. wide sign. The approved minutes indica,ted the price sign wa.s to be 4 ft. wide. After discussion, the Boaxd verified the previous action as indicated in the minutes. V.
