MINUTES
DESIGN REVIEW BOARD
TUESDAY - FEBRUARY 12, 1980
CITY HALL COUNCIL CHAMBERS
I. The meeting was called to order at 2:30 p.m. after a two and one-half hour
study session.

It was moved by Barton, seconded by Martin, that the minutes of January 29,
1980, be approved as written.
Carried 3-0-2 (Barton, Jackson, Martin, with Cook and Holden abstaining).
II. Minute motion approving cases found acceptable at the study session: iVone.
III. CASES
Case No. 126 C - SOUTHERN CALIFORNIA EDISON COMPANY - approval of final
landscaping, �ra�!ing, and screening plans for electrical distribution
substation located 250 feet south of Highway 111 and 120 feet east of Shadow
Hills Road; Kermit Martin was present.
The Board reviewed the submitted plans and felt they were acceptable, inclu-
ding the �ruv�sion of an eight foot high slump stone wall for security
purposes.
On a motion by Holden, seconded by Martin, the Board granted final approval
of the submitted plans.
Carried 5-0 (Barton, Cook, Holden, Jackson, Martin) .
Case No. 127 C - FAR WEST SERVICES, INC. and WILLIAM BLUROCK & PARTNERS,
ARCHITECT - final approval of building plans for restaurant in restaurant
park located at the northwest corner of Highway 111 and 44th Avenue; Matt
Sommers of Blurock & Partners was present.
The Board reviewed the plans submitted by the applicant. The changes
required from the previous review were discussed and deemed acceptable. The
exterior colors, as revised, were d�scussed. The applicant was advised to
submit a revised material sample board showing exact materials to be used on
the exterior of the building. It was noted that there should be no roof
lighting or lighting of the roof utilized. Additionally, the applicant was
advised that any accent lighting used around the building is to be reviewed
and approved by the Design Review Board.
The applicant then presented a revised site plan which showed a modified
walkway from the par4:ing lot to the restaurant, a raised planter and three
decorative lights which he wished to use around the building. The Board felt
that the revised site plan was acceptable. Staff pointed out that, to date,
only a preliminary final landscaping plan had been received. Additic�nally,
there were some architectural details and subcontractor details which had
not yet been submitted. It was pointed out to the applicant that until the
final landscaping plan and all other archi�tectural details are received by
Staff, no plans would be approved for submission to Building and Safety.
On a motion by Barton, seconded by Holden, the Board granted approval of the
final working drawings subject to no lighting of the roof being provided and
submission of all other final working drawings showing details.

Case No. 70 C - SWEETWATER CONDO SHARE and GEORGE RITTER - approval of revised
sign program for commercial building at 73-175 Highway 111; Sheldon Seitz was
present.
The Board reviewed the submitted plans and indicated changes deemed desirable.
The Board felt that there should be better integration of the proposed sign
location with the architectural style of the building. Additionally, they felt
the sign was larger than necessary for identification and integration with the
building. The Board also stated that the sign should not be internally lighted.
The Board stated that a more appropriate location for the front sign would be
on the solid panel on the left side of the building. It was also felt that the
rear sign location was undesirable because of its size and compatibility with
the building.
On a motion by Holden, seconded by Cook, the Board moved to continue this item
to February 26, 1980, in order to allow the applicant to submit revised plans
utilizing the following criteria:
1. Signs at front of building and rear of building to be relocated to provide
better architectural integration with the building.
2. Sign size to be reduced to provide better integration.
3. Sign not ta be internally lit.

Case No. 199 MF - JOHN and ELDA MANDIC - approval of preliminary and final
drawings for duplex on the southeast corner of Royal Palm Drive and Las Palmas
Avenue; John Mandic was present.
The Board reviewed the plans submitted by the applicant. Staff noted that the
applicant had been granted an adjustment by the Zoning Administratar to allow
a 6.4% deficiency in the 10,000 square foot lot size requirement for two units.
Additionally, the applicant was permitted to utilize Las Palmas Avenue rather
than Royal Palm Drive for the front yard.
The Board generally stated that they felt the plans, as submitted, were
unacceptable. Generally, it was felt that the long, straight flat plain along
Las Palmas Avenue was not desirable. Additionally, it was felt that a redesigned
plan putting one driveway on each street was desirable. It was also felt that
because of the size of the lot and relative size of the units, there was too
much lot coverage. The Board also stated that architecturally, the plan was
undesirable.
On a motion by Cook, seconded by Holden, the Board moved to continue this item
to February 26, 1980; in order to allow the applicant to submit revised plans ,
taking into considerations the following items :
l. Redesign plan to eliminate flat plain of structure along Las Palmds Avenue.
2. Possibly design the project so that there is one driveway on each street.
3. Provide additional landscaping along frontage of Royal Palm Drive.
4. Proposed fericing along east property line to match existing fence put
up by the property to the east.

