DESIGN REVIEW BOARD
SEPTFMBER 11, 1979
CITY HALL COUNCIL CHAMBERS
I. The meeting was called to order at 2:30 P.M. after a 2 hour and
one half hour study session.

It was moved by Jackson, seconded by Cook, that the minutes of
August 28, 1979, be approved as written; carried 4-0 (JOHNSON,
JACKSON, MARTIN, COOK)
II. Minute motion approving cases found acceptable at the Study
Session - None.
III. CASES:
Case No. 115C - Ben Barnum Construction Company - Approval of final
working drawings for ccmamercial building on the north side of Hwy
111, approximately 92 ft. west of San Marcos; applicant was present.
Staff discussed the requested changes as limelighted by Staff and
the Design Review Board at the Study Session. The requested changes
by the Board pertained primarily to landscaping and screening of
some mechanical equipment which faces the parking lot.
On a motion by Jackson, seconded by Martin, the Board approved the
final working drawings subject to Staff checking to see that all
requested changes are made; carried 4-0 (JOHNSON, JACKSON, MARTIN
AND COOK) .
Case No. 116C - Ben Barnum Construction Company - Approval of final
working drawings for commercial building at the northeast corner
of Las Palmas Avenue and Hwy 111; applicant was present.
Staff discussed the Board recannended changes requested in the Staff
Report. Applicant agreed to all changes.
On a motion by Jackson, seconded by Martin, the Board approved the
final plans subject to Staff showing that all corrections are made;
carried 4-0 (JOHNSON, JACKSON, MARTIN AND COOK) .
Case No. 181NF (Tract 12181-1) - Lewis Hanes - Approval of final
working drawings and landscaping plans for 31 duplexes on the west
side of Portola Avenue, north of Rutledge Way; applicant was present.
Ms. Betty Williams stated that she wished to delete the requirement
for a 6 ft. high masonary wall along the north property line of this
tract and south property line of Tract 12181-2. The Board discussed
this request along with options to providing a solid masonary wall.
Among the options considered for the north side were chain link fenc-
ing with planting. Along the south side wood fences and wood with
columns was discussed. After considerable discussion, Ms.
Williams stated that she would submit a design for fencing along the
north property line of this tract and the south property line of the
adjacent tract prior to requesting council for a modification of the
requirement for a 6 ft. high masonary wall.
It was determined that the balance of the working drawings for this
tract were acceptable and in compliance with the preliminary approval.

On a motion by Jackson, seconded by Martin, the Board approved
the working drawings with the exception of a northerly perimeter
wall; carried 4-0 (JOHNSON, JACKSON, MARTIN, COOK) .
Case No. 182MF - Lewis Homes - Approval of final working drawings and
landscaping plans for 72 single family residences on the west side of
Portola Avenue south of Rutledge Way; applicant was present.
Ms. Betty Williams stated that they had investigated options of pro-
viding swinging garages. Because of the subdivision layout and plans
for the residences, she felt providing any swinging garages was not
feasible. As mentioned in the previous case (181MF) there was dis-
cussion regarding a wall which is required along the south property
line of this tract. It was deemed that the same procedure should
be followed for this wall as proposed for the northerly wall.
It was determined that the balance of the working drawings were in
compliance with the preliminary approval.
On a motion by Jackson, seconded by Martin, the Board approved the
working drawings with the exception of a wall along the south property
line and deleting preliminary condition #4 regarding the 6 ft. high
block wall; carried 4-0 (JOHNSON, JACKSON, MARTIN AND COOK) .
Case No. 176MF - Jake Eberle (James R. Fetridge, Architect)- Appro-
val of final working drawings for 5 unit apartment project on the
northwest corner of San Pablo Avenue and San Gorgonio Way; applicant
was present.
Staff presented landscaping changes proposed by the Board. Addition-
ally, it was determined that an irrigation plan should be submitted.
The landscaping changes suggested were as follows:
1. Change Sego Palm to Washingtonia Robusta.
2. Avoid use of Cottonwood Tree.
3. Utilize lawn instead of ground cover.
4. Avoid use of Pepper trees.
It was also pointed out that the requirement for the filing and re-
cordation of a parcel map has not been initiated. It was pointed
out that the filing of the parcel map must occur prior to issuance
of building permit with recordation prior to occupancy.
On a motion by Cook, seconded by Martin, the Board approved final
working drawings subject to submission of an irrigation plan, sub-
mission of a parcel map, and landscaping changes; carried 4-0
(JOHNSON, JACKSON, MARTIN AND COOK) .
Case No. 184MF - William Spencer (James R. Fetridge, Architect) - Pre-
liminary approval of plans to allow triplex apartment located on the
north side of Santa Rosa Way, approximately 420 ft. west of San Pasqual
Avenue; applicant was present.
Mr. Martin and Mr. Cook indicated to the applicant that they felt that
the architectural concept of the buildings were unacceptable. They
felt that it was generally a poor layout and architectural treatment.
Additionally, Mr. Martin stated that there appeared to be no sensitivity
to solar considerations. Mr. Johnson stated that the landscaping plan
did not relate to the site and should be redesigned by a landscape archi-
tect.

