The meeting was called to order at 2:00 p.m. after a one hour study session. II. MEMBERS PRESENT: Ron Gregory Rick Holden Phyllis Jackson Bernie Leung MEMBERS ABSENT: Vern Barton Al Cook Charlie Martin STAFF PRESENT: Ramon A. Diaz Steve Smith Patricia Armitage On a motion by Mr. Holden seconded by Mr. Gregory, the minutes of the June 22, 1982, meeting were approved as written. Motion carried 3-0-1 (Mr. Leung abstained). III. Minute motion approving cases found acceptable at the study session. None IV. CASES: A. Final drawings or items not requiring planning commission confirmation: 1. CASE NO: 203 MF APPLICANT (AND ADDRESS): MACK DEVELOPMENT, Ill N. 5th Street, Redlands, CA 92373; DESERT SPRINKLER SERVICE AND LANDSCAPE, 1827 Racquet Club Road, Palm Springs, CA 92262. NATURE OF PROJECT/APPROVAL SOUGHT: Final approval of landscape plans and recreation building plans in a 116 unit condominium development. LOCATION: South side of Country Club Drive, approximately 2000 feet east of Monterey. ZONE: PR-5 Mr. Smith indicated that the board had approved final working drawings for a 116 unit condominium development at its meeting of February 10, 1981. The plans were approved subject to submittal of plans showing the recreation building and satellite recreation areas and landscape plans showing air conditioning pads and screening and including all the design review board conditions from their April 8, 1980, meeting. The applicant has submitted landscape plans and a plan for the recreation building which was reviewed at the study session. The recreation building plans were acceptable but the board felt the landscape plans should be revised and the issue of blowsand protection addressed. Ms. Laverne Reisman was present to represent the applicant. She indicated that the applicant was presently under a very tight budget and would find it hard to make too many changes to the landscaping. - 1 - 'L NOW DESIGN REVIEW BOARD MINUTES JULY 13, 1982 1. CASE NO. 203 MF (CONTINUED) Mr. Gregory felt that in general the plans were inadequate and indicated the following concerns: 1. Poor layout of trees; random planting, little grouping of trees. 2. Trees too small. 3. Inadequate planting around pools. 4. Eucalyptus planted too close to concrete; species not shown. 5. No attention given to parking lot screening. 6. Perimeter palms too short; no accent planting shown below. 7. Perimeter planting totally inadequate, more attention needed. 8. Meandering sidewalk must be completely shown (no "typical"). 9. Not enough attention to entrance design. 10. Tennis court layout unacceptable, inadequate layout, not enough plant material; no design apparent. 11. Pool detail, plant sizes too small, vinca major should not be planted as a shrub (should be planted as groundcover). 12. Typical units, plants too small, no provision for sun exposures for different orientations. The board felt that the wall along Country Club Drive should be slumpstone and that the concrete portion be painted the same color. On a motion by Mr. Gregory seconded by Mr. Holden, the plans for the recreation building design were approved as submitted and the applicant was requested to resubmit the wall and landscaping plans for the next design review board meeting. Motion carried unanimously 4-0. 2. CASE NO: 739 SA APPLICANT/ADDRESS: THE SOUTHLAND CORPORATION, 16069 Shoemaker Avenue, Cerritos, CA; BERNARD LEUNG & ASSOCIATES, 73-960 El Paseo, Suite 4, Palm Desert, CA 92260. NATURE OF PROJECT/APPROVAL SOUGHT: Sign approval. LOCATION: 73-800 Highway I I I ZONE: C-1 Mr. Diaz indicated that staff was concerned with the lack of integration of the sign to the building and felt the colors of the sign should be more subdued. It could be improved by changing it to an ivory colored background with the number 117" being one color and the words "Chief Auto Parts" being brown. Ms. Jackson felt the landscaping within the planter area might assist in integrating the sign. Mr. Leung indicated that he could redesign the base. The board was in agreement that the colors should be toned down. - 2 - *420 DESIGN REVIEW BOARD MINUTES JULY 13, 1982 2. CASE NO. 739 SA (CONTINUED) Mr. J.R. Tarentino was present on behalf of Chief Auto Parts and 7-11 and indicated that he would like to request that the sign be maintained as presented because it is their logo. On a motion by Mr. Holden, seconded by Mr. Gregory, the board was in agreement that the matter be continued in order to allow the applicant to resubmit a redesign of the base integrating it more with the sign, toning down the colors and redesigning it so that it appears to be unified. Motion carried 3-0-1. Mr. Leung abstained. B. Preliminary plans (NOTE: Preliminary plan approval requires planning commission confirmation at its meeting of July 20, 1982). 