MINUTES
PALM DESERT DESIGN REVIEW BOARD MEETING
JUNE 22, 1982
2:00 P.M. CITY HALL COUNCIL CHAMBERS
I. The meeting was called to order at 2:00 p.m. after a two hour study session.

On a motion by Mr. Holden seconded by Mr. Barton, the minutes of the June 8,
1982, meeting were approved as written.
Motion carried unanimously (6-0).
III. Minute motion approving cases found acceptable at the study session.
None.
IV. CASES:
A. Final drawings or items not requiring Planning Commission confirmation:
1. CASE NO: 160 C
APPLICANT (AND ADDRESS): MILLARD, ARCHULETA ASSOCIATES,
7440 N. Figueroa Street, Los Angeles, CA 90041.
NATURE OF PROJECT/APPROVAL SOUGHT: Final approval of plans for
the Bonwit Teller department store.
LOCATION: Part of Palm Desert Town Center
ZONE: PC-3 S.P.
The board reviewed the final plans and found them acceptable with
revisions to the landscape plan suggested by Mr. Gregory.
On a motion by Mr. Gregory, seconded by Mr. Holden, the final plans for
the Bonwit Teller department store were approved subject to the
following revisions being encompassed in the landscape plan:
I. Small canopy trees or accent shrubs to be added to the
porte cochere planters (i.e. medium fan palms or yuccas).
2. Replace Crape Myrtle with evergreen trees.
3. Add more shrubs below Brazilian Pepper.
4. Replace Baccharis with other groundcover.
5. Increase box size of Brazilian Pepper to minimum
54" box.

6. Add two more 5 gallon Doxantha.
7. Add trees to the northeast planter (minimum 30" box).
8. Revise planting in planter on the northwest corner of
the building.
9. Do not plant Broadmoor Junipers as goundcover with
Pyracantha and Rosemary growing through. If Broadmoor
Junipers are used as a groundcover, the Pyracantha and
Rosemary should be replaced.
Motion carried 5-0-1 (Mr. Cook abstained)
2. CASE NO: 737 SA
APPLICANT (AND ADDRESS): ELDORADO BANK, 73-301 Highway 111,
Palm Desert, CA 92260 and IMPERIAL SIGN COMPANY, 46-120 Calhoun
Street, Indio, CA 92201.
NATURE OF PROJECT/APPROVAL SOUGHT: Approval of a freestanding
double-faced illuminated identifcation sign.
LOCATION: 73-301 Highway 111, Palm Desert.
ZONE: C-1 S.P.
Mr. Smith reviewed the staff report indicating that the sign would be
located in a planter area on the east side of the entrance from the Frontage
Road. Its total height including the planter above existing grade would be 12
feet.
The board felt the design should be simplified by reducing the number of
elements to only those used on the bank building.
Ms. Jackson asked if it would be possible to eliminate the logo from the top
of the sign and place it where the time and temperature section is, thereby
reducing the height of the sign.
Mr. Robert George of Imperial Sign Company, said that the height of the
sign conforms with the ordinance. There are cars parked along the frontage
road and for this reason the height of the sign must be maintained. In all the
bank's other signs, the logo is located above the name of the bank. To
incorporate the logo into the same can as the bank name would increase the
overall size of the sign.
On a motion by Mr. Gregory, seconded by Mr. Cook, the proposed sign was
rejected and the applicant was requested to revise it showing a more
simplified design (i.e. number of elements). Further, that the applicant
provide a site plan of the planter area.
Motion carried unanimously 6-0.

