PALM DESERT DESIGN REVIEW BOARD MEETING
TUESDAY - AUGUST 10, 1982
2:00 P.M. CITY HALL COUNCIL CHAMBERS
I. The meeting was called to order at 2:00 p.m. after a one hour study session.

III. On a motion by Mr. Holden, seconded by Mr. Gregory the minutes of the July 13th,
1982 meeting were approved. Motion carried 3-0-3 (Mr. Barton, Mr. Cook and Mr.
Martin abstained).
On a motion by Mr. Gregory, seconded by Mr. Martin the minutes of the July 27th,
1982 meeting were approved. Motion carried 2-0-4 (Mr. Barton, Mr. Cook, Mr.
Holden, and Ms. Jackson abstaining). Mr. Barton noted that he had arrived just as
the meeting ended.
IV. CASES:
A. Final drawings or items not requiring planning commission confirmation:
1.CASE NO: 739 SA
APPLICANT (AND ADDRESS): THE SOUTHLAND CORPORATION, 16069
Shoemaker Avenue, Cerritos, CA and BERNARD LEUNG & ASSOCIATES,
73-960 El Paseo, Suite 4, Palm Desert, CA 92260.
NATURE OF PROJECT/APPROVAL SOUHT: Sign approval for 7-ELEVEN
and CHIEF AUTO PARTS.
LOCATION: 73-800 Highway 111.
ZONE: C-1
Mr. Smith summarized the staff report indicating that the board had
reviewed a sign proposal for this property at its meeting of July 13, 1982, at
which time it had recommended that the base be redesigned and the colors
be toned down.
Staff felt it could not recommend approval of the sign base as redesigned
and resubmitted.
The board agreed with staff and recommended that instead of having a base,
the sign should be placed directly on the wall with the portion of the wall
where the sign would be placed being raised eighteen inches.
Mr. John Wernig representing the 7-ELEVEN portion of the sign indicated
that this would be acceptable. He added that he had originally recommended
that the sign be integrated with the wall.
The applicant had submitted three different color alternatives with
alternative two and three being the most acceptable to staff.

Mr. Wernig stated that his first choice would be Alternative No. 1 which
displays a red 7 and their second choice would be Alternative No. 2 showing
the brown 7 with the word ELEVEN in red.
The board felt that the color scheme in Alternative No. 2 (described below)
would be acceptable with some modification.
Mr. Cook asked what proportions were being used on the sign since the plans
on the wall were not the same as the photograph he was handed. He was
concerned that the 7 on the 7-ELEVEN side would be within one inch of the
border.
Mr. Cook felt the border around the 7 should be enlarged.
Mr. Barton felt the sign was overstated and not in keeping with the intent of
the city's sign ordinance and design review process. He felt it looked like a
product of mass marketing.
Mr. Wernig responded that a lot of things are mass produced and are
attractive and used every day.
Mr. Diaz felt the scale of the letters in the CHIEF AUTO PARTS section
should be reduced so that it would be the same proportion as the 7 on the
7-ELEVEN side.
Mr. James R. Tarantino representing the CHIEF AUTO PARTS section of
the sign was present and indicated that although he could not commit
himself, he felt the changes would be acceptable to his company.
Mr. Charles Garland was present on behalf of the architect. As far as the
proportions of the 7-ELEVEN portion were concerned, he had drawn the
plans according to their registered trademark. He didn't feel they would
want to change their logo.
Mr. Diaz felt the sign should be approved based on Alternate Plan No. 2
(displayed on the wall) subject to the conditions recommended by the board.
On a motion by Mr. Holden, seconded by Mr. Cook, the sign was approved
subject to the following conditions:
1. That the color scheme presented in Alternate Plan No. 2
of the plans submitted be utilized. The brown
7 with the word ELEVEN in red for the 7-ELEVEN portion
and the red background for the CHIEF AUTO PARTS portion
being red with brown or rust plexiglass in back.
This brown or rust plexiglass would also be placed in
back of the ELEVEN.
2. That the 7 in the 7-ELEVEN sign have a minimum border
top and bottom of 6 inches.
3. That the "CHIEF AUTO PARTS" letters be scaled down to
be compatible with the 7 of the 7-ELEVEN portion of
the sign and provide an identical border.
4. That the sign be placed on that portion of the wall that is raised
eighteen inches above the main wall for the width of the sign.
The applicants agreed to resubmit the plans showing these changes to staff.
Motion carried unanimously 6-0.

