DESIGN REVIEW BOARD
TUESDAY - NOVEMBER 27, 1979
CITY HALL COUNCIL CHAMBERS
I. During the Study Session, the Board allowed a representative of
Curt Dunham Construction, to present a request to consider modifications
to the sign program at Plaza Del Tiempo. A number of tenants were
present to present their views. After substantial discussion, the
Board instructed the applicant's steps which may be taken temporarily
and on a permanent basis. These steps were as follows:
1. Relocate the center sign to provide better visibility.
2. Utilize 5 sq. ft. temporary sign per municipal code requirements.
3. Provide larger scale directory sign for interior tenants.
The meeting was called to order at 2.38 P.M. after a 22 hour Study
Session.

It was moved by Johnson, seconded by Holden, that the minutes of
November 6, 1979, be approved with the following changes:
Page 1 - Case 164 MF, correct spelling of pinus halepensis.
Page 2 - Case 125 C, delete motion made by Johnson, insert Al Cook.
Carried 2-0-2 (Johnson, Holden, ABSTAINED: Leung, Martin) .
II. Minute motion approving cases found acceptable at the Study Session:
None.
III. CASES
Case No. 113 MF - Approval of landscape and parking lot plan for models
or property on east side of Monterey Avenue, approximately 400 ft.
south of Country Club Drive; Applicant was not present.
On a motion by Holden, seconded by Leung, the Board approved this
request, subject to the temporary parking lot being provided with a
oil-rock or desert paving area. Additionally, it was stated that it
would be okay to relocate one of the olive trees.
Carried 4-0-1 (Holden, Leung, Jackson, Martin, ABSTAINED: Johnson).
Case No. 1P (CUP 17-78) - City of Palm Desert and Ron Gregory -
Approval of final landscaping plan for Fire Station No. 2; Ron
Gregory and Frank Urrutia were present.
On a motion by Johnson, seconded by Leung, the Board approved this
request, subject to specifying the specimen size of the olive tree.
Carried 5-0 (Holden, Leung, Jackson, Johnson, Martin) .

Case No. 189 MF (DP 14-79) - Kent Land Co. - Preliminary approval of
plans for 134 unit condominium project at the northwest corner of
Hovley Lane and Portola Avenue; John Abel , Robert Bucci , Mr. Wagner,
Mr. Suzuki and Mr. Sanborn were present.
Staff reviewed the items of concern brought up by the Design Review
Board at the study session. Additionally, the applicant questioned
Staff revision No. 3 pertaining to the minimum 30 ft. distance for
blowsand protection. Applicant stated that it would be difficult to
provide the minimum 30 ft. requested. After discussion on this item,
it was generally decided that the smaller units should be utilized in
these areas and the outside activity should be orientated to the side
as opposed to the rear. Additionally, denser landscaping could also
be utilized in these areas. Staff revision No. 4 was also discussed
with it ultimately being decided that the 8 ft. width for the bicycle/
pedestrian path should be maintained.
On a motion by Holden, seconded by Johnson, the Board granted prelimi-
nary approval of this project, subject to the following revisions:
1. A number of units on the cul-de-sacs do not provide a 20 foot deep
clear parking apron. These units shall be redesigned in order to
provide that 20 foot deep apron, without access conflicts.
2. The perimeter wall along Portola Avenue and Hovley Lane should be
set back an average of 20 ft. from the property line with a distance
of less than 20 ft. permitted for the wall as presently shown on the
plot plan.
3. Along the westerly property line, a minimum 30 foot distance between
property line and dwelling units should be provided for blowsand
protection, as approved through the Design Review process.
4. The meandering- pedestrian-bikeway path is required to be 8 ft. wide
with the path to be a minimum of 4 ft. from curb line.
5. East, west, and south elevations shall be restudied to provide solar
protection for glass areas with cross sections submitted with final
working drawings showing sun penetration plotted for June 21; design
of landscape plan to also consider providing solar protection.
6. Eliminate golf cart doors to provide visual relief for large expanses
of wood doors where feasible.
7. Undulate building setbacks for units on north side of road which
connects east and west portions of project.
8. In areas where only a jacuzzi is shown, add swimming pool (minimum size
20'x4O' ) .
9. Where feasible, undulate building setbacks for units fronting on cul-de
sacs.
10. Provide enriched street paving in cul-de-sacs and at project entrances ,
with enriched paving optional at private intersections.
11. Avoid use of Albizzia Julibrissin, Magnolia St. Mary, and Platanus
Acerifolia, and concentrate on utilizing evergreens.

