DESIGN REVIE4J BOARD MEETING
TUESDAY - JANUARY 27, 1981

I . The meeting was called to order at 2:30 p.m. after a 2z hour study
session.

On a motion by Jackson, seconded by Barton, the Board approved the minutes
of January 6, 1981 , as written.
Carried 5-0-1 (with Cook abstaining) .
II. f�1inute Motion approving cases found acceptable at the Study Session: None.
III. CASES
Case fdo. 531 SA - MILTOfd'S - Request for approval of exterior awning over
entry of restaurant at 73-030 El Paseo; flimi Gittelson was present.
The Board reviewed the request and felt that with minor revisions, the
request was acceptable.
On a motion by Cook, seconded by Holden, the Board approved this request,
subject to the following conditions:
1 . Supports for awning not to be visible on front of facia.
2. Awning to start at bottom and back of facia.
Carried unanimously 6-0.
Case No. 221 MF - CHACAHUALA, LTD. - Request for approval of preliminary
plans for 117 unit condon�inium project on the north side of ��1esa View
Drive, between Alamo Drive and Arrow Trail ; A1 Wilkes, Leonard Greenberg
and Ron Gregory were present.
The Board reviewed the revised plans. Solar protection of glass areas was
extensively discussed. Discrepancies between the floor and elevation plans
were noted �y the Board. The use of louvers in the windows was questioned
as a solution to the solar problem. The Board stated they felt a permanent
solution through the architectural design should be provided. Other
comments of the Board, were that alternate solutions should be investigated.
In conclusion, the Board felt the solution of the applicant needed additional
study.
The applicant presented three stucco colors for the Board's consideration.
The Board felt the driveway designs needed study due to possible vehicular
conflicts, and backu� conflicts. The use of some circular driveways should
be investigated.
The applicant questioned Staff recommended Condition No. 8. The applicant
stated the access road is to be one way and therefore, the bay parking
spaces were angled. Staff felt the road was to be two ways. Staff stated
they would review the previous approval , to determine width of the road.

Ron Gregory further explained the concept of the landscaping plan, noting
the native planting in the common areas would consist of plants 1-1 .5 feet
in height.
On a motion by Jackson, seconded by Barton, the Board continued this request
in order to allow additional study of the items noted above.
Carried unanimously 6-0.
Case No. 120C - MAY COMPANY - Request for approval of revised preliminary
site and elevation plans for P�ay Company in Hahn Center at the northwest
corner of Monterey Avenue and Highway 111 ; Mack Pucci , Ernest Hahn, Roy
Tanaka, Robert Ricciardi and other representatives were present.
The applicant noted the proposed P•1ay Company would be 124,000 sq.ft. with
a restaurant. A desert theme for the exterior is being sought with an oasis
type of interior.
htr. Tanaka presented a rendering of the proposed building and discussed the
architectural and landscaping concept. Mr. Hahn presented points as to why
he felt the I�1ay Company as designed was acceptable.
The Board noted the departure from the original concept of the submitted
plans. It was felt the original plans provided a human scale along with a
design compatible to the community, both of which were missing in the new
plan. The Board felt the elevations should be restudied to scale down the
structure and provide a design consistent with the desert environment. One
suggestion was to consider a trellis or canopy structure over the entry
areas for solar protection and better human scale.
Staff noted they would present the revised plans to the Planning Commission
for their information.
On a motion by Jackson, seconded by Leung, the Board continued this request
to allow a restudy of the following items:
1 . All exterior elevations especially entries.
2. Expand use of tile roofing, especially on north elevation.
3. Use of stucco band around structure.
4. Present preliminary landscaping plan at next review.
Carried 5-0-1 (Cook abstaining) .
Case No. 140C - FIDELITY FEDERAL SAVINGS - Request for approval of preliminary
plans for Savings and Loan building at the northeast corner of Highway 74
and El Paseo; Bob Lafon was present.
The Board reviewed the submitted plans and noted the tower facing E1 Paseo
should be designed as a cupola. The use of flashed versus unflashed tile
was discussed, with it ultimately being decided that the flashed tile as
submitted was acceptable.
The Board felt the sign on the tower should be lowered. The applicant stated
that he would prefer the signs then not be a part of this approval .
On a motion by Holden, seconded by Cook, the Board granted preliminary approval
subject to the following conditions:

