MINUTES
DESIGN REVIEW BOARD
TUESDAY - MARCH 25, 1980
CITY HALL COUNCIL CHAMBERS
I. The meeting was called to order at 2:30 p.m. after a two and one-half hour
study session.

It was moved by Martin, seconded by Holden, that the Minutes of March 11,
1980, be approved as written.
Carried 2-0-2 (Martin, Holden, with Barton and Johnson abstaining) .
II. Minute motion approving cases found acceptable at the study session: None.
III. CASES
Case No. 175 MF - MCLAIN DEVELOPMENT COMPANY and PERIDIAN GROUP, INC. -
approval of final landscaping and irrigation plans for Phase I of residential
condominium project at the southeast corner of Country Club Drive and Por�tola
Avenue; John Shoemaker and Wayne Sharp were present.
The Board reviewed the submitted landscaping plan for Phase I . The Board
advised the applicant that the tamarix trees shown along Portola Avenue and
Country Club Drive are not desirable because of their growth habits and
invasive root system. Additionally, the trees do create a maintenance problem.
The possibilities of utilizing California Pepper, African Sumac or a variety
of eucalyptus was presented as an alternative.
The applicant presented tentative racquetball building plans for the Board.
No action on these plans was taken.
The issue of the provision of center medians with landscaping on Country Club
Drive and Portola Avenue was discussed. Staff advised the applicant that
these medians were required in Country Club Drive and Portola Avenue. The
applicant indicated that he was receiving conflicting reports with regard to
these medians. Staff advised the applicant that they are required and that
clariiication of this issue would be provided. The desire to have a concept
plan was indicated to the applicant.
On a motion by Holden, seconded by Johnson, the Board moved to approve this
request, subject to the following revisions:
l. The tamarix trees shall be deleted and replaced with an acceptable alter-
native.
L. Prior to the completion of Phase II , the applicant shall present a land-
scaping plan for the center medians to be approved by the Design Review
Board.
3. The applicant is to submit a revised landscaping plan showing the alternate
street choice. �

Case No. 189 MF - KENT LAND COMPAf�Y - approval of final working drawings and
landscaping plans for 134 unit condominium project at the northwest corner of
Portola Avenue and Hovley Lane; Toni Quezada, Eob Bucci , Thomas Sandborn, and
Clark Butts were present.
h1r. Butts, representative for Berkus Group, stated that they had made changes
to the plans to provide for window shading. The applicant presented a shading
plan. Landscaping changes and screening of air-conditioning units was discussed.
The applicant requested approval to delete pool area No. 4 and presented infor-
mation on the pool areas provided. The Board felt that this was acceptable.

Case No. 189 MF - KENT LAND COMPANY (Continued)
Staff explained that Hovley II which is also on Country Club Drive would also
utilize the same architecture. The Board advised the applicant that three to
four feet of overhang, or window shading, should be provided for buildings
facing south, east and west.
On a motion by Holden, seconded by Barton, the Board moved to grant final
approval of this request, subject to the following revisions:
1. That all revised sheets be inserted into final working drawings prior to
Planning Department approval .
2. That shrubs and/or vines be provided on the outside of the privacy walls
for all units.
3. Show air-conditioning condenser location with screening, utilizing land-
scaping and/or walls.
4. Pool area No. 4 to be deleted.
Carried 4-0 (Barton, Holden, Johnson; Martin) .
Case No. TT 5553 - SILVER SPUR ASSOCIATES - determination of policy for appro-
val of individual single family residences in a subdivision of the north side
of Portola Avenue between Silver Spur Trail and Buckboard Trail ; no representa-
tive was present.
Staff reviewed the subdivision and indicated that it would be for lot sales
only, in which indiviclual homeowners will construct residences. The Board felt
that it would be acceptable to delegate approval of the 71 residences to Staff.
On a motion by Johnson, seconded by Martin, the Board moved to delegate appro-
val of these residences to Staff.
Carried 4-0 (Barton, Holden, Johnsan, Martin) .
Case No. 127 C - FAR WEST SERVICES, INC. and WILLIAM BLUROCK & PARTNERS, ARCHI-
TECTS - review of lighting plan for exterior of building in Restaurant Park at
the northwest corner of Highway 111 and 44th Avenue; no representative was
present.
Staff presented background on the case indicating that final working drawings
were approved by the Board on February 12, 1980. It was pointed out that
electrical plans were not in complete form at that time and, therefore, not
reviewed. Staff indicated that the lighting plans submitted indicated ground
lighting of the exterior of the building.
The Board reviewed the lighting plan and felt that there should be no building
lighting. The Board also stated that landscape lighting and low walkway light-
ing would be acceptable, subject to the Design Review Board approval .
On a motion by Holden, seconded by Martin, the Board moved to deny exterior
ground lighting of the building as submitted, and instructed Staff to see that
the building lighting is removed from the drawings.
Carried 4-0 (Barton, Holden, Johnson, Martin) .
Case No. 92 C - BALLEW-MCFARLAND - review of City of Palm Desert entry sign
adjacent to the Rusty Pelican Restaurant at southeast corner of Painters Path
and Highway 111; Steve Fleshman was present.
The Board reviewed the exhibit submitted for the new City of Palm Desert entry
sign. Mr. Fleshman explained why the existing trees and sign would have to be
removed. The applicant indicated that they would be willing and wanted to
replace the trees removed in order to screen headlights.
The Board indicated a desire to have the monument constructed out of a different
material than used for the pilings.
On a motion by Martin, seconded by Barton, the Board moved to continue this item
in order for the applicant to provide the following:

