The meeting was called to order at 2:30 p.m. after a two and one half hour study session. MEMBERS PRESENT: Vern Barton Al Cook Rick Holden Eric Johnson Bernie Leung (present for portion of meeting) Charles Martin Chairperson Phyllis Jackson MEMBERS ABSENT: None STAFF PRESENT: Stan Sawa Murrel Crump (present for portion of meeting) On a motion by Johnson, seconded by Barton, the Board moved to approve the Minutes of June 24, 1980, as written. Carried E-0 (Barton, Cook, Holden, Johnson, Martin, Jackson) . II. Minute motion approving cases found acceptable at the study session: None. III. CASES Case No. 158 MF - CATHOLIC BISHOP OF SAN BERNARDINO and ROWLAND SWEET - approval of final landscaping plan for 30 unit apartment complex on the west side of Deep Canyon Road, approximately 700 feet north of 44th Avenue; Rowland Sweet was present. The Board reviewed the submitted final landscaping plan and noted a desire for some modifications. These modifications were with regard to material types , locations, and landscaping quantities. The applicant agreed to the modifications as discussed by the Board. On a motion by Barton, seconded by Holden, the Board moved to grant approval of the final landscaping plan, subject to the following revisions: 1. Provide Mexican Ash in courts in front of structures. 2. Ash trees to be moved away from street. 3. Provide groups of shrubbery separated by redwood headers around the perimeters of the structures. 4. Utilize Modesto Ash to provide shade in areas of dwelling units. Carried 6-0 (Barton, Cook, Holden, Johnson, Martin, Jackson) . Case No. 170 MF - LEWIS HOMES OF CALIFORNIA - amendment to final working drawings to allow modification of perimeter wall along Highway 74 and Haystack Road at the northeast corner of Highway 74 and Haystack Road; Bill Sullivan was present. The exhibit submitted by the applicant was reviewed with the applicant making a presentation on the proposed wall treatment. It was noted that while it is pro- posed to delete the rock from the walls, there would be rock utilized for the bridge crossing and for the subdivision identification sign if a sign is utilized. It was noted that the Board generally agreed with deletion of the stone work. The utilization of a 24 inch square box pilaster or wrap around treatment was discussed with the Board generally feeling both alternatives would be acceptable. The applicant noted that landscaping would mound up at the ends of the walls. The applicant also noted that the wall height would be a consistent six feet above curb line. On a motion by Johnson, seconded by Holden, the Board moved to allow a 24 inch box pilaster or wrap around return treatment at the ends of the walls along Haystack Road. The motion included final Staff approval of the revised plans. Carried 6-0 (Barton, Cook, Holden, Johnson, Martin, Jackson). ` MINUTES DESIGN REVIEW BOARD JULY 15, 1980 CONTINUED FROM JULY 8, 1980 Page Two III . CASES (Continued) It was noted that on the Vineyards project on Portola Avenue, Staff had granted administrative approval to construct a short retaining wall adjacent to the sidewalk to eliminate the possibility of erosion during flood waters. The Board noted that backfill behind the wall should be provided and Prostrate Rosemary planted to cascade over the wall . The applicant agreed and stated that they would be submitting a revised landscaping plan for Board review. Case No. 213 MF - ROBERT PURSEL and ROBERT PRATER - preliminary and final approval of plans to construct five unit apartment complex on the east side of Ocotillo Drive approximately 280 feet south of Tumbleweed Lane; Robert Pursel , Robert Prater and Mr. Demoss were present. It was noted that this case was previously approved and allowed to expire. The Board reviewed the plans and felt that several landscaping changes should be implemented. Additionally, it was noted that a block retaining wall is to be provided at the rear of the lot. On a motion by Johnson, seconded by Barton, the Board moved to grant preliminary and final approval subject to the following revisions: 1. Pyracantha to be utilized in pool area in place of Bougainvillea. 2. Sixty percent of trees within front yard area to be 24 inch box size with balance of trees to be 15 gallon size. 3. Ficus Nitida to be changed to Sterculia (Bottle Tree) . 4. Retaining wall to be provided at rear of site. 5. Construction plans to be submitted for approval to the City Fire Marshal prior to issuance of building permits. All conditions to be made a part of construction and no certificate of occupancy shall be issued until complete. 6. Any and all utility service and distribution lines on or abutting the subject property shall be undergrounded prior to occupancy clearance per Municipal Code requirements. 7. Curbs, gutters, and tie-in paving shall be installed along Ocotillo Drive. Carried 5-0-1 (Barton, Holden, Johnson, Martin, Jackson, with Cook abstaining). Case No. 214 MF - KAUFMAN & BROAD - preliminary approval of plans for 22 unit condominium project at the southwest corner of Hovley Lane and Portola Avenue; Toni Quezada and Dave Wagner were present. The submitted plans were reviewed by the Board. It was determined by the Board that the dead-ends at the northwest corner and south portion of the site should be modified to provide a turn around. With regard to the tennis court lighting, it was generally felt that the landscaping plan should provide adequate screening to shield the lights from Portola Avenue. The architecture of the proposed units was discussed with the Board noting a desire for a different architectural style from the two previously approved projects. Because of financial reasons, the applicant