The meeting was called to order at 2:30 p.m. after a two hour study session. MEMBERS PRESENT: Al Cook Rick Holden Phyllis Jackson Eric Johnson Charles Martin MEMBERS ABSENT: Vern Barton Bernie Leung STAFF PRESENT: Paul Williams Stan Sawa On a motion by Holden, seconded by Martin, the Minutes of the meeting of April 22, 1980, were approved, subject to three revisions. Carried 3-0-2 (Holden, Jackson, Martin, with Cook and Johnson abstaining) . II . Minute motion approving cases found acceptable at the study session: None. III. CASES Case No. 79 C - CURT DUNHAM - amendment to final plans to remodel the leased space of an approved restaurant on the south side of E1 Paseo, between Lupine Lane and San Pablo; Richard Ayres and Gary Lohman were present. The Board discussed the revised entry design desired by the applicant. The relationship of the entry to the brick pi1lars was discussed with it being noted that a minimum five foot setback from the street property line is required. Trash provisions were discussed with the applicant indicating that pickup would be as needed. The Board felt that there was not adequate infor- mation to grant preliminary and final approval of the plans. It was deemed appropriate to consider preliminary approval with final approval to follow with additional information. The provisions for outdoor seating were also discussed with the Board indicating that final plans should indicate extent of the outdoor eating area. On a motion by Holden, seconded by Cook, the Board moved to grant preliminary approval , subject to the following revisions: 1. Final plans to include the restaurant floor plan and relationship of remodelled area to round brick pillars and street property 1ine. 2. Building setback from street property line is required to be a minimum of five feet. 3. Final plans to show outdoor seating area and raised deck or other changes, if any, for said outdoor area. Carried 5-0 (Cook, Holden, Jackson, Johnson, Martin) . Case No. 100 C - CURT DUNHAM - amend�ent to final approval of revised construc- tion drawings for 30,828 square foot commercial complex at the southwest corner of E1 Paseo and San Luis Rey Avenue; Gary Lohman was present. The Board reviewed the exterior changes to the shopping center. It was noted that window details, sizes and locations have been modified with glass areas reduced in size. Additionally, it was noted that arch details had been modi- fied. On a motion by Holden, seconded by Cook, the Board moved to grant approval of revised constructi�n plans as submitted. CASES (Continued) Case No. 113 C - ROBERT CLARK (previously BOB DOWNS) - preliminary and final landscaping and parking lot layout plans for commercial building at 72-180 Highway 111; Jack fNewville, Engineer, and Scott McKee, Landscape Designer, were present. The revised plans were reviewed by the Board. It was noted that all parking would now be located behind the building with the front portion of the build- ing landscaped. It was suggested that the walkway leading to the front of the building be stopped at the first door. Additionally, it was suggested that a walkway be provided to the other door from the other side of the building. It was noted that in addition to the landscaping being provided, street improvements were required. The applicant indicated that street improvement plans were being prepared and would be submitted to the Engineer- ing Department shortly. The landscaping plan was reviewed with it being deemed desirable to provide additional trees on the north side of the building. On a motion by Cook, seconded by Holden, the Board moved to grant preliminary and final approval of this request, subject to the following revisions: l. Additional trees shall be provided around the north side of the building. 2. Street improvements to be installed as required by the Department of Public Works. 3. Parking spaces to be double striped per Municipal Code requirements. 4. Revised landscaping plans to be submitted to the Department of Environ- mental Services showing all required changes including those changes red-lined on submitted plans. Carried 5-0 (Cook, Holden, Jackson, Johnson, Martin) . Case Na. 92 C - BALLEW-MCFARLAND and WOODWARD DIKE - review of City of Palm Desert entry sign adjacent to Ru�ty Pelican Restaurant and public drinking fountain in parkr�ay along Highway 111 at the southwest corner of Painters Path and Highway 111; John Wilbanks was present. The Board reviewed the revised entry sign and drinking fountain for the Restaurant Park location. It was deemed acceptable to provide a water fountain in the parkway on Highway 111. With regard to the entry sign, the Board felt that the sign, as submitted, did not to conform to their previous desires. The Board, at their last review, had indicated what they felt m�terial , such as round concrete pillars, should be utilized for a background for the sign. Additionally, it was felt that additional badge locations should be provided for future use. The Board indicated that because this would be the main entry sign to the City, that a first quality design should be utilized. The Board felt that there was not adequate detail and information in addition to the design not being acceptable. The Board felt that with the entry sign, as sub- mitted, there was a lack of compatibility between the rustic Rusty Pelican and sandblasted entry sign. A number of concerns of the Board were discussed. Staff did point out that the applicants may have been misinformed about the design of the entry sign. On a motion by Martin, seconded by Johnson, the Board moved to continue this item with the following items being provided in a subsequent review: 1. Submit a rendering showing the sign, landscaping, flag poles, and Rusty Pelican building to provide overall picture of what entry sign will look like. 2. Site plan to also include landscaping behind and around the entry s�gn (possibly the final landscaping plan could be used and modified to show up-to-date design) . ` 3. Study possibility of modifying wording to say "Welcome to the Citv of Palm Desert" or possibly just saying "Palm Desert". 4. Redesign entry sign to utilize round concret� pillars or similar material to provide better compatibility with Rusty Pelican Restaurant. 5. Provide room for at least nine badges. 6. Provide one additional flag pole for special events. 7. Provide night lighting for flag poles through the use of lights mounted high enough onto the flag pole to eliminate vandalism. DISCUSSION ITEMS Civic Cente r Complex - informal review of Civic Center plans for northeast corner of San Pablo Avenue and 44th Avenue. Mr. Williams provided a review of the preliminary Civic Center plans to the Board members. Various items and concerns of the Board were informally discussed. V.
