MINUTES
DESIGN REVIEW BOARD
TUESDAY, JANUARY 6, 1981

I. The meeting was called to order at 2:30 p.m. after a 2 hour study session.

On a motion by Holden, seconded by Barton, the Board approved the minutes
of December 9, 1980, as written.
Carried 5-0-1 (Barton, Holden, Jackson, Johnson, Martin, with Leung
abstaining) .
II . P�inute Motion approvi�g cases found acceptable at the Study Session: NONE.
III . CASES
Case No. MINOR CONSTRUCTION - Appeal of Staff approval of solar panel
installation for Arthur Morris at 74-360 Velardo Street; Fred Uhler and
Ken Roberts were present.
Staff presented the background on the case, indicating Staff originally
approved the installation. The applicant and objecting neighbor presented
their �pinions and various options were discussed. It was noted that the
Building Department was requiring a space be provided under the skirting of
the frame.
The Board suggested the applicant and neighbor try to work out their
differences if possible.
After considerable discussion of the various options, a solution acceptable
to the two parties was reached. It was decided that plywood wing walls would
be constructed at each end of the Z frames, and the structures and pipes
would be painted to match the stucco color of the residences.
The Board felt the solution was acceptable as agreed upon by the two
parties.
Case No. 79 C - CEDAR CREEK INN - Approval of exterior color change and
exterior awning for restaurant at 73-445 E1 Paseo; Richard Ayres was
present.
The Board reviewed the request and noted concerns regarding the changes.
The Board felt the wood around the doors and windows should be a tan or
brown to match the center. Discussion followed on the awning, with the
Board stating it was acceptable. The Board felt the awning should be a
quarter sphere. The awning should not extend over the street property
line. The applicant stated they may wish to amend the sign program. Options
such as a copper awning, signs on the awning were discussed. It was noted
that any sign program change or sign on the awning, will be submitted to
the Board.
On a motion by Jackson, seconded by Leung, the Board approved the awning

only, subject to the following conditions:
1 . Awning to be quarter of a sphere (to extend approximately 4.5 feet) .
2. Awning to be kept in maintained condition.
Carried unanimously (6-0) .
Case No. 531 SA - ROGER E. KLATT FOR MILTON'S RESTAURANT - Approval of
exterior awning over entry of restaurant at 73-03a E1 Paseo; Mike
Ramlow was present.
The Board noted that the awning as designed, was not architecturally
compatible with the building. The applicant noted a need for indentify-
ing the entry area. The Board felt that because of the colors, design
and size, there would be problems with uneven weathering,obstruction
of overhead lighting, and compatibility.
The Board suggested the original architect be contacted to design a
canopy for the restaurant, with the option of other materials investigated.
On a motion by Jackson, seconded by Barton, the Board continued this
request for redesign as noted above.
Carried unanimously (6-0) .
Case No. 563 SA - NEIL'S APPAREL - Approval of three (3) new business
identification signs for 73-790 E1 Paseo; Ernie Pasty was present.
The Board noted a desire for the signs to be brown with ivory letters.
It was noted by the applicant that the frame could be 6 inches thick.
Discussion followed on integration of the sign with the building, and
colors of the sign. The Board asked for additional information.
On a motion by Barton, seconded by Johnson, the Board continued this
request in order for the following information to be submitted:
1 . Elevation of building, showing proposed signs to scale.
2. Detail on mounting of signs.
3. Color samples.
Carried unanimously (6-0) .
Case No. 221 MF - CHACAHUALA, LTD. Approval of preliminary plans for
117 unit condominium project on the north side of Mesa View Drive,
between Alamo Drive and Arrow Trail ; Al Wilkes, _and_LeQ�ar.d-:Greenberg
and Ron Gregory were present.
The applicants asked that condition No. 2 be deleted. The Board felt,
with heavy landscaping, lighting on those courts referred to in the
condition, would be acceptable. The applicants also requested condition
No. 5 be amended to allow a turnaround rather than a cul-de-sac.
The Board felt, providing the Fire Marshal agreed, a turnaround is
acceptable.
The subject of solar protection of glass areas was ciiscussed, with the
Board feeling additional redesign was necessary. The applicant presented
additional elevations and explained what measures they were using to
provide protection. The Board felt the provisions were inadequate and

that the building design should provide protection.
Problems with the driveways was discussed, with the applicant stating
the CC&R'S could handle that problem.
The applicant noted that mailbox and landscape 1�ghting wQuld_be
utilized within the project.
The applicant noted that three or four stucco colors would be used
rather than one as submitted. Additionally, the applicant agreed to
use tile roofing rather than the asphalt submitted.
The Staff noted a conflict in the landscaping concepts submitted by
the applicant. The applicant indicated a desire to use a native concept
in the common areas, with turf only used in areas around the residences
and recreation areas. A native seed mix would be used with native and
some non-native trees used.
On a motion by Jackson, seconded by Barton, the Board continued this
request with the following areas of concern to be studied:
l . Additional details on proposed landscaping concept.
2. Restudy of architecture to provide solar protection of glass areas
(submit revised floor, roof and elevation plans) .
3. Submit additional color samples of stucco and roofing tile.
Carried 5-0-1 (Johnson abstaining) .
Case No. 222 MF - HOFFMAN BUILDERS - Approval of preliminary plans for
five duplexes at the southeast corner of Park View Drive and Fairhaven
Drive; Charles Martin represented the applicant.
The Board reviewed the submitted plans, and felt they were acceptable.
It was noted the "blues" would be used as an accent color for entries.
The concept of easements for use of sideyards was explained.
On a motion by Holden, seconded by Barton, the Board granted preliminary
approval of this request, subject to the following conditions:
1 . Existing paving to be removed and new paving installed to provide
28 foot width as measured from curb face to the new alignment.
2. Curb, gutter and sidewalk, to be installed as required by the Director
of Public Works on Fairhaven and Park View Drive.
3. Proposed realignment indicating a 60-foot right of way to be provided
as required by Director of Public Works.
4. Approval , subject to application and approval of lot line adjustment.
5. Construction plans shall be submitted for approval to the City Fire
Marshal prior to issuance of building permits. All conditions shall
be made a part of construction and no certificate of occupancy shall
be issued until completed.
6. Final construction drawings, including a final landscaping, grading,
lighting, amenities, trash storage, walkway layout and irrigation
plans shall be submitted to the Design Review Board. No final
inspection or occupancy permit shall be given by the Department of
Environmental Services to this project until the aforementioned
approved plans and construction shall have been completed.
7. In lieu of undergrounding existing distribution lines as part of
construction, an agreement shall be recorded and run with the land

guaranteeing that the subject properties will voluntarily be a part
of any undergrounding district which is formed.
8. All garden walls facing streets shall be decorative.
9. Easements shall be recorded to allow use of sideyards as shown on
site plans.

IU. DISCUSSION ITEMS
SEIBU APARTMENTS - Charles Martin presented wall plans for the
apartments located at the northwest corner of San Rafael and San
Gorgonio. It was explained the wall was mainly for flood protection
and that the Flood Committee had approved the request. It was noted
that this wall was part of a remodeling program.
The Board felt the wall as designed, was acceptable and instructed
Staff to approve the request as presented.