The applicant stated his reason for the design indicating a wish
to keep costs down.
On a motion by Martin, seconded by Jackson, the Board continued
this item in order to allow the applicant to restudy the following
items:
1. Landscaping treatment.
2. Architecture.
3. Land use.
4. Staff recommendations contained in report dated September 11,
1979.
Motion was carried, 4-0 (JOHNSON, JACKSON, MARTIN AND COOK) .
Case No. 185MF - William Spencer (James R. Fetridge, Architect)-Pre-
liminary approval of duplex addition to existing single family resi-
dence at 73-688 Santa Rosa Way; applicant was present.
The Board stated that the same coaraents regarding architecture, lay-
out, and landscaping which were made on the previous case pertained
to this case also. Additionally, the Board stated that garage doors
on the four carports facing the street should be provided. It was
also pointed out that if the wall mounted air conditioning units are
to remain there, they should be screened in a manner which will be
architecturally integrated with the building and not appear to be
a plant-on.
On a motion by Martin, seconded by Cook, the Board moved to continue
this item to allow restudy on the following items:
1. Landscaping.
2. Architecture.
3. Land use.
4. Staff recommendations as indicated on the report dated September
11, 1979.
Motion was carried, 4-0 (JOHNSON, JACKSON, MARTIN AND COOK) .
Case No. 186MF - William Spencer (James R. Fetridge, Architect) - Pre-
liminary approval of plans for duplex on the north side of Santa Rosa
Way approximately 500 ft. east of San Pablo Avenue; applicant was
present.
The same ca vants regarding architecture, landscaping, and lay out,
which were made on Cases 184MF and 185MF were determined to pertain
to this case. Additionally, the Board asked for architectural com-
patibility between the carport and residential units. The Board ques-
tioned the need for a large storage area with lack of facilities. The
applicant stated that because of the large amount of property owned by
the applicant in this area, storage area was needed for maintenance
and storage of furniture. Applicant stated that a storage roan would
not be used for an additional unit.
On a motion by Martin, seconded by Cook, the Board moved to continue
this item to allow restudy of the following items:
1. Landscaping.
2. Architecture.
3. Land use.

4. Staff recommendations as indicated in report dated September
11, 1979.
Motion was carried 4-0 (JOHNSON, JACKSON, MARTIN AND COOK) .
Case No. 121C - Comerfords - Preliminary and final approval of garden
entrance at rear of commercial building at 73-990 E1 Paseo; applicant
was present.
The Board reviewed the revised plans which were submitted by the ap-
plicant.
On a motion by Martin, seconded by Jackson, the Board moved to approve
this item as submitted; carried 4-0 (JOHNSON, JACKSON, MARTIN AND COOK) .
Case No. 395SA - Imperial Sign Company for Palm Desert Pet Hospital -
approval to erect a 4 ft. by 6 ft. free standing sign at 73-120 Hwy 111;
applicant was present.
The Board reviewed the sign as proposed by the applicant. In the loca-
tion proposed by the applicant, the Board found that when a building is
constructed on the easterly lot, visability of the sign would be elimi-
nated. Additionally, the members felt that the sign was not integrated
with the architectural design of the building. The Board discussed the
various options for signage available to the applicant, i.e. wall signs,
alternate location of sign.
On a motion by Martin, seconded by Cook, the Board moved to continue
this item for restudy of the following items:
1. Determine alternate location for sign.
2. Provide sign which will be architecturally integrated with the
building.
Motion was carred, 4-0 (JOHNSON, JACKSON, MARTIN AND COOK) .
Case No. 85C - General Telephone (Bernie Leung, Architect) - Request
for modification of approved final plans for addition to General Tele-
phone building on the north side of Hwy 111, west of San Luis Rey; ap-
plicant was present.
During the study session, the applicant requested that modification be
allowed because of the subsequent change in the mechanical needs of the
building.
It was determined by the Board that modifications would be acceptable
provided Natal Plum Shrubs and Ficus Trees are provided between the
screened and property line area.
IV. DISCUSSION ITEMS:
1. CUP 08-79: Request for approval of Conditional Use Permit to
allow addition to residence in conjunction with Palm Desert Com-
munity Services District facilities located at 44-491 Portola
Avenue.
Mr. Crump explained that this item was postponed pending council ap-
proval of the waiver of filing fees.
V. ANNUAL ELECTION OF OFFICERS - It was determined that election of of-
ficers should be postponed until the next meeting in order to allow
all members to be present.