1. CASE NO. 235 MF APPLICANT/ADDRESS: MARIO LALI, 73-387 Willow, Palm Desert, CA 92260. NATURE OF PROJECT/APPROVAL SOUGHT: Preliminary approval of plans for a duplex dwelling. LOCATION: Northeast corner of Chicory and Shadow Mountain Drive. ZONE: R-3 (3) Mr. Smith reviewed the staff report indicating that the proposed duplex complied with the relevant zoning ordinance provisions. He added that the landscape plan submitted by the applicant only delineates the areas to be landscaped, the materials to be installed were not specified. Mr. Leung stated that the plans had already been approved by the Palm Desert Property Owners Association. On a motion by Mr. Holden, seconded by Mr. Leung, the preliminary plans were approved as submitted subject to the conditions contained in the staff report. Motion carried 4-0. 2. CASE NO: 172 C APPLICANT/ADDRESS: PALM DESERT NATIONAL BANK, 73-655 El Paseo, Palm Desert, CA 92260; GEORGE RITTER, A.I.A., 73-899 Highway 111, Palm Desert, CA 92260. NATURE OF PROJECT/APPROVAL SOUGHT: Preliminary design approval for a 9438 square foot bank and commercial retail & office building. LOCATION: Southeast corner of El Paseo and Larkspur Lane. ZONE: C-1, S.P. Mr. Smith reviewed the staff report indicating that this application was for a permanent bank, a facility which would replace the present temporary structure on the property, along with ancillary retail commercial and office space. Staff recommended approval subject to the conditions listed in the staff report. A conditional use permit would be required for the drive through teller. The board reviewed the preliminary plans and felt they were acceptable. - 3 - 1000' DESIGN REVIEW BOARD MINUTES JULY 13, 1982 CASE NO. 172 C (CONTINUED) Mr. George Ritter, architect for Palm Desert National Bank was present and indicated that he had reviewed the staff report and felt the conditions as noted in the staff report were acceptable. On a motion by Mr. Holden seconded by Mr. Leung the board approved the preliminary plans contingent on the conditional use permit being approved. Motion carried 3-0-1 (Ms. Jackson abstained). IV. DISCUSSION ITEMS: 1. CASE NO. 226 MF APPLICANT AND ADDRESS: CGO ENTERPRISES, 74-595 Peppertree, Palm Desert, CA 92260. NATURE OF PROJECT/APPROVAL SOUGHT: Final approval of plans for the relocation of Monterey Avenue apartment units. LOCATION: Northwest corner of Driftwood Avenue and Shadow Hills Road, Palm Desert, CA 92260. ZONE: R-3 (3) Mr. Smith indicated that final plans had been submitted for the relocation of 10 apartment units. He added that the applicant was presently in plan check on condition that the board grant final approval of these plans and that any changes it felt necessary would be added to them. The letter from Mr. Sweet dated July 9, 1982, was read indicating that board's concerns had been investigated and addressed. Mr. Rowland F. Sweet was present to respond to any questions the board might have. Mr. Holden indicated that since they had a full set of drawings on the relocation and the applicant had indicated a willingness to comply with whatever the board might feel was necessary as far as the landscaping was concerned, he felt the board should grant the final approval. Mr. Holden moved to approve the final working drawings as submitted, Mr. Leung seconded. Motion carried 3-0-1. (Mr. Gregory abstained) 2. CASE NO. 171 C APPLICANT (AND ADDRESS): PALM DESERT FLORIST, Mr. Allan Willard, 74-115 Highway 111, Palm Desert, CA 92260 and CARL COX, 81-713 Highway 111, Indio, CA 92201. NATURE OF PROJECT/APPROVAL SOUGHT: Clarification of interpretation of building department regulation. Mr. Allan Willard was present to answer any questions the board might have. Mr. Smith advised that the plans for the remodel by Palm Desert Florist which the board had previously approved were in plan check. The building department is requiring the deletion of the cornices and mansard roof adjacent to the west property line. - 4 - DESIGN REVIEW BOARD MINUTES JULY 13, 1982 2. CASE NO. 171 C (CONTINUED) The board reviewed and approved the elimination of the cornices as required by the building department. Mr. Willard, applicant was present and thanked the board for its expeditious handling of the problem. 3. CASE NO. 129 C APPLICANT (AND ADDRESS): GERALD CHAZAN, 431 N. Brand Blvd., Glendale, CA 91203 and ROBERT RICCIARDI, 42-600 Bob Hope Drive, Rancho Mirage, CA 92270. NATURE OF PROJECT/APPROVAL SOUGHT: Approval of a 24 hour teller sign for Great Western Savings bank. LOCATION: Palms to Pines West, Phase II. ZONE: PC (3) S.P. Mr. Smith advised the board that at the last meeting they had rejected the request by Great Western Savings to have a pedestrian sign facing onto Highway 111. The applicant is now requesting a similar sign facing south onto the internal parking lot. After reviewing the plans it was the concensus of the board that the proposed 24 hour teller sign facing south onto the parking lot was acceptable as a pedestrian sign. V.
