MINUTES
PALM DESERT DESIGN REVIEW BOARD MEETING
TUESDAY - AUGUST 24, 1982
2:00 P.M. CITY HALL COUNCIL CHAMBERS
I. The meeting was called to order at 2:10 p.m. after a one hour and ten minute study
session.

III. On a motion by Mr. Barton, seconded by Ms. Jackson, the minutes of the August 10,
1982 meeting were approved as written.
Motion carried 3-0-1 (Mr. Leung abstained and Mr. Cook arrived after the minutes
were voted on).

V. DISCUSSION ITEMS:
A. LIGHTING PLAN FOR PALMS TO PINES WEST, PHASE II
Mr. Smith indicated that the plan was in general conformity with the
lighting ordinance, however staff was concerned with respect to the use of
30 foot tall light poles in the parking area adjacent to El Paseo. He
indicated that a light standard of 20 feet in height in this area would be
more palatable to staff.
The board was in agreement with staff, it felt that 30 foot tall light poles
could disturb the property owners across the street.
Mr. Carlson representing the developer indicated the plan conformed to the
city ordinance and that he had been advised by the city in writing that 30
foot poles were acceptable and he also noted that he was very concerned
about the cost of revising the plan which would require a computer analysis
costing $1,500.
Staff noted that the maximum height for light standards is 30 feet but that
a standard of this height is not appropriate in all locations in the city.
The board was in general agreement that a 20 foot high standard in the
parking area adjacent to El Paseo would be more agreeable.
Mr. Diaz indicated that in order for the applicant to avoid another computer
analysis, staff could accept a letter from the lighting engineer stating that
the minimum level one foot candle would be achieved in this area with the
lighting on 20 foot poles.
The board felt this would be acceptable.

On a motion by Ms. Jackson, seconded by Mr. Barton the board approved the
lighting plan subject to:
1. The lighting of the parking area adjacent to El Paseo being revised to
show 20 foot standards in the proper number and location to meet the
city's present lighting requirements.
2. A letter from the lighting engineer indicating that the resubmitted
lighting plan would meet the city's lighting requirements and may be
substituted for the computerized lighting plan previously submitted.
3. Any light fixtures located on the north side of the parking area should
be horizontally level with the parking lot and not inclined 10 degrees.
Motion carried 4-0-1 (Mr. Cook abstained).
B. SATELLITE DISH ANTENNA - PROPOSED ORDINANCE AMENDMENT
Mr. Smith indicated the planning commission at its last meeting of August
17, 1982, had requested that staff look into the matter of private usage of
satellite dish antennas and return to them with a full report. He added that
staff felt this matter should be brought up to the design review board for its
comments.
Although it was the concensus of the board that an ordinance could be
prepared indicating that if a satellite dish antenna is used, that it not be
visible from surrounding properties unless there is consent from the
surrounding property owner, it was decided this matter should be continued
to the next meeting in order that the matter be studied further.
V. ADJOURNMENT
The meeting was adjourned at 2:40 p.m.