Architect - Approval of preliminary plans for triplex, duplex addition to
existing single-family residence, and duplex, respectively located on the
north side of Santa Rosa Way between San Pascual and San Pablo Avenues;
Mr. Fetridge was present.

It was noted that these three items were previously reviewed on
September 11, 1979. Mr. Leung discussed his philosophy regarding new
construction on the north side. With regard to the proposed projects,
dressing up the fronts of the carports through the use of raised
planters and veneered walls was discussed. Additionally, on Case No.
185 MF, tying the existing and proposed construction together was
deemed desirable. Mr. Martin also stated his philosophy on the pro-
posed project and stated that he felt the plans presented were not
acceptable.
The Design Review Board was informed that it would be necessary to
reach a decision on the project at this time or forward it to the
Planning Commission for their action.
Mr. Holden then stated that while he understands the applicant is
trying to maintain a budget, it is possible to be innovative while
maintaining a tight budget.
On a motion by Leung, seconded by Martin, the Board moved to deny
Case No(s) 184 MF, 185 MF and 186 MF.
Carried 5-0 (Holden, Leung, Jackson, Johnson, Martin).
Case No. 190 MF (ADJ 19-79) - Michael Scuro - Approval of preliminary
plans for triplex apartment complex located on the north side of
Santa Rosa Way approximately 85 feet east of San Pascual Avenue;
Michael Scuro and Raleigh Karr were present.
The Board suggested that rather than having a flat-roofed carport and
pitched residence, the residential portion should be redesigned to
have a flat roof with different planes. The applicant discussed the
budgetary restraints under which the proposed plan was prepared. The
Board felt that the plan should be restudied to provide continuity
and compatibility between the carport area and residential units.
On a motion by Johnson, seconded by Holden, the Board moved to continue
this item to December 27 in order to allow restudy of the entire plan.
Carried 5-0 (Holden, Leung, Johnson, Jackson, Martin).
Case No. 126 C - Southern California Edison Co. - Approval of land-
scaping plan to allow expansion and operation of an expanded electrical
distribution substation in conjunction with existing facilities 250 ft.
south of Highway 111 and 120 ft. east of Shadow Hills Road; Kermit
Martin and two other representatives were present.
The Board instructed the applicant to replace two types of trees.
On a motion by Holden, seconded by Johnson, the Board moved to approve
this request subject to the following revisions:
1. Delete Cedrus Atlantica and replace with Pinus Eldarica®
2. Delete Albizzia Julibrissin and replace with Fraxinus Undei , Fraxinus
Modesto, or Rhus Lancea (15 gallon size may be used).
Carried 5-0 (Holden, Leung, Jackson, Johnson, Martin).
IV. DISCUSSION ITEMS
DP 15-79 and C/Z 09-79 - Mayer Group, Inc. - Request for approval of a
264 unit condominium project and nine acre public park on 39. 1 acres at
the northeast corner of Country Club Drive and Monterey Drive; Steve
Fleshman and John Ballew were present.

The applicants presented the concept of the proposed plan indicating
design details. The Board suggested that carports be used under the
second story units. Additionally, the possibility of enlarging the
plant palate was discussed with the applicant stating that the number
of trees was limited in order to create a landscaping theme.
