MINUTES
DESIGPJ REVIEW BOARD MEETING
TUESDAY - MARCH 24, 1981

I . The meeting was called to order at 2:30 P.M. , after a 12 hour study
session.

On a motion by Jackson, seconded by Holden, the Board approved the
minutes of February 24, 1981 , as written.
Carried 3-0-2 (with Cook and Barton abstaining) .
II . h1inute hiotion approving cases found acceptable at the Study Session:
Case No. 223 MF - DON TRIVETT - Approval of working drawings for
construction of carports on property on the south side of Shadow Mountain
Drive, approximately 50 feet west of Lupine Lane; Don Trivett was present.
Approved subject to modification of wall screening two open parking
spaces.
Case No. 148 MF - DON KAVANAUGH - Approval of tennis court in residential
project at northeast corner of Via Cinta and Hovley Lane; Don Kavanaugh
was present.
Approved subject to the following conditions:
1 . Tennis court fencing to be a maximum of 10 feet high.
2. Tennis court lighting to be a maximum of 20 feet high, with black
box down shining lights.
3. Location of court to be relocated adjacent to cul-de-sac to the west.
On a motion by Jackson, seconded by Barton, the Board approved the above
cases, subject to conditions.
Carried unanimously 5-0.
III. CASES:
Case No. 604 SA - SOUTHWESTERN ENTERPRISES - Approval of two subdivision
signs at the northeast and southeast corners of Highway 74 and P1esa View
Drive; Leon and Cal were present.
The applicant presented a similar sample of what the proposed sign would
look like. The Board indicated their concern regarding painting and style
of the sign; they felt the lack of preciseness of the letter slant was
unacceptable and that the sign was too rustic.
Various options of light or dark letter colors were discussed. The Board
suggested the applicant study the possibility of backlighting the sign,
and redesigning it with the possibility of all capital letters considered.

The Staff noted the sign size cannot exceed 15 sq.ft. The Board indicated
the material and technique would be acceptable, if an appropriate design
is submitted.
On a motion by Barton, seconded by Jackson, the Board continued this
request to allow redesign, with the items as noted above taken into con-
sideration.
Carried unanimously 5-0.
Case No. 144 C - CLIFF SHIfJN - Approval of plans to add shade structure
to the rear of commercial building; P�ichael Swartz was present.
The Board noted the design was acceptable, but had questions pertaining
to construction details. A discussion followed on various construction
techniques and stain color.
On a motion by Jackson, seconded by Holden, the Board approved this request
noting that the applicant should consider a lighter stain color and
alternate construction techniques.
Carried 3-2 (with Barton and Martin voting No) .
Case No. 92 C - DAI SHOGUN OF JAPAN - Approval to allow exterior modi-
fication to roof for restaurant at Las Sombras Village, at 44th Avenue
and Highway 111 ; Masako was present.
The Board noted that they were not satisfied with the Etinne screen, which
the proposed screen matched. Options including painting the screen to match
the roof were discussed. After considerable discussion, the Board determined
the screen should be redesigned. The applicant noted that she wished to
submit the interior remodeling plans to the Building Department as soon as
possible.
On a motion by Cook, seconded by Barton, the Board approved the plans,
with the exception of the roof screen; roof screen design to be sub-
mitted for approval with emphasis on designing the screen to look like
roof element.
Carried unanimously 5-0.
