DESIGN REVIEW BOARD
SEPTEMBER 25, 1979
CITY HALL COUNCIL CHAMBERS
I. The meeting was called to order at 2:30 P.M. after a 12 hour
study session.

It was moved by Cook, seconded by Martin, that the minutes of September
11, 1979, be approved as written; carried 3-0-1 (COOK, JACKSON, MARTIN,
with HOLDEN abstaining).
II. Minute motion approving cases found acceptable at the Study Session
187MF - SILVER SPUR ASSOCIATES - Approval of preliminary plans for
three new model residences and a swimming pool in the Ironwood Country
Club on the east side of Mariposa Drive south of Irontree Drive.
On a motion by Martin, seconded by Cook, the Board approved this item
as submitted; carried 4-0 ( COOK, HOLDEN, JACKSON, MARTIN)
III , CASES:
Case No. 395SA - IMPERIAL SIGN COMPANY FOR PALM DESERT PET HOSPITAL -
Approval to erect 4' x 6' free standing sign for Pet hospital at
73-120 Highway 111; applicant was present.
The newly proposed sign location would be adjacent to Highway 111
at the westerly property line. Applicant stated that he wish to move
the proposal sign location back to the east side of the lot because of
potential problems with the adjacent property to the west.
Mr. Holden explained his concept of sign intergration with the main
building. He felt that the proposed sign did not architecturally
intergrate with the existing building. Mr. Cook indicated concurrence
with Mr. Holden's statements. The Board then reviewed the originally
submitted plan showing the sign along the easterly property line. It
was determined that the sign should be lowered so that it appears to
rest on the top of the existing 5' high block wall .
On a motion by Holden, seconded by Cook, the Board approved the sign
subject to the following revisions:
1. That the sign be lowered in order to eliminate the space between
the wall and bottom of sign.
2. That all of their existing identification signs with the exception
of those automatically permitted by code, shall be removed.

Case No. 92C - BALLEW-MCFARLAND, Architects for Las Sombras
Restuarant Park - Approval of final landscaping plan for a
restuarant park excluding two restuarant sites at the north and
south corners of the project; applicant was present.
Staff discussed changes that were deemed desirable as a result of
review by the Design Review Board. After discussion of the proposed
changes, it was decided that with regard to sizes of trees, the
applicant should revise the plans so that a minimum 60% of the trees
within the interior parking lot area are 24" box size or larger
at the time of installation with the remaining trees a minimum of 15
gallons size. Additionally, around the perimeter of the site a
minimum of 75% of the trees shall be 24" box size or large at the time
of installation with the remaining trees 15 gallon size. It was deemed
desirable to mix tree sizes in order to provide a variety of heights.
On a motion by Holden, seconded by Cook, the Board approved this item
subject to the revisions stated above which are to be checked for
compliance by Staff; carried 4-0 (COOK, HOLDEN, JACKSON, MARTIN)
Case No. 183MF - JAMES E. KAUL, DEVELOPMENT COMPANY - Approval of
preliminary site, building, and landscaping plans for 36 unit
condominium project on the south side of Counrty Club Drive between
Monterey and Portola Avenues; applicant was present.
Mr. Crump explained the concept of blowsand protection and its relation-
ship to the proposed project. The applicant then reviewed the re-
quested revisions of the last meeting. Applicant indicated that the
perimeter wall would slump stone along the sides and rear with the
front wall consisting of slumpstone columns with stucco between the
columns, topped by red cap brick. A letter from Palm Desert Disposal
Service was presented indicating that they would pick up individual
trash cans front of the units. The applicant also presented a revised
entrance detail as approved by the director of Public Works. With
regard to architectural changes the applicant indicated that the
overhang for the roof had been increased from 3' to 4' with other
architectural changes completed as requested by the Board.
The Board stated that they found the architectural design of the
units was not compatible with the site and need restudy.
Wind and blowsand protection was then thoroughly discussed with it
ultimately being decided that with modification, blowsand protection
along Country Club Drive could probably be provided. However, along
the west property line it was determined that the unit locations would
have to be shifted to the east in order to accomodate acceptable wind
and blowsand protection. Additionally, it may be necessary to increase
the landscape easements obtained from the adjacent property owner
to the west.
There was discussion also regarding the design of the entry area from
Country Club Drive. It was a general concensus of the Board that the
plan as approved by the Director of Public Works may need further
redesign. It was deemed desirable to discuss the entry design with the
Director of Public Works.
On a motion by Martin, seconded by Cook, the Board moved to continue
this item in order to allow further restudy of the following items:
1. Blowsand protection along the north and west property lines.
2. Architectural design of the proposed dwelling unit.

IV. DISCUSSION ITEMS:
HAHN CONDITIONS FOR PLANNING COMMISSION. The Board reviewed the
revised conditions which are to be incorporated into the Staff
report f o r the Hahn Center. On page 4, Condition No. 7, the
Board determined that in the third line the word "shall " should be
changed to "should". Additionally, the Board felt Sandy's
Restuarant should be contacted to inform them of Condition No. 12
on page three regarding a driveway access from Sandy's Restuarant
to the parking lot of the shopping center.