B. Preliminary plans requiring planning commission confirmation at its meeting
of August 17, 1982:
1.CASE NO: 174 C
APPLICANT/ADDRESS: J.P. CONSTRUCTION, INC., 74-831 Velie Way,
Suite 1, Palm Desert, CA 92260.
NATURE OF PROJECT/APPROVAL SOUGHT: Preliminary approval of
plans for the first of three warehouse buildings.
LOCATION: Cook Street Industrial Park, east of Cook Street on the north
side of Mayfair Drive.
ZONE: S.I.
Mr. Smith reviewed the staff report. He indicated that the planning
commission would be reviewing a report to reduce the required rear yard in
the S.I. zone in the near future and that if the rear yard setback is changed
by the planning commission and city council, then staff feels the site plan as
submitted would be acceptable.
After reviewing the site plan and elevations, the board felt they were
acceptable and should be granted preliminary approval.
Mr. Gregory reviewed the landscape plan and felt it could be improved as
indicated in the motion.
On a motion by Mr. Holden, seconded by Mr. Cook, the preliminary plans
were approved subject to the following conditions:
1. Construction plans shall be submitted for approval to the
city fire marshal prior to issuance of building permits. All
conditions shall be made a part of constuction and no
certificate of occupancy shall be issued until completed.
2. Final construction drawings, including a final landscaping,
grading, lighting, trash storage, walkway layout, irrigation
plans and sign program shall be submitted to the design review
board. No final inspection or occupancy permit shall be given
by the department of environmental services to this project
until the aforementioned approved plans and construction shall
have been completed.
3. That a building permit not be issued until and unless the
rear yard setback requirement is amended to make this proposal
conform.
4. That the landscape plan be redrawn showing proper scale of
planting material with plant material being redistributed
as necessary.
5. That the materials on the west side of the building be re-evaluated.
Motion carried unanimously. 6-0.

3.CASE NO: 239 MF
APPLICANT (AND ADDRESS): SUNRISE COMPANY, 41-500 Monterey
Avenue, Palm Desert, CA 92260.
NATURE OF PROJECT/APPROVAL SOUGHT: Preliminary and final
approval of architectural plans and elevations for Lakes Country Club.
LOCATION: Southeast corner of Country Club Drive and Cook Street.
ZONE: PR-4. S.P.
Mr. Smith indicated that the board had reviewed the applicant's site plan at
its meeting of June 8, 1982, in order that one of the conditions of the
tentative map approval could be fulfilled at which time it granted a
preliminary approval.
Detailed plans have since been submitted for the tennis clubhouse, golf
clubhouse, maintenance building, gatehouse, sales office and model units.
The architectural theme of the project would be "ranch style" with
extensive use of wood siding trim, stone veneer, stucco and "rustic shake"
roofs will be used.
Mr. Smith indicated that the elevation plans are acceptable and that the site
plan layout provides a considerable amount of solar protection for most of
the units.
Staff felt the plans should be granted preliminary approval and that final
approval be granted when the necessary landscape plans are submitted.
Mr. Phil Smith was present on behalf of Sunrise Company. He asked if he
could get into plan check before getting final plan approval. It was his
understanding that he would be granted preliminary and final approval for
the architectural plans and the landscape plans could be submitted later.
Mr. Diaz indicated that he would have no problems in allowing the applicant
to proceed in plan check and that prior to issuance of a building permit a
landscape plan would have to be submitted and approved.
On a motion by Mr. Cook, seconded by Mr. Barton the plans were given
preliminary and final approval subject to the landscape plans being
submitted and approved prior to issuance of a building permit.
Motion carried unanimously.
IV. DISCUSSION ITEMS
TROVE - 73-700 El Paseo
The board reviewed and approved the applicant's request to install mirrors around
the entry of the store and revise the existing landscape planter.-
V. ADJOURNMENT:
The meeting was adjourned at 3:00 p.m.