Case No. 102 C - SGPA PLANNING AND ARCHITECTURE and �RANK GILBERT, SECURITY
PACIFIC NATIONAL BANK - preliminary approval of plans for commercial building
addition to Security Pacific Bank site at the southeast corner of El Paseo and
Portola Avenue; Ron Roberts of SGPA Planning and Architecture was present.
The Board reviewed the plans submitted by the applicant. Tt was noted that the
project identification signs, as submitted, were not permitted. The applicant
was informed that as a result of a study presently being done, a �evised Si�n
Ordinance allowing project identification signs for centers of this nature may

be adopted. The applicant indicated that they would be willing to provide a
raised median in Portola Avenue to eliminate illegal left turns from the
drive-up windows.
Signing for the project was discussed with Staff informing the applicant
that regardless of sign size, all signs are required to be a minimum distance
of ten feet apart. With the configuration of the suites, this may limit the
size of each sign to appraximately six feet in length. It was also noted that
because of the location of the main tenant signs, maximum three foot square
pedestrian signs were permitted. The location to be perpendicular to the main
tenant signs hanging fror� t��e overhang.
Screening of the parking lot from the streets was discussed with the applicant
indicating that screening would be primarily done through landscaping. The
Board informed the applicant that if that is to be the case, the screening will
have to be very dense hedge-type landscaping. It was pointed out that it may
be desirable to provide a short wall around the parking lot because of the
potential for flooding during storms. Additionally, it was pointed out that
the building overhangs facing the parking lot may be clan�aged due to their
proximity to the parking spaces.

subject to the following revisions:
1. All Code requirements , as delineated in the Staff Report dated February 12,
1980, shall be complied with, with an additional section view being provided
through the building overhang and first row of parking spaces; it should be
noted that Item No. 2 pertains to project identification signs.
2. Pedestrian signs to be located perpendicular to main tenant signs and hung
from overhang with a minimum of seven foot overhead clear�nce. (Max. 3 sq. ft. )
3. Trash area to be enlarged to provide adequate room for two trash bins.
4. A raised median to be provided in Portola Avenue with desert landscaping to
match landscaping in medians in El Paseo, subject to approval of pi�^ector
Public Works.
5. Directional striping shall be provided in parking lot areas and shown on
final working drawings.
6. Sidewalks to be provided as shown on submitted plans.
7. Street trees to be provided as shown on submitted plans with trees to be
a minimum eight foot high palm trees (existing non-palm trees to be removed
and replaced with palm trees) .
8. Al1 unused driveways to be removed and replaced with curb, gutter, and tie-in
paving.
9. Applicant to submit separate set of elevations and floor plans showing
potential locations for all pedestrian signs and for a11 main tenant signs
utilizing a minimum ten foot distance between signs. Sign sizes to be one
foot by maximum six feet subject to the ten foot separation.

Case No. Z00 MF - MAYER GROUP and BALLEW-MCFARLAND - preliminary approval of
plans for 264 unit condominium project at the northeast corner of Monterey
Avenue and Country Club Drive; Steve Fleshman was present.
The Board reviewed the plans submitted by the applicant. The concept of the
plan and details on recreational facilities was explained by the applicant.
There was some discussion regarding the park development. It was noted that
there will be some revision necessary to the private streets in order to provide
the minimum 30 foot driving isle and para1lel parking.

Provisions for blowsand protection were discussed with the Board feeling that
it is not necessary along the north boundary because of the development of a
mobile home subdivision and golf course. However, it was felt that blowsand
protection along the west, including adjacent to the public park, is desirable.
On a motion by Martin, seconded by Barton, the Board moved to grant preliminary
approval , subject to the following revisions:
1. All Code requirements , as specified in the Staff Report dated February 12,
1980, shall be complied with.
2. Provisions for trash pick-up be clarified with final working drawings.
3. Perin�eter wall details on all four sides of the project be submitted with
final working drawings.
4. Al1 conditions of the Development Plan and Tentative Tract Map to be
complied with.
5. Provide wind/blowsand protection along west property line (provide typical
sections to show blowsand protection) .

Case No. 104 MF - JOHN ADAMS and RICK HOLDEN - approval of preliminary pldns
to add recreation building and cabana to 12 unit condominium project presently
under construction on the east side of Octillo Drive, south of Tumbleweed Lane;
Rick Holden was present.
The Board reviewed the plans submitted by the applicant. The recreatian
building was deemed architecturally compatible with the main structure.
On a motion by Martin, seconded by Cook, the Board granted preliminary approval
of this request, subject to the following revisions:
1. Final working drawings to include a revised landscaping plan for the area
surrounding the recreation area.
2. Final working drawings to include a section view showing relation of
recreation area and building to perimeter wall along the rear property line.
3. Final working drawings to include all four elevations of the building.
Carried 4-0-1 (Barton, Cook, Jackson, Martin, with Holden abstaining) .

IV. DISCUSSION ITEMS
Case No. DP 01-80 - KENT LAND COMPANY - Development Plan to allow 48 dwelling
units on the north side of Hovley Lane between Monterey Avenue and Portola
Avenue.
The Board reviewed the submitted site plan and building elevation plans. It
was noted that the building elevations would be identical to the project
located to the east. It was noted that a perimeter wall would be provided
around all four sides of the project. The Board felt that the project, as
indicated, was conceptually acceptable.
Case No. 188 MF - PACIFIC COAST BUILDERS - condominium project located at the
northeast corner of Cook Street and Country Club Drive; Steve Fleshman was
present.
The applicant presented plans showing how passive solar protection would
be provided within the project. Additionally, he discussed the possi,bility of
moving the air conditioning condensers to the roof for some units. The Board
made several suggestions re�arding this. The Board felt that provided they
were screened adequately, this would be acceptable. The Board then discussed

the provisions for blowsand protection. It was felt that the phasing and use
of the existing tamarisk trees for blowsand protection was acceptable. The
applicant assured the Board that it would not be necessary to remove the sand
dunes and tamarisk trees until construction in that area began.
