DESIGN REVIEW BOARD
TUESDAY - MAY 27, 1980
CITY HALL COUNCIL CHAMBERS
I. The meeting was called to order at 2:30 P.M. after a 22 hours study session.

On a motion by Martin, seconded by Holden, the minutes of May 6, 1980,
were approved, as written.
Carried 4-0-1 (Cook, Holden, Jackson, Martin. ABSTAIN: Barton).
On a motion by Holden, seconded by Martin, the Board approved the minutes
for the special meeting of May 20, 1980, as written.
Carried 4-0-1 (Cook, Holden, Jackson, Martin, ABSTAIN: Barton)
II. Minute motion approving cases found acceptable at the study session:
NONE.
III. CASES
Case No. 209 MF - PORTOLA COUNTRY CLUB HOMEOWNERS ASSOCIATION - Approval
to instal�a six foot high chain link fence along the boundary of Portola
Country Club, adjacent to the Whitewater Storm Channel , property located
between Portola Avenue and Rebecca Road, north of the Whitewater Storm
Channel ; Jack Lawson and Dan Cook were present.
The Board reviewed the request with the applicant and determined that prior
to Design Review Board consideration the request should be reveiwed by the
Coachella Valley Water District due to the location of the proposed fence.
On a motion by Martin, seconded by Cook, the Board moved to continue this
item until the Water District has reviewed and approved the proposed fencing.
The applicants agreed to such a continuation.
Carried 5-0 (Barton, Cook, Holden, Jackson, Martin).
Case No. 158 MF - CATHOLIC BISHOP OF SAN BERNARDINO AND ROLAND SWEET - Final
approval of construction plans for 30 unit apartment complex on the west
side of Deep Canyon Road approximately 700 ft. north of 44th Avenue; Mr.
Roland Sweet was present.
The project was briefly discussed by Staff and the applicant was informed that
the landscaping plans were not complete. Additionally, the requirement for
a six foot wall around the project was discussed with the applicant indicating
a desire for deletion of that requirement.
The applicant asked if it were possible to receive approval of the architectural
drawings without approving the landscaping plans. Staff adv�as�d against such
an approval , but the Board felt that if the landscaping plans are presented
quickly this procedure would be acceptable.
On a motion by Martin, seconded by Cook, the Board approved the architectural
drawings subject to no building permits be issued until the final landscaping
and irrigation plan is approved and disposition of the wall around the tract
is determinded.

Case No. 208 MF - DAVID HEUSINKVELD c/o NARRY H. SCHMITZ - Preliminary
and final approval of plans to construct carports and new parking
spaces for residential development located at 73-415 Shadow Mountain Dr.
Harry Schmitz was present.
The Board indicated that the property is located within the Palm Desert
Property Owners Association area and as such should be approved by that
body. The Board felt that Property Owners Association approval should
precede Board approval . Additiona1ly, the Board indicated that the plans
as submitted did not provide enough detail . The applicant asked that the
plans be approved as submitted.
On a motion by Barton, seconded by Martin, the Board continued this item
to June 10, 1980, in order to allow the applicant to receive Property
Owners Association approval . Additionally, they stated that new plans
should be submitted indicating the following:
1. An enlarged plot plan of the parking lot area including the front
setback.
2. Elevation view from the front and side of the proposed carports.
3. Enlarged plot plan to study detail on how screen wall will fit
in with existing project.

Case No. 132 C - BANK OF INDIO AND IRA JOHNSON, AIA - Preliminary approval
for plans for 2-story bank building on south side of Hwy 111, approximately
250 feet east of Sage Lane; Ray Howard and Jim Hoffman were present.
The Board reviewed the plans submitted by the applicant and noted that
the property is within the Palm Desert Property Owners Association area.
As such they felt that Homeowner Association approval should precede Board
review. Additionally, a number of concerns of the Board were noted. These
concerns are in addition to those noted in the staff report. Major concern
of the Board pertained to the overall circulation and functioning of the
parking lot and drive-thru teller lanes. Additionally, changes were suggested
regarding landscaping and trash provisions. It was noted that the large
expanse of window area should be restudied to provide shading of the windows
on the south, east and west sides. The Board suggested flipping the entry
of the structure to the west side.
It was noted that these changes should be incorporated into the plans reviewed
by the Homeowners Association.
On a motion by Barton, seconded by Martin, The Board moved to continue this
item to allow Property Owners Association approval to be obtained. The
applicant agreed to this continuation. Additionally, revised plans should
be submitted incorporating the fol1owing changes as applicable:
l. Changes as recommended in the staff report dated May 27, 1980,
should be incorporated as applicable; those revisions which pertain
to final approval can wait until final drawings are started.
2. Restudy overall circulation of bank considering switching direction
of teller windows, eliminating one drive-thru lane in order to
provide additional planter area, and protection for first row of
parking spaces next to te1ler drive-thru lanes.
3. Restudy site plan considering flippingthestructure to provide
driveway to Hwy 111 on west side of site.
4. Provide planter curb breaks so that parking isle can be extended
to east and west.
5. Relocate trash area to be more accessible to trash trucks.
6. Restudy elevations to provide for shading of window area along
east, west and south elevations.

Case No. 133 C - POUL MOLLER AND JOHN OUTCAULT - Preliminary approval of
plans to add second story to a commercial building located at 72-055
Painters Path; Poul Moller and John Outcault were present.
The Board reviewed the submitted plans for the second story addition.
The applicant submitted a revised plot plan as suggested in staff
comment number one. The Board di.scussed stucco pop-outs around the
windows with the applicants agreeing to provide them.
On a motion by Holden, seconded by Barton, the Board granted preliminary
approval of the submitted plans, subject to the following revisions:
1. Windows in addition to be framed out 10" from wall .
2. New parking area to be paved and double striped per City requirements.
3. Final plans to reflect revisions required by this approval .

IV. DISCUSSION ITEMS
Case No. CUP 07-80, DP 07-80, and C/Z O1-80 - C. ROBERT HUBBARD - Construction
of commercial center to include a Supermarket, Retail Spaces, Savings and Loan,
and a Hotel/condominium complex at the northeast corner of Hwy 111 and Deep
Canyon Road. Applicants and Representatives were present.
The Board reviewed the plans on a conceptual basis and felt that based on
the Exhibits reviewed the project was architecturally acceptable.
Case No. ZOA 02-80 - Amendment to Sign Ordinance for courtyard directory
signs.
The Board reviewed the proposed ordinance and felt that the following would
be acceptable:
1. Top sign to be 2 sq. ft.
2. Tenant signs to be 12 sq. ft.
3. Maximum height to be -� feet.
Case No. DP Q6-80 - GERALD CHAZEN - Contruction of commercial center at the
intersection of E1 Paseo and Hwy 111.
The Board felt that the project was conceptually acceptable. They commented
on the possibility of flipping bank locations, squaring the commercial
complex, and providing underground parking. Screening of the project from
E1 Paseo was determined to be important.
