The meeting was called to order at 1:50 p.m. after a 50 minute study session. MEMBERS PRESENT: Al Cook Ron Gregory Rick Holden Phyllis Jackson Bernie Leung Charlie Martin MEMBERS ABSENT: Vern Barton STAFF PRESENT: Ramon A. Diaz Stan Sawa Steve Smith Patricia Armitage On a motion by Ms. Jackson seconded by Mr. Holden, the Minutes of the April 27, 1982, meeting were approved as written. Motion carried 4-0-2 (Mr. Cook and Mr. Leung abstaining). II. On a motion by Mr. Holden seconded by Mr. Leung, the following cases were found acceptable at the study session and approved subject to conditions. Motion carried 4-0-1 (Mr. Cook abstaining due to a possible conflict of interest on Case No. 152 C, although he indicated that he was in favor of all the cases voted for on this motion . 1. CASE NO. 152 C Applicant/Address: MILLARD ARCHULETA/ROBERT RICCIARDI, ASSOCIATES, A.I.A., and COAST FEDERAL SAVINGS AND LOAN, 42-600 Bob Hope Drive, Rancho Mirage, CA 92270. Nature of Project/Approval Sought: Final approval of an 18,000 square foot commercial building (Coast Federal Savings and Loan and rental space). Location: Northwest corner Palms to Pines West - Phase II. ZONE: PC (3) S.P. The Board approved the final plans for this case on condition that prior to the issuance of a Building Permit: a. That a parking lot lighting plan be submitted for city approval. b. That a letter be submitted by the center's developer permitting the city to hold the public improvement bonds to assume completion of the parking lot landscaping. c. CASE NO. 233 MF Applicant/Address: SILVER SPUR ASSOCIATES, 49-200 Mariposa Drive, Palm Desert and FRANK URRUTIA, 45-756 Verba Santa, Palm Desert, CA 92260. Nature of project/Approval Sought: Preliminary design approval for an addition/remodel to the tennis clubhouse at Ironwood Country Club and an addition to the housekeeping service area. Location: Part of Lot B, Tract 4685 at 49-200 Mariposa Drive. Zone: PR-7 The Board granted preliminary design approval to the addition/remodel of the tennis clubhouse and addition to the housekeeping service area. 2. CASE NO. 169 C Applicant/Address: HARRY M. BLACKFIELD, MD., 44 Oak Forest Place, Santa Rosa, CA 95405 and ROBERT PITCHFORD, ASSOCIATES, 73-960 El Paseo, Palm Desert, CA 92260. Nature of Project/Approval Sought: Preliminary approval of plans for the remodeling of existing commercial buildings with a 2,064 square foot addition. Location: Lots 18 and 19, Block 5, Palm Desert Unit No. 1; 73-960 El Paseo, Palm Desert. