The meeting was called to order at 2:30 p.m. after a one hour study session. MEMBERS PRESENT: A1 Cook Rick Holden Phyllis Jackson Eric Johnson Charles Martin MEMBERS ABSENT: Vern Barton Bernie Leung STAFF PRESENT: Stan Sawa Murrel Crump It was moved by Holden, seconded by Johnson, that the Minutes of March 25, 1980, be approved as written. Carried 3-0-2 (Holden, Johnson, Martin, with Cook and Jackson abstaining) . II. Minute motion approving cases found acceptable at the study session: None. III. CASES Case No. 203 MF - MACK DEVELOPMENT AND INVESTMENT COMPANY and WALLACH & ASSOCIATES - approval of preliminary plans for 116 unit condominium project on the south side of Country Club Drive, ap�roximately 2000 feet east of Monterey Avenue; Ingrid h9ack and Michael Murphy were present. The revised plans were reviewed by the Board. The Staff Report was reviewed on a point by point basis. It was noted that the wall design would be as submitted on their landscaping plan with slump block used. With regard to the raised center median, it was noted that desert native landscaping should be utilized with a drip system similar to that used on E1 Paseo, east of Portola Avenue. It was deemed desirable to utilize turf block or some other hard surface for the three emergency access points required for this project. The applicant submitted revised roof plans which indicated the patio over- hang at the rear of the units. The applicant was advised to submit a lighting plan for the walkways and tennis courts with tennis court lighting to be 20 feet to 22 feet high with lights to be down-shining black-box type. It was noted that the cul-de-sac will be designed for the new north/south street along the easterly boundary of the project. The applicant indicated that trash pick-up would be at curb with cans to be stored inside the garage. The Board reviewed the site plan which indicated several areas where a 20 foot average between dwelling units was not yet provided. The applicant stated that this 20 foot average would be provided with the final working drawings. Additionally, the applicant indicated that 20 foot deep driveway aprons can be provided for all units. A number of other items were discussed relating to aisle widths, landscaping, use of solar bronze glass, fencing around recreation area, and other subjects. On a motion by Holden, seconded by Johnson, the Board moved to grant prelimi- nary approval of this request, subject to the following revisions: 1. Final working drawings to indicate raised center medians as required with landscaping plan to show desert native types of landscaping with drip irrigation system. 2. Emergency access points to be provided between Lots 102 and 103, along west property line with Kaul project, and to Country Club Drive, with surfaces to be provided with turf block or other acceptable har d surface; said working drawings to provide details for all emergency access points including provisions of ramps where necessary. 3. Six inch con�r�te curbs to be provided around all planter areas as required by Municipal Code Requirements. 4. Final working drawings to include lignting plan for walkways and tennis courts with tennis court ligiiting to be 20 foot light standards with down- shining black-box lights. - --� MINUTES DESIGN REVIEW BOARD � `� APRIL 8, 1980 Page Two III. Site plan to be modified to provide cul-de-sac at southerly end of new north/south street along easterly boundary of site per City requirements. 7. Al1 conditions of Development Plan 10-79 and Tentative Tract 14996 shall be complied with. 8. All garages shall be large enough to prouide for trash cans within garage area (20'x20' clear dimensions are required for two-car garage) . 9. Site plan to be revised to provide 20 foot average distance between buildings. 10. Final working drawings to be modified to provide 20 foot deep driveway aprons for all units. 11. Twenty foot aisle widths to be increased to 24 feet per Municipal Code Requirements. 12. Landscaping between dwelling units to be provided per typical blow-up landscaping plan on file in the Department of Environmental Services. 13. Applicant should limit use of loquat trees. 14. Solar bronze windows to be utilized on all east, west and south facing windows, including windows facing south under patio covers. Carried 5-0 (Cook, Holden, Jackson, Johnson, Martinj . Case No. 206 MF - MR. AND MRS. BOB SIPOVAC and STAN KASSOVIC, AIA - prelimi- nary approval of triplex on the east side of Octillo Drive approximately 250 feet north of Verba Santa Drive; Diane Stadelman was present. The Board advised the applicant that the subject property was located within the Palm Desert Homeowners Association area and, as such, should be reviewed by that body. It was deemed desirable to obtain their approval prior to City review because of the feeling that the height limit as allowed in the Association area was proposed to be exceeded. Therefore, the applicant was advised to provide the City with a letter asking that their request be temporarily withdrawn until Homeowner Association approval can be obtained. The applicant agreed to obtaining Homeowner Association approval and, there- fore, the Board agreed that a temporary withdrawal was desirable. Case No. 104 MF - JOHN ADAMS and SCOTT McKEE - review of revised final land- scaping plan for 12 unit condominium project presently under construction on the east side of Octillo Drive, south of Tumbleweed Lane; Scott McKee was present. The applicant presented a revised final landscaping plan and requested approval . The Board reviewed the revised plan and determined that the revised plan was superior to the original plan. Therefore, on a motion by Cook, seconded by Johnson, the Board moved to grant approval of the revised landsca- ping plan. Carried 5-0 (Cook, Holden, Jackson, Johnson, Martin) . Case No. 204 MF - J.M. PETERS COMPANY and BALLEW-MCFARLAND - revised prelimi- nary plans �or 156 unit condominium development at the northeast corner of Hovley Lane and Cook Street; Patty Martin was present. Mr. Crump presented a revised site plan to the Board indicating that Planning Commission had approved this request with the provision that a secondary access be provided to Via Cinta. The Board reviewed the revised site plan and after discussion determined that the access to Via Cinta should be for emergency vehicles only. The Board felt that all residents and visitors should utilize the entrance on Cook Street. Additionally, the Board felt the future raised median in Cook Street should be broken to provide left turns. On a motion by Martin, seconded by Cook, the Board moved to grant revised preliminary approval subject to Via Cinta being a crash gate emergency access only with left turns permitted on Cook Street for visators and residents.
