The meeting was called to order at 2:40 p.m. after a two and one-half hour study session. MEMBERS PRESENT: Al Cook Phyllis Jackson Eric Johnson Rick Holden Charles Martin MEMBERS ABSENT: Vern Barton Bernie Leung STAFF PRESENT: Paul Williams Stan Sawa Phil Drell On a motion by Holden, seconded by Martin, the Board approved the Minutes of May 27, 1980, with Condition No. 1 of Case No. 133 C modified to read "Window trim in addition to be framed out ten inches from wall ". Carried 4-0-1 (Cook, Holden, Jackson, Martin, with Johnson abstaining) . II. On a Minute Motion by Johnson, seconded by Holden, the Board moved to continue Case No. 208 MF to the meeting of June 24, 1980, because of the late submission of exhibits. Carried 5-0 (Cook, Holden, Jackson, Johnson, Martin) . III. CASES Case No. 79 C - CURT DUNHAM and RICHARD AYRES - amendment of final plans to remodel exterior of restaurant on the south side of El Paseo between Lupine Lane and San Pablo Avenue; Richard Ayres was present. The Board discussed the concerns which included staining of the trellis to match the complex, if it is constructed, and the construction of a short 18" to 24" high brick garden wall to screen and define the outdoor eating area adjacent to E1 Paseo. The applicant agreed and stated that the outdoor seating configuration and locations were not yet firm. On a motion by Martin, seconded by Holden, the Board approved the exterior remodeling, subject to the following revisions: 1. Construct brick garden wall of 18" to 24" high adjacent to outside eating area on El Paseo, if outdoor seating is provided. 2. Trellis in courtyard to be stained to match building complex, if constructed. Carried 5-0 (Cook, Holden, Jackson, Johnson, Martin) . Case No. 89 C - BOB COMPTON - amendment to sign program to allow building identi- fication sign for two-story complex at 74-399 Highway 111; Bob Compton was present. The Board indicated that the proposed building sign was acceptable provided it was in compliance with the Sign Ordinance maximum of 15 square feet. The appli- cant indicated a desire to discuss the overall sign program which has been approved previously by the Board and implemented. The applicant indicated that the sign sizes were inadequate for the building, especially those uses which are allowed signs facing Highway 111. The applicant indicated that the bank business was presently studying a redesign of their sign. The Board indicated that they would review a modified sign program. However, they made it clear that the sign program should be consistent for the building and should be architecturally integrated with the complex. The Board indicated that possibly the applicant should investigate the possibility of utilizing externally illuminated wood signs which would provide evening identification and provide a material which is compatible with the Spanish style building. �INUTES .► DESIGN REVIEW BOARD JUNE 10, 1980 Page Two III. CASES (Continued) Case No. 89 C - BOB COMPTON (Continued) The Board indicated that it may be advisable to withhold construction of the building identification sign until the revised sign program is reviewed. On a motion by Johnson, seconded by Holden, the Board approved the building identification sign provided it complies with the maximum 15 square foot sign size. It was noted that it may be advisable to withhold construction of the sign until the revised sign program is approved. Carried 5-0 (Cook, Holden, Jackson, Johnson, Martin) . Case No. 72 C - COLUMBIA SAVINGS AND LOAN and QRS CORPORATION - amendment to sign program to allow additional sign for Columbia Savings and Loan at the southwest corner of Highway 111 and Highway 74; Moe Kudler was present. The Board indicated that they felt the landscaping problems (noncompliance with adopted plan) necessitated a rejection of the proposed sign at this time. The applicant indicated that he was not aware of the landscaping problems and requested approval of the proposed sign. The applicant presented a revised elevation which he stated showed a relationship of the proposed sign to the building more accurately. The Board indicated a concern that if this request was approved, there would be four signs on the structure. The Board indicated that, as an alternative, it may be more appropriate to pursue a design for a shopping center sign as allowed by Code. The concept of such a sign was reviewed with it being noted that a previous design had been submitted and returned to the applicant, because of various problems. The Board and applicant felt that other alternatives to this requested sign should be investigated. On a motion by Holden, seconded by Martin, the Board moved to continue this request indefinitely with the concurrence of the applicant. This concurrence is to allow for other alternatives to be investigated. Carried 5-0 (Cook, Holden, Jackson, Johnson, Martin) . Case No. 111 C - COMMERCIAL SIGN AND LIGHTING, INC. for WELLS FARGO BANK - sign program for bank building at the southwest corner of Lantana Avenue and El Paseo; two representatives from Commercial Sign and Lighting, Inc. were present. It was noted that the proposed sign program is in compliance with applicable City codes with the possible exception of the number of colors for the local sign. The applicant indicated that the wall sign letters