2. Construction plans shall be submitted for approval to the City Fire
P�arshal prior to issuance of building permits. All conditions shall
be made a part of construction and no certificate of occupancy shall
be issued until completed.
3. Final construction drawings, including a final landscaping, grading,
lighting, amenities, trash storage, walkway layout, irrigation plans
and sign program shall be submitted to the Design Review Board. No
final inspection or occupancy permit shall be given by the Department
of Environmental Services to this project until the aforementioned
approved plans and construction shall have been completed.
4. Drive-through lane shall be a minimum of 11 feet on those areas noted
as 10 feet wide.
5. Two existing palm trees near intersection to remain or be relocated
and incorporated into landscaping.
6. "C" type light closest to E1 Paseo on Highway 74 to be deleted or
installed to eliminate spill over on El Paseo.
7. Visible interior of all open towers to be stuecoed or otherwise finished
to match exterior.
8. Final construction drawings to include directional parking lot striping
to guide traffic.
9. Street improvements to be provided on El Paseo and Highway 74 to speci-
fications of Public Works Director; with unused driveway approach on
Highway 74 to be removed and replaced with curb, gutter, etc.
10. Two 3 ft. by 3 ft. tree wells, 40 ft. on center, to be provided on Hiahway
74, with 8 foot high (brown trunk) Washingtonia Robusta to be planted
in tree wells.
Carried unanimously 6-0.
Case No. 141C - MJL CORPORATION APJD SAN MIGUEL EQUITIES, INC. - Request for
approval of preliminary plans for restaurant on land bounded by Highway 111 ,
44th Avenue and Painter's Path; Kurt Donat and Bob Gilroy were present.
The Board stated they felt the right side of the elevation facing Highway
111 , should be provided with additional architectural treatment by use of
a facia or tile treatment.
The overall design was reviewed with it being felt that exterior colors
could vary from those used in the retail buildings.
On a motion by Cook, seconded by Holden, the Board granted preliminary
approval , subject to the following conditions:
l . All existing trees on or adjacent to site, to be retained.
2. Roof mounted lighting to be deleted.
3. Ramp to trash enclosure to be retained.
4. Built-up wood facia or other treatment to be provided on right side of
building facing Highway 111 , and on north side return.
5. Construction plans shall be submitted for approval to the City Fire
Marshal prior to issuance of building permits. All conditions sha11 be
made a part of construction and no certificate of occupancy shall be
issued until completed.

Case No. 220 P�F - TAP�IARISK SPRIfdGS DEVELOPMEP�T COPIPANY - Request for
approval of preliminary plans for two single family residences on a lot
located on the north side of Alessandro Drive, approximately 140 feet
east of Cabrillo Avenue; Diane Stadleman was present.
The Board reviewed the revised plans and felt they were generally acceptable.
The Board requested a revised exterior stucco color be submitted for
approval with the final working drawings.
On a motion by Jackson, seconded by Holden, the Board approved this request
subject to the following conditions:
1 . Construction plans shall be submitted for approval to the City Fire
Marshal prior to issuance of building permits. All conditions shall
be made a part of construction and no certificate of occupancy shall
be issued until completed.
2. Final construction drawings, including a final landscaping, grading,
lighting, amenities, trash storage, walkway layout, irrigation plans
and sign program shall be submitted to the Design Review Board. No
final inspection or occupancy permit shall be given by the Department
of Environmental Services to this project until the aforementioned
approved plans and construction shall have been completed.
3. All retaining walls and block walls to be stuccoed entirely on both
sides.
4. Recorded agreement to be required for undergrounding of overhead
utilities, pursuant to Municipal Code Sections 25.56. 110 (E) and
25.56.120, prior to issuance of building permits.
5. Retaining walls to be provided as shown on submitted grading plan.
6. Exterior stucco and retaining wall color to be submitted with final
working drawings.
Carried unanimously 5-0.
Case PJo. MINOR CONSTRUCTION - Request for approval of solar panel
installation at 73-305 Ironwood Street; Dayton Johnson, Tom Flanagan,
and John Gapp were present.
The Board reviewed the request. An extensive discussion followed on how
to architecturally screen solar panels. The Board felt each case is unique
and should be treated individually.
The Board felt the screening should generally match the adjacent wall
material . The Board indicated a variety of textured plywood materials
are available.
On a motion by Jackson, seconded by Barton, the Board approved this
request, subject to the following conditions:
1 . Screen to be exterior plywood, painted to match stucco used on walls.

Carried unanimously 5-0.
The Board noted that when solar installations are requested, two Board
Members will be called in to review and approve the request.
Barton left at this time.
IV. DISCUSSIOPd ITEMS
SUNRISE CORPORATION - Informal review of Administration Building at South-
east corner of Cook Street and Country Club Drive; Phil Smith and Robert
Altevers were present.
The Board reviewed the plans and generally felt there were no major problems
with the concept.
MAYER PARK - Staff presented the plan which had been approved by Planning
Commission.
