HomeMy WebLinkAbout1979-11-06 %NW MINUTES DESIGN REVIEW BOARD TUESDAY - NOVEMBER 6, 1979 CITY HALL COUNCIL CHAMBERS I. The meeting was called to order at 2:30 p.m. after a 2 112 hour study session. MEMBERS PRESENT: Al Cook Rick Holden Phyllis Jackson Eric Johnson MEMBERS ABSENT: Vern Barton Charles Martin Bernie Leung STAFF PRESENT: Stan Sawa Murrel Crump It was moved by Cook, seconded by Johnson, that the minutes of October 23, 1979, be approved as written; carried 4-0 (Cook, Holden, Jackson, Johnson) . II . It was moved by Cook, seconded by Johnson, to approve the follow- ing cases reviewed in study session and found acceptable: Case No. 122 C - Jack Wise and Rick Holden - preliminary and final approval of working drawings for Racquet Club at the north- east corner of San Carlos Avenue and Alessandro Drive. Case No. 156 MF - Bernard Leung - preliminary and final approval of a four-unit apartment on the south side of the intersection of Sun Lodge Lane and Shadow Mountain Drive. Case No. 398 SA - Poul Moller - sign program for new commercial building on the west side of Painters Path between Hwy 111 and Avenue 44. Carried 3-0-1 (Cook, Jackson, Johnson, with Holden abstaining on 122 C). III . Cases Case No. 164 MF - Silver Spur Associates - preliminary approval of landscaping plan for Area C of Ironwood Country Club on the north side of Portola Avenue just west of Mesa View Drive; Larry Spicer and Tom Weir ( Woodward Dike) were present. Staff discussed the changes suggested by the Board during the study session. Those changes were as follows: 1. Change pinus halepensis to pinus eldarica. 2. Change koelruteria bipinnata to chorisia speciosa or jacaranda. 3. Change tamarix trees to eucalyptus rudis (five gallon size at 10 ft. and 12 ft. on center) . Applicants explained the concept behind the provision of the desert landscaping along Mesa View Drive. The applicant indicated that the open fencing would be wrought iron. The applicant agreed to show all perimeter fencing on the final landscaping plan. On a motion by Holden, seconded by Johnson, the Board approved the preliminary landscaping plan subject to the above-mentioned revisions. Carried 4-0 (Cook, Holden, Jackson, Johnson) . MINUTES DESIGN REVIEW BOARD November 6, 1979 Page 2. Case No. 170 MF (Amendment - Lewis Homes - amendment to portion of final landscaping plan adjacent to Hwy 74 for tract located at northeast corner of Haystack Road and Hwy 74; Betty Williams and Bert Lent (R. W. Forsum) were present. Applicants indicated that because of a water line easement, the water district would not allow any shrub or tree planting over it. Staff indicated changes the Board requested during the study session. These changes are as follows : 1. Add two 24" box size Mexican ash adjacent to the tennis court areas. 2. Replace the four eucalyptus trees with 24" box size bottle trees. On a motion by Johnson, seconded by Cook, the Board moved to approve this amendment subject to the above-mentioned revisions (applicant to submit revised plan). Carried 4-0 (Cook, Holden, Jackson, Johnson). Case No. 183 MF (DP 03-79) - James Kaul Development - preliminary approval of site, floor, elevation, and landscaping plans for 36 unit condominium project on the south side of Country Club Drive between Monterey and Portola Avenues; James Kaul and William Cathcart were present. Applicant presented a cross-section of the landscaping plan showing how blowsand protection would be provided. Staff presented a back- ground on previous meetings on this items. On a motion by Johnson, seconded by Cook, the Board granted preliminary approval of this project. Carried 4-0 (Cook, Holden, Jackson, Johnson) . Case No. 125 C (DP 05-79) - Gerald J. Chazan and Robert Ricciardi - Iwo preliminary and final approval of working drawings and sign program for buildings "A" and "B" of commerical shopping center on the westerly side of Palms to Pines Shopping Center between El Paseo and Hwy 111; Robert Ricciardi was present. When this item was discussed, the applicant was not present initially. Because of the noted changes required, the Board felt the item should be continued. Therefore on a motion by Holden, seconded by Cook, the Board moved to continue this item. Carried 3-0-1 (Cook, Holden, Jackson, with Johnson abstaining) . Applicant subsequently showed up and asked for a reconsideration. The applicant stated the reason why he wished to receive approval at this time. The Board and Staff then discussed the changes that are necessary. During the discussion the applicant stated that there would be a 16 ft. distance between the top of the wall along E1 Paseo and the loading dock elevation. On a motion by Holden, seconded by Cook, the Board moved to rescind the previous action. This motion carried unanimously. Thereafter, a new motion was made. On a motion by Cook, seconded by Holden, the Board moved to grant preliminary approval of the market plans based on the plans submitted with the Development Plan. Also as a part of that motion, the Board granted preliminary and final approval of the retail shop areas with the stipulation that all changes be made before any approval by Staff is given. Additionally this motion is subject to the following revisions : 1. Show that 60 degree angle parking spaces provide a minimum 18 ft. wide aisle. 2. Relocate street trees (palm trees) so that they are located just inside of the proposed sidewalk. MINUTES DESIGN REVIEW BOARD November 6, 1979 Page 3. Case No. 125 C (DP 05-79) (Cont. ) 3. Show 10 ft. high parking lot lighting with lights to be same as those used in Columbia Savings & Loan Center. 4. Show walkway kiosk or landscape element adjacent to easterly property. 5. Show potential sign locations on elevation plans. 6. Provide detail of treatment to walkway areas. 7. Submit grading and final civil engineering plans. taw 8 Show landscaping for savings and loan pad (landscaping to be installed along with the development of the retail buildings) . 9. These final working drawings are to also include construction of retaining wall between the two retail buildings along E1 Paseo. 10. Show height of mounding adjacent to streets (on landscaping and/ or grading plans) . Carried 3-0-1 (Cook, Holden, Jackson, with Johnson abstaining) . Case No. 188 MF (DP 09-79) - Pacific Coast Builders and Ballew-McFar- land - preliminary approval of site plans , landscaping plans, floor plans, elevation plans for Phase I and approval of Clubhouse floor plans at the northeast corner of Cook Street and Country Club Drive; Steve Fleshman was present. Staff discussed the suggested changes determined desireable by the Board during the study session. As a result of the review during the study session, the Board felt that the item should be continued in order to allow for submission of additional information and plans. On a motion by Cook, seconded by Holden, the Board moved to continue this item in order to allow submission of the following: 1. Elevation views of tri-plex units. 2. Front and rear elevations of units 3 and 4. 3. Additional pool area on the south side of private road. 4. Revision to blowsand protection with emphasis on planting which can withstand the extreme elements. 5. Provide alternatives to eucalyptus trees between units. 6. Submit elevations for golf cart additions to units. 7. Study solar exposures with emphasis on providing overhead structures and/or shade trees on westerly exposures. 8.