1. Alternate material for monument.
2. Enlargedsite plan showing landscaping, flag poles, ground lighting, adjacent
to proposed sign.
Carried 4-0 (Barton, Holden, Johnson, Martin) .
Case No. 204 MF - J. M. PETERS COMPANY and BALLEW-MCFARLAND - approval of pre-
liminary plans for 156 unit condominium project at the northeast corner of Cook
Street and Hovley Lane; Steve Fleshman, Stan Morse, Dave Buchanan and Alan
Vieira were present.
The suggested changes by Staff were reviewed by the Board. With regard to
Condition No. 7, the Board felt that a flat tile instead of a barrel tile
would be acceptable. The issue of access to the project was thoroughly discussed
with the Board determining that the project, as designed for access, was accepta-
ble. Landscaping changes were suggested along with a number of site plan consid-
erations.
On a motion by Holden, seconded by Martin, the Board moved to approve the prelim-
inary plans, emphasizing that they feel the entry, as designed, is acceptable and
the roof tile, as presented, is acceptable, subject to the following revisions:
l. The proposed perimeter wall shall be extended for the full length of the
northerly boundary of the project.
2. Details shall be submitted as a part of the working drawings for all walls ,
walks and special areas.
3. Stamped pavement treatment shall be utilized at the main entrance to the
project.
4. All driveway aprons shall be concrete.
5. All units shall have a minimum 320 square foot private yard area as required
by Code. All units with private yards facing south or west shall have
increased overhangs or patio covers.
6. Show air-conditioning pad locations on final landscaping plans and how
screening will be achieved.
7. For driveways without 20 foot aprons, open parking spaces shall be provided
adjacent to said driveways.
8. The proposed eucalyptus is not approved. The applicant shall submit an
alternative acceptable to the Board as a part of construction drawings.
9. As a part of construction drawings, the applicant shall submit plans for all
miscellaneous buildings, such as guard houses , storage buildings , recreation-
oriented shade structures and buildings.
10. The applicant shall utilize solar panels for all pools and shall incorporate
said panels into the recreation areas.
11. Prior to submission of final construction drawings, the applicant shall
submit to the Design Review Board interim plans to show how shading of glass
areas will be achieved.
12. Delete Cercidium Floridum, Chilopsis Linearis , Eugenia Myrtifolia, and
Grevillea Noellii and provide alternative acceptable to the Design Review
Board with final construction drawings.

Case No. 205 MF - PORTOLA DEL SOL HOMEOGINERS ASSOCIATION - preliminary approval
of plans to construct two tennis courts and one jacuzzi in a condominium project
on Catalina way, east of Portola Avenue; Bill Dooley and representative from
contractor were present.
The Board reviewed the staff report with the applicant indicating a desire to
have only one entry as opposed to a separate entrance as suggested by Staff.
The Board felt that this would be acceptable. The Board discussed the trees
which will be removed to facilitate the construction. The applicant indicated a
desire to be able to sell the palm trees to help finance the proposed construc-
tion. The applicant indicated they would be willing to add new trees to replace
those removed. The applicant then presented final plans and asked for preliminary
and final approval at this time.

Case No. 205 MF - PORTOLA DEL SOL HOMEOWNERS ASSOCIATION (Continued)
On a motion by Holden, seconded by Martin, the Board moved to grant preliminary
and final approval , subject to the following revisions:
1. A total of eight new trees shall be provided for the project; a site plan
to indicate location of proposed trees; suggested are 15 gallon Mexican
Ash, 24 inch box Evergreen Pear, or 24 inch box Brazilian Pepper.

Case No. 203 MF - MACK DEVELOPMENT AND INVESTMENT COMPANY and WALLACH AND
ASSOCIATES, INC. - approval of preliminary plans for 116 unit condominium
project on the south side of Country Club Drive, approximately 2000 feet east
of Monterey Avenue; Ingrid Mack and Michael Murphy were present.
The revised plans were reviewed by the Board. Staff indicated that the revised
landscaping plan does not reflect the revised Tract Map. The applicant then
proceeded to verbally indicate unit changes made to the plan. The applicant
indicated that the Fire Department still wanted emergency access to Country Club
Drive. The emergency access to the Kaul project was discussed with Staff and
Board indicating that a hard surface must be provided for access with no trees
or air-conditioning condensers obstructing access. Staff indicated that an
average 20 feet distance must be provided between buildings. The present plan
does not allow for this. The applicant indicated changes made to provide solar
protection. The applicant indicated that, in addition to a ten foot wide patio,
all windows facing south would utilize 70% solar bronze glass. The applicant
also indicated that a central dumpster location would be provided. The Board
indicated a desire to see air-conditioning pad locations and how they would be
screened.
The Board felt that without an accurate site plan, they could not take action
at this time. The applicant requested a continuation to April 8th, in order to
provide revised plans.
On a motion by Martin, seconded by Holden, the Board moved to continue this
item to the meeting of April 8th as requested by the applicant.