will be black with the walk-up teller sign being rust with white letters. The applicant indicated that they wished to delete all of the three foot logo signs at this time. Thus, the proposed sign program would consist of the free-standing sign, wall sign on Lantana Avenue, and walk-up teller sign. On a motion by Johnson, seconded by Martin, the Board moved to approve the amended sign program. Carried 5-0 (Cook, Holden, Jackson, Johnson, Martin). Case No. 158 MF - CATHOLIC BISHOP OF SAN BERNARDINO and ROWLAND SWEET - final approval of landscaping plan for 30 unit apartment complex on the west side of Deep Canyon Road, approximately 700 feet north of Avenue 44; no applicant was present. During the study session, the Board reviewed the submitted landscaping plan. The Board felt that the plan should be revised so that trees which provide a shade element are utilized around the buildings with the palms utilized near the perimeters. It was noted that if the tamarisk trees are allowed to remain, care- ful maintenance will be necessary to insure that the invasive root structure does not cause future problems. CASES (Continued) Case No. 158 MF - CATHOLIC BISHOP OF SAN BERNARDINO and ROWLAND SWEET (Continued) On a motion by Holden, seconded by Martin, the Board moved to continue this item with it being noted that the applicant should revise the landscaping plan as suggested above. Carried 3-0-2 (Holden, Jackson, Martin, with Cook and Johnson not present during vote) . Case No. City Parking Lot - CITY OF PALM DESERT REDEVELOPMENT AGENCY - conceptual review of proposed parking lots, between Frontage Road and E1 Paseo and Portola Avenue and Larkspur Avenue; Les Pricer and representative from RMA were present. Les Pricer presented a background of the proposed parking lot revision and indicated that the project would be a phased project. The Board indicated various design concerns which included circulation, trash, utilities, handicapped pro- visions, and grade differences. The Board stated that they felt the plan should strive to provide shade trees for the parking lot even if the minimum 15% landsca- ping is not achieved. The Board also felt that maybe rather than do partial work to each block, one block should be finished prior to beginning work on the second block. Al Cook and Eric Johnson departed at this time. Case No. 206 MF - MR. and MRS. BOB SIPOVAC and S. KASSOVIC - preliminary approval of triplex on the east side of Ocotillo Drive approximately 250 feet north of Verba Santa Drive; applicant was not present. During the study session, the Board reviewed the submitted project and it was noted that the Homeowners Association had granted approval subject to lowering the finished floor elevations 12 inches. The Board showed concern regarding the proposed loft area. The loft, as presented, did not comply with building code requirements. The Board felt that the plan should be revised to reflect compli- ance with Code requirements regarding mezzanines. On a motion by Martin, seconded by Holden, the Board moved to continue this item to the meeting of June 24, 1980, with revised plans to be submitted as stated above. Carried 3-0 (Holden, Jackson, Martin) . Case No. 210 MF - KAUFMAN AND BROAD - preliminary approval of plans for a 47 unit condominium project on the north side of Hovley Lane, approximately 2,250 feet east of Monterey Avenue; Toni Quezada, Bob Bucci , Dave Wagner, Bob Malow were present. The Board discussed the Staff concerns listed in the report. The applicants indicated concurrence with those revisions pertaining to item numbers 1, 2, 4, 6, 7, and 9. With regard to blowsand protection on the west, it was determined that an easement from the adjacent property would be acceptable. With regard to the northern boundary, it was determined that blowsand protection should be provided where there is room with a modified blowsand protection provided adjacent to the units near the northwest portion of the site. The applicant agreed to vary the setbacks for the middle units on the southern portion of the site. The applicants indicated that new overhangs would be provided to increase window shading. Mr. Martin indicated that considering the firms involved in the project, he is somewhat disappointed to see the same architectural style used for this project and the previously approved project. Staff pointed out that the applicants may be filing for a third project in the near future. Lighting for the project and tennis courts was discussed. On a motion by Martin, seconded by Holden, the Board moved to grant preliminary approval subject to the following revisions: 1. Light standards to be a maximum of ten feet in height. 2. Minimum of 20 feet distance between units to be provided as approved in Development Plan. MINUTES DESIGN REVIEW BOARD JUNE 10, 1980 Page Four III. CASES (Continued) Case No. 210 MF - KAUFMAN AND BROAD (Continued) 3. Twenty foot distance to be provided from closest unit to east property line. 4. A written and recorded permanent easement for blowsand protection along the west boundary shall be submitted to Staff prior to approval of final working drawings. 5. Blowsand protection to be provided on the north side with easements provided where necessary; blowsand protection may be modified at northwest corner of project. 