3. CASE NO: 734 SA
APPLICANT (AND ADDRESS): CHAZAN CONSTRUCTION
COMPANY, 431 N. Brand Blvd., Glendale, CA 92201 and IMPERIAL
SIGN COMPANY, 46-120 Calhoun Street, Indio, CA 92201.
NATURE OF PROJECT/APPROVAL SOUGHT: Approval of a single-
faced freestanding monument style, illuminated sign.
LOCATION: Highway III entrance to Safeway Center.
ZONE: PC-3, S.P.
Mr. Robert George of Imperial Sign Company was present on behalf of
the applicant.
The board reviewed the plan for the single-faced freestanding
monument illuminated sign and found it acceptable.
On a motion by Mr. Cook seconded by Mr. Holden, the board
unanimously approved the plans for the sign.
Motion carried 6-0.
4. CASE NO.237 MF
APPLICANT (AND ADDRESS): MC LAIN DEVELOPMENT COMPANY,
1,470 Jamboree Road, Newport Beach, CA 92260.
NATURE OF PROJECT/APPROVAL SOUGHT: Final approval of
building elevations for two unit types.
LOCATION: Within Silver Sands Racquet Club (Phase II), southeast
corner of Country Club and Portola.
ZONE: PR-4
Mr. Stan Rossi, Mr. Don Gilmore and Mr. Dave Smalley were present to
represent this case.
Mr. Rossi distributed the "Silver Sands Racquet Club Solar Shading
Study" to the board. They reviewed it and questioned the methodology
of the report.
Mr. Gilmore responded to the board's questions.
After further discussion, on a motion by Mr. Holden, seconded by Mr.
Cook, the board approved the plans as submitted with double glazed
tinted windows and with the stipulation that when the plans for the
next phase come in, that they show some kind of permanent protection,
i.e. overhangs over the clear glass.
Motion carried 5-1 (Ms. Jackson voting against).
Mr. Holden left the council chambers at this point (2:45 p.m.)

5. CASE NO. 161 C
APPLICANT (AND ADDRESS): THE FOUNDATION FOR THE RETARDED
OF THE DESERT, c/o Mr. Owen McCook, 74-020 Chicory, Palm Desert, CA
92260.
NATURE OF PROJECT/APPROVAL SOUGHT: Final approval of plans for
an 11,600 square foot institutional facility.
LOCATION: Southeast corner of Country Club and Sagewood.
ZONE: P
Mr. Smith gave an oral report on this case. He indicated that the applicant
had not yet submitted a final landscape plan but staff would recommend
final approval subject to the applicant submitting one and it being approved
prior to the framing inspection.
Mr. Gary Knudsen was present and informed the board that he would be
submitting the landscape plans in the future. There were minor corrections
to be made.
On a motion by Mr. Cook, seconded by Mr. Barton the final plans for the
11,600 square foot institutional facility were approved subject to a
landscape plan being submitted and approved prior to the framing
inspection.
Motion carried 5-0. Mr. Holden was not present to vote on this case.
Mr. Holden returned at this point.
B. Preliminary plans (NOTE: Preliminary plan approval requires Planning
Commission confirmation at its meeting of July 6, 1982):
I. CASE NO: 171 C
APPLICANT (AND ADDRESS): CARL COX, 81-713 Highway 111, Indio,
CA 92201 and PALM DESERT FLORIST, ATTN. MR. ALLAN WILLARD,
74-115 Highway 111, Palm Desert, CA 92260.
NATURE OF PROJECT/APPROVAL SOUGHT: Preliminary approval of
plans to remodel an existing building.
LOCATION: 73-847 Highway 111.
ZONE: C-1, S.P.
Mr. Diaz reviewed the staff report and indicated that the only change to
the site plan was to create a driveway entrance directly from the
driveway in the Presidents Plaza parking lot. It was staff's feeling that if
this driveway is allowed it could be a potential traffic hazard.
Mr. Carl Cox was present and indicated that the matter had been
discussed with Mr. Barry McClellan, Director of Public Works and he had
indicated that the driveway could be installed.
Mr. Willard, owner, explained his need for the driveway. He indicated that
if it wasn't approved, he would be forced to leave his vans in the loading
zone and they would interfere with traffic circulation.

The board was in agreement that some landscaping would improve the
building.
On a motion by Mr. Cook, seconded by Mr. Holden, the board approved the
preliminary plans subject to a landscaping plan being submitted for the
west wall of the building and south wall of the patio prior to the issuance
of an occupancy permit; if the trash container is to remain, that it meet
code requirements and that the issue of the proposed driveway access to
parking lot "B" be continued to the next meeting.
Motion carried unanimously 6-0.
V. DISCUSSION ITEMS:
I. CASE NO. 129 C- GREAT WESTERN SAVINGS SIGN
Mr. Diaz indicated that the applicant had resubmitted a six square foot
deputy teller sign and if the board determined that it could be considered a
pedestrian sign, then it could be approved, if it is not approved then they
would have to apply for a variance.
It was the concensus of the board that it could not be considered a
pedestrian sign since there was no sidewalk along Highway 111.
V. AJOURNMENT
The meeting was adjourned at 3:05 p.m.