stated he would like to maintain the same architectural design for this project. The Board asked that the applicant study and provide the Board with alternatives as to how solar protection of the whole buildinge envelope could be provided. The Board discussed the possibility of providing internal access between the northern and southern portions of the project. The applicant felt that pedestrian access between the two areas was adequate. It was noted that the driveway area should be a minimum of 24 feet with all drive- way aprons 20 feet. Additionally, it was deemed desirable to provide solar panels for the pool area. The Board discussed the various processing procedures for this project and deter- mined that it would be desirable to review revised plans prior to preliminary approval . On a motion by Cook, seconded by Martin, the Board moved to continue this item in order to allow the preliminary plans to be revised to incorporate the following features: MINUTES QESIGN REVIEW BOARD Nape 14 " JULY 15, 1980 CONTINUED FROM JULY 8, 1980 Page Three III. CASES (Continued) Case No. 214 MF - KAUFMAN & BROAD (Continued) 1. Provide turn around and open parking spaces in areas as noted above. 2. Provide minimum 24 foot wide private drive with 20 foot deep driveway apron. 3. Indicate use of solar panels for pool area. 4. Revise security entry on both streets to maximize turning radius for visitors if rejected. Carried 6-0 (Barton, Cook, Holden, Johnson, Martin, Jackson) . Board member Bernie Leung entered the meeting during consideration of this item. Case No. 215 MF - Olga E. Holmberg and John J. Toner - preliminary approval of plans for ten unit apartment complex at 44-441 San Rafael Avenue (west side of San Rafael Avenue, approximately 100 feet south of Catalina Way) ; Pat Conlon, Phil Atkins, and Olga Holmberg were present. It was noted that a plan for this site had previously been approved and had now expired. The Board reviewed the plans submitted by the applicant. Solar exposure concerns were discussed with the applicant, for purposes of deter- mining how they had addressed those items. Landscaping modifications were discussed with the applicant noting necessary revisions. Circulation to and around the carports was discussed with some modifications noted. The archi- tecture of the structure was discussed with it being noted that architectural treatment was minimal . A modification to the area between the front carport and dwelling units was deemed desirable with some sort of trellis or other covering utilized. It was noted that interim final plans should be submitted to the Board, if this request is granted preliminary approval at this time. On a motion by Johnson, seconded by Martin, the Board moved to grant preliminary approval subject to the following revisions : 1. Silk trees to be replaced by Modesto Ash. 2. A minimum of five broadleaf trees (24 inch box size) shall be provided within front landscape setback area. 3. Provide 18 inch wide planter on north side of driveway planted with vines and ground cover. 4. Palm trees to be Washingtonia variety. 5. End stalls on south end of carport to be eleven feet in width and six foot high wall and gate to be modified to provide backup area or western carport to be moved westerly to provide additional backup area. 6. Utilize architectural treatment (cover, trellis, etc. ) between front carport and dwelling unit adjacent to street. 7. Modify raised planters at front of carport to undulate in and out. 8. Delete Ivy and utilize Gazanias along with five gallon shrubs. 9. Prior to approval of final working drawings, applicant shall obtain clearance from Public Works of Ordinance No. 221 pertaining to flood control . Carried 7-0 (Barton, Cook, Holden, Johnson, Leung, Martin, Jackson). Case No. 206 MF - MR. and MRS. BOB SIPOVAC - preliminary approval of triplex on the east side of Ocotillo Drive, approximately 250 feet north of Verba Santa Drive; no representative was present. It was noted by Staff that the applicant had requested a continuance of this item in that revised plans had not been prepared. IV. DISCUSSION ITEMS Exterior remodel of front of store at 73-714 Highway 111 for U-Name It. Staff presented the plans for the remodeling of the store front. The Board, after considerable discussion, felt that it would be more desirable to refurbish the front of the building by re-stuccoing and/or repainting as necessary. Review of Civic Center complex plans. John Ballew of Ballew-McFarland made a presentation on the Civic Center plans. The background and development of the plans was presented with the Board providing input to Staff to be forwarded to the City Council . Staff noted that the Board had previously reviewed plans for the shelter. The Board indicated that Palm Springs had not yet approved the design and noted a desire to review the plans again. Staff noted that they would investigate the matter and report back to the Board. Landscaping at Los Sombras Restaurant Park. The Board noted a concern about the landscaping on the subject property. They noted that it appeared trees were being placed in front of the area for the City Entry Sign. Additionally, they felt that the trees planted along Highway 111 are not as large as approved. Staff indicated that they would investigate the matter and report back to the Board. Pre-school at Alessandro Drive and Cabrillo Avenue. The Board noted that it appeared the pre-school on the subject property was not being constructed as approved. Staff indicated that they would investigate the matter and notify the applicant if there was any deviation from the approved plan. V. ADJOURNMENT - 6:35 p.m. STAN SAWA, Associate Planner /dj
