The meeting was called to order at 12:20 p.m. A 11-2 hour study session was held on Tuesday, August 26, 1980. MEMBERS PRESENT: Vern Barton Al Cook (present during portion of meeting) Bernie Leung Charles Martin Eric Johnson (present during portion of meeting) MEMBERS ABSENT: Phyllis Jackson Rick Holden STAFF PRESENT: Stan Sawa On a motion by Leung, seconded by Barton, the Board approved the minutes of the meeting of August 12, 1980, as written. Carried 3-0-1 (Barton, Leung, Martin, with Cook Abstaining) II. Minutes Motion approving cases found acceptable at the study session: None. III . CASES Case No. 164 MF - SILVER SPUR ASSOCIATES AND WOODWARD DIKE - Final Approval of landscaping plan for area C of Ironwood Country Club, on the north side of Portola Avenue, just west of Mesa View Drive; Larry Spicer was present. The Board reviewed the final landscaping and irrigation plans for area C. The applicant briefly reviewed the plan and indicated the general concept. The Board felt certain changes to the desert landscaping utilized should be incor- porated. It was noted that the median in Mesa View Drive would be provided also in the Cove Construction tract and as such landscaping within the median should match the landscaping proposed by the applicant. On a motion by Leung, seconded by Barton, the Board moved to approve final landscaping plans subject to the following revisions: 1. Increase Desert Willows to 5 gallon size. 2. Delete D-2 and replace with 1 gallon Creosote Larrea and Encelia Farinosa. 3. Provide desert mix wild flowers in desert shrub areas. Carried 4-0 (Barton, Cook, Leung, Martin) . Case No. 200 MF - MAYER GROUP - Final approval of working drawings for 264 unit condominium project at the northeast corner of Monterey Avenue and Country Club Drive; Patty Martin was present. Additionally, John Wilbanks, Bob Muting, Michael Weidman and Dave Guiterrez were present during the informal discussion on August 26, 1980. Final working drawings were reviewed with the 13 items on the staff report reviewed individually. With regard to the 13 items, it was noted that there would be access to the park from the project. Landscaping changes were dis- cussed pertaining to blowsand protection and adjacent to Country Club Drive. It was determined that the sidewalk meandering was acceptable. The applicant noted that there was suppose to be some variation to the straight walls along Monterey Avenue and Country Club Drive. The applicant explained that the trash container storage room, behind the garages, would be utilized for trash cans. The applicant explained some of the elevation changes and the reasons for them. It was noted that a lands- caping plan for the center median would have to be submitted prior to the construction of the median. Shading of the windows was discussed along with provisiions for additional insulation. CASES (Cont. ) to review a evaluation of what affect increasing the insulation to R-30 would have on heat gain. Other items of discussion pertain to landscaping and entry design. On a motion by Johnson, seconded by Martin, the Board moved to grant approval of final working drawings, subject to the following revisions: 1. Design of fountain at entry on Country Club Drive to be reviewed by Design Review Board prior to its construction. 2. Entrances on both streets to be revised to provide 20' of width for egress so that one lane can be provided for left turns and one lane for right turns; Additionally, center median to be cut back approxi- mately 10' to facilitate easier ingress and egress. 3. Working drawings to be revised to show undulation in straight wall along Country Club Drive. 4. Along each side of entry to project on Monterey Avenue and Country Club Drive, delete T-3 and use T-1 (Bottle Tree) . 5. Along Country Club Drive and Monterey Avenue, delete tree type T-3 and replace with 24" box size Rhus Lancea. 6. Change tree type T-13 to Pinaus Eldarica. 7. Modify working drawings to indicate access to park. 8. Delete tree type T-3 where used for blowsand protection on north and west, and replace with 15 gallon Rhus Lancea. 9. At easterly property line along Country Club Drive modify sidewalk so that it ends adjacent to curb. Prior to construction of center median submit landscaping and irrigation plans to Design Review Board for approval . 10. Submit evaluation showing heat gain, which could be expected if R-30 insulation is utilized. Carried 4-0 (Barton, Leung, Martin, Johnson). Note: Al Cook left during discussion of the previous item and Eric Johnson arrived at beginning of previous item. Case No. 200 MF - MAYER GROUP AND BALLEW-MCFARLAND - Preliminary review of plans for 9 acre public park at the northeast corner of Monterey Avenue and Country Club Drive; Patty Martin was present. Additionally, John Wilbanks, Bob Muting, Michael Weidman and Dave Guiterrez were present during the in- formal discussion on August 26, 1980. The park design was reviewed by the Design Review Board with the Board feeling that the park design was generally unacceptable for a number of reasons. The Board felt that additional parking should be provided. Additionally, landscaping should be compatible with the residential project which borders the park on the north and east. Additionally, heavy planting and fencing should be utilized adjacent to the baseball court to protect the parking facilities from stray balls. The Board felt that possibly the design of the park should be restudied. They felt that . the park should be a passive park. Additionally, additional parking should be provided. The Board also felt that a study could be made to determine demand, age groups utilizing the parks, appropriate uses for the park for the present and future. CASES (cont. ) that the feasibility of night lighting the park should be studied now. They stated that possibly there are too many tennis courts and that additional parking should be provided instead. Staff noted that their comments would be forwarded to the Planning Commission who would review and approve the final park design. On a motion by Johnson, seconded by Barton, the Board moved to recommend that their comments, as stated above, be forwarded to the Planning Commission. Carried 4-0 (Barton, Leung, Martin, Johnson). Case No. 159 MF - FRANK OLIVER - Approval of modification to final working drawings for preschool under construction at the northwest corner of Alessandro Drive and Cabrillo Avenue; Frank Oliver was present during the informal dis- cussion on August 26, 1980. The Board reviewed the requested changes submitted by the applicant. After some discussion, the Board felt that they should review revised elevations and site plans which show the revised location of the dormers. Additionally, they requested to see a revised landscaping plan as discussed with the applicant on August 26, 1980. The also requested to see working drawings of the second story, which had been added to the building without prior Design Review Board or City approval . On a motion by Johnson, seconded by Barton, the Board moved to continue this item until the above mentioned items are submitted for Design Review Board approval . Carried 3-0-1 (Barton, Leung, Johnson, with Martin abstaining) . IV. DISCUSSION ITEMS The Board, during their study session on August 26, 1980, reviewed the preliminary landscaped plan for the Haystack Road drainage Swale and felt that the plant materials utilized were acceptable.
