MINUTES
DESIGN REVIEW BOARD MEETING
TUESDAY - April 7, 1981
CITY HALL COUNCIL CHAMBERS

I. The meeting was called to order at 2:00 P.��I. , after a 1 hour study
session.
MEMBERS PRESENT: A1 Cook
Rick Holden
Bernie Leung
Phyllis Jackson
Charles Martin
MEMBERS ABSENT: Vern Barton
STAFF PRESENT: Stan Sawa

On a motion by Holden, seconded by Jackson, the Board approved the
minutes of f�1arch 24, 1981 , as written.
Carried 4-0-1 (with Leung abstaining) .
II. P�inute f�otion approving cases found acceptable at the Study Session: None
III . CASES
CASE N0. 145 C - CROCKER NATIONAL BANK - Approval of preliminary plans
for bank located at the southeast corner of Highway 111 and E1 Paseo (�vest) ;
Frank Urrutia and Don Wexler were present.
The Board reviewed the plans with the major topic of discussion being
the architecture and compatibility with the "modern spanish" theme of
the center. Mr. Martin noted that the use of solar panels and resulting
design was attractive.
The applicant noted that they felt that variety and contrast in architec-
tural design is good and desirable. Some examples noted, were the Columbia
Savings center and Las Sombras Village. The applicant noted that it would
be possible to use a flat tile in place of the alternate metal roof if
the Board wished.
Mr. Leung felt the shape and undulation of the bank was good. He felt
there should be a basic architectural theme for the center. Besides
architecture, it was noted that color, textures, and materials can be
used to provide compatibility. Mr. Leung felt that maybe there should be
some tile used on the building.
Mr. Holden felt it is possible to provide the necessary compatibility
through the use of compatible colors.
It was noted that the landlord had final architectural approval over the
bank and has yet to grant that approval .
Consideration discussion followed on the various options and subject of
compatibility.
On a motion by Holden, seconded by Jackson, the Board approved this
request, subject to the following condition:
l . If solar panels are not used, applicant shall study color of inetal
roof, to provide compatibility with center.
Carried 4-0-1 (with Cook abstaining) .

CASE N0. 604 SA - SOUTHWESTERN ENTERPRISES - Approval of subdivision
signs located at the northeast and southeast corners of Mesa View Dr,ive
and Highway 74.
The Board reviewed the revised sign and felt it was acceptable.
On a motion by Jackson, seconded by Cook, the Board approved this
request as submitted.
Carried unanimously (5-0) .
