HomeMy WebLinkAbout1982-07-27 MINUTES PALM DESERT DESIGN REVIEW BOARD MEETING JULY 27, 1982 2:00 P.M. CITY HALL COUNCIL CHAMBERS I. The meeting was called to order at 2:20 p.m. after a one hour and twenty minute study session. Because the fourth member of the design review board was not available, it was determined that since a vote of 3-1 could approve an application, the board was authorized to take action on any item which received a unanimous vote of the members present. II. MEMBERS PRESENT: Ron Gregory Bernie Leung Charlie Martin MEMBERS ABSENT: Vern Barton Al Cook Rick Holden Phyllis Jackson STAFF PRESENT: Ramon A. Diaz Steve Smith Patricia Armitage The board decided to postpone action on the minutes of the July 13, 1982 meeting until the meeting of August 10, 1982. III. Minute motion approving cases found acceptable at the study session. None IV. CASES: A. Final drawings or items not requiring planning commission confirmation: 1. CASE NO: 742 SA APPLICANT (AND ADDRESS): TRIPLE "A" SIGNS, 11015 Cumpston 57, North Hollywood, CA 91601. NATURE OF PROJECT/APPROVAL SOUGHT: Replace existing commercial center sign and provide a new sign program for Glendale Federal Savings. LOCATION: Palms to Pines Center, southwest corner of Highway 111 and Plaza Way. ZONE: PC (3) S.P. Mr. Smith reviewed the staff report indicating that the applicant wishes to replace the existing signs which are located on the wall area above the tile roof. The applicant also wishes to replace the existing Palms to Pines center sign with a new one which complies with the sign ordinance. Mr. Smith felt the board should discuss the appropriateness of the use of the red color which he felt could be toned down if substituted by a rust color. After reviewing some color samples, the board concurred with staff's recommendation. Mr. J. Garbutt of Triple "A" Sign Company was present to represent this case and agreed to change the color of the lettering. On a motion by Mr. Gregory, seconded by Mr. Leung, the board approved the center identification sign for the Palms to Pines Center and approved the sign program for Glendale Federal Savings, subject to the red color being changed to rust plexiglass No. 2380 and removal of the existing sign. Motion carried unanimously 3-0. - 1 - �rrr DESIGN REVIEW BOARD MIUTES JULY 27, 1982 2. CASE NO: 170 C APPLICANT (AND ADDRESS): FRANK R. GOODMAN & ASSOCIATES, 77-900 Avenue of the States, Palm Desert, CA 92260. NATURE OF PROJECT/APPROVAL SOUGHT: Final landscape plan for industrial tract. LOCATION: Southeast corner of Hovley Lane and Cook Street. ZONE: S.I. S.P. Mr. Smith stated that the applicant had appeared before the board at its June 8, 1982 meeting, to request permission to change the landscaping plan. The request was approved subject to some revisions which have since been provided. The board reviewed the revisions on the plans and found them acceptable. On a motion by Mr. Leung, seconded by Mr. Gregory, the final landscape plan for the industrial tract was approved. Motion carried unanimously 3-0. 3. CASE NO: 235 MF APPLICANT (AND ADDRESS): MARIO LALI, 73-387 Willow, Palm Desert, CA 92260. NATURE OF PROJECT/APPROVAL SOUGHT: Final approval of plans for a duplex dwelling. LOCATION: Northeast corner of Chicory and Shadow Mountain Drive. ZONE: R-3 (3) Mr. Smith indicated that the preliminary plans for a duplex dwelling had been approved by the design review board at its July 13, 1982 meeting, at which time a detailed landscape plan was not available. He indicated that they had since submitted one for the board to review. The board found the landscape plans acceptable. On a motion by Mr. Gregory, seconded by Mr. Leung, the board approved the final plans. Motion carried unanimously 3-0. IV. DISCUSSION ITEMS I. CASE NO. 62 C - THE GALLERIA BUILDING The applicant was present and requested some modification to the existing building. The existing open corridors on the second floor are to be enclosed in glass to connect the areas of usable floor area on the second floor. The board approved the requested modifications. 2. ATTENDANCE AT DESIGN REVIEW BOARD MEETINGS Staff recommended and the board concurred that the board members should call staff no later than the Monday before the meeting to notify staff that they will not be in attendance. - 2 - DESIGN REVIEW BOARD MINUTES JULY 27, 1982 V.