6. Ten open parking spaces near main pool area to be provided as approved in original Development Plan. 7. Visitor parking lane to provide stacking for at least 80 feet. 8. Light detail for lights on walls to be submitted with final working drawings. 9. All applicable conditions of DP 01-80 and TT 14080 shall be complied with. Carried 3-0 (Holden, Jackson, Martin). Case No. 132 C - BANK OF INDIO and IRA JOHNSON - preliminary approval of plans for two-story bank building on the south side of State Highway 111, approximately 250 feet east of Sage Lane; James Huffman and Ray Howard were present. The Board reviewed the revised plans and Staff Report. The applicant submitted a letter from the Palm Desert Property Owners Association indicating approval of the permanent building. It was noted that the temporary building was not approved by the Association. The Board felt that the drive-thru teller lanes and planters between parking walls were acceptable as submitted. Staff noted that the free-standing sign was not permissible in a multi-tenant building. The applicant indicated that the bank may take the whole building. Therefore, it was determined that the sign program not be approved at this time. On a motion by Holden, seconded by Martin, the Board moved to grant preliminary approval of plans for the bank, subject to the following conditions: 1. Final working drawings to indicate double striping and directional striping. 2. Prior to submission of final working drawings, the applicant shall receive approval by the Director of Public Works of Ordinance No. 221, regarding prevention of flood damage. 3. Short screen wall or dense landscaping hedge to be provided adjacent to Frontage Road to screen parking lot. 4. Temporary bank building to require approval of a Temporary Use Permit. 5. Seventy-five percent of trees around perimeter of site to be 24" box size or larger with remainder to be 15 gallons in size. Interior trees to have a minimum of 60% at 24" box size or larger with remainder 15 gallons in size. 6. Applicant to provide sign program with final working drawings; at the time final working drawings are submitted, applicant shall clarify whether building is to be multi-tenant use or not. 7. Planter curb breaks shall be provided on final working drawings so that park- ing aisle can be extended to both the east and west. 8. Trash area to be designed to provide pedestrian access without opening trash enclosure door. 9. Temporary paving or permanent paving shall be provided so that a total of 24 feet of pavement is provided behind the southerly row of parking spaces in the alley area. Carried 3-0 (Holden, Jackson, Martin) . Case No. 211 MF - JOHN MANDIC - preliminary and final approval of plans for duplex unit at the southeast corner of Royal Palm Drive and Las Palmas Avenue; John Mandic was present. The Board reviewed the submitted plans and it was noted that an application was previously denied for this site by the Board. The applicant explained what he had done to the revised plan. CASES (Continued) Case No. 211 MF - JOHN MANDIC (Continued) On a motion by Holden, seconded by Martin, the Board moved to grant preliminary and final approval of this application, subject to the following conditions: 1. Curbs and gutters with tie-in paving shall be installed. 2. Proposed fencing along the east property line shall match the existing fencing put up by the property owners to the east. 3. Existing palm trees to be retained on the site for landscaping purposes. 4. Additional landscaping including trees shall be provided along westerly side of property. Carried 3-0 (Holden, Jackson, Martin) . Case No. 169 MF - DAME' CONSTRUCTION COMPANY and S. KAS:OV(C. - revision to final site plan for Phases 3 and 4 of Tract 13881 on the west side of Portola Avenue, north of the Whitewater Storm Channel ; Mike Boulton was present. Staff provided background on the project indicating that Phases 3 and 4 of this Tract had not yet been recorded and necessitate a new Tentative Tract Map. Additionally, the applicants had revised the site layout for Phases 3 and 4 eliminating 28 units. Staff indicated concerns as noted in the Staff Report. The applicant agreed to three revisions pertaining to site layout, 20 foot distance between units, and resubmission of the revised final working drawings for Phases 3 and 4 for Board review. Additionally, the landscaping plan was discussed with it being noted that landscaping along the patios of the units was required and is to be installed. On a motion by Holden, seconded by Martin, the Board moved to grant approval of the revised final site plan, subject to the following revisions: 1. Structure at the westerly end of Chaparral Drive to be eliminated or relocated to provide open area at that intersection. 2. Twenty foot distance between dwelling units to be provided. 3. Prior to submission to Building and Safety Department, building and landsca- ping plans for Phases 3 and 4 to be submitted to the Design Review Board for approval . Carried 3-0 (Holden, Jackson, Martin) . IV. DISCUSSION ITEMS Rick Holden presented a revised final landscaping plan for the Hope Lutheran parking lot. This landscaping plan complies with the previous wishes of the Board. Further, it was noted that olive trees adjacent to the entry on Portola Avenue would be substituted with palm trees.
