The meeting was called to order at 2:00 p.m. after a 90 minute study session. MEMBERS PRESENT: Al Cook (arrived at 2:30 p.m.) Vern Barton Ron Gregory Rick Holden Phyllis Jackson MEMBERS ABSENT: Bernie Leung (Excused Absence) Charles Martin (Excused Absence) STAFF PRESENT: Ramon A. Diaz Stan Sawa Steve Smith Patricia Armitage On a motion by Mr. Holden, seconded by Mr. Gregory, the minutes of the January 12, 1982, meeting were approved. Motion carried unanimously 4-0. II. The following cases were found acceptable at the study session and were approved on a motion by Mr. Holden, seconded by Mr. Barton: CASE NO. 227 MF - FRANK URRUTIA and LARRY SPICER for Ironwood Country Club. CASE NO. 703 SA - ANAHEIM SAVINGS and QRS CORPORATION. Motion carried unanimously 4-0. III. CASES: l. CASE NO. 231 MF - MIKE'S CONSTRUCTION - Mr. Mike Suko was present. Mr. Smith reviewed the staff report and indicated that this application was for preliminary and final approval of plans for a four unit apartment complex on the north side of Royal Palm, west of San Pablo. The Board was concerned over the lack of solar protection and felt the applicant could provide it with a better Qlan. Mr. Holden felt that a three foot overhang wouldn't be adequate. Mr. Suko replied that it would be ample protection, that most buildings in that area have no solar protection at all. Ms. Jackson indicated that the reason for this is that they were built when there was no energy problem. Ms. Jackson asked if the floor plan could be approved and just have the applicant come back with a solar protection, landscape plan and improved elevations at the front. Mr. Diaz indicated that the approval could be that the applicant could proceed with grading and with the slab, but not with the framing and he reminded him that even with the Design Review Board approval, he would still have to have a Tentative Tract Map to combine the lots before he could put in the slab. The Board felt the landscape plan could be improved. On a motion by Mr. Gregory, seconded by Mr. Barton, the Board granted approval for the grading permit and the slab, subject to the conditions listed in the staff report and pending the submission of a new plan for landscaping, re- design for solar protection and elevation improvements. • - 1 - � � DESIGN REVIEW BOARD MINUTES JANUARY 26, 1982 2. CASE NO. 155 C - B.P.S. DEVELOPMENT COMPANY - Mr. Bernie Solomon was present. Mr. Smith reviewed the staff report indicating that this application was for F preliminary and final approval of the landscape and irrigation plans for the Granada Royale Hotel at the north side of Highway 111, east of Deep Canyon. The Board reviewed the plans and found them acceptable although they felt that the type of irrigation at the trees and specifcally the Palms should be improved. On a motion by Mr. Holden, seconded by Mr. Gregory, the landscape and irrigation plans were approved with a Condition that the applicant provide a bubbler or drip irrigation for all of the trees, specifically the Palms. Motion carried 4-0. 3. CASE NO. 112 C - CHARLES GIBBS - Mr. Gibbs was present and Mr. Cook arrived at the meeting at this point. Mr. Smith reviewed the report and indicated that Staff is recommending preliminary approval to add a mini-storage facility to an existing building, providing Mr. Gibbs can assure that there will be proper landscaping and maintenance thereof. Ms. Jackson was concerned over the fact that there were no lights in the back units. Mr. Gibbs replied that lights were not required in the smaller units but he added that he would see that the area is properly illuminated. Mr. Gibbs indicated that the reason the landscaping looks so bad is due to poor water pressure received from the main water lines. When this is resolved, the landscaping and maintenance will be no problem. On a motion by Mr. Gregory, seconded by Mr. Barton, preliminary and final approval was granted subject to the conditions listed in the January 12, 1982, staff report, with the following revisions: Condition No.2 will be amended to read: "Subject to submission of a revised landscape plan, with the applicant listing the changes on same". Condition No.3 shall be amended to read that "The applicant shall submit a letter stating that he will maintain the landscape plan". Motion carried unanimously 5-0. 4. CASE NO. 230 MF - BALLEW - ARBUCKLE and MARTIN - The applicants were not present. Mr. Smith reviewed the staff report and indicated that this was an application for preliminary and final approval of landscape plans and a recreation building plan. The Board found the recreation plans were acceptable but felt the landscape plans needed to be restudied. Mr. Gregory didn't feel that a 15 foot wide strip of "Dwarf Rosemary" around the whole perimeter of the site as ground cover, would be a good idea. He also felt that extensive use of Eucalyptus trees would be uninteresting and added that they grow too big and too fast. - 2 - � � DESIGN REVIEW BOARD MINUTES JANUARY 26, 1982 CASE NO. 230 MF - BALLEW - ARBUCKLE and MARTIN (CONTINUED) Mr. Cook moved and Mr. Holden seconded to approve the preliminary and final plans for the recreation building and that the landscape plan be returned to the Board for review. Motion carried unanimously 5-0. IV. DISCUSSION ITEMS: Mr. Sawa had just returned from a meeting regarding the entrance sign to the City and indicated that Ballew-Arbuckle and Martin are preparing plans for a new sign. He added that Marian Henderson had been to each meeting and had stated that she could raise the funds to install a good looking sign. Mr. Sawa indicated that they will be meeting on a regular basis and everything should be resolved by next spring. V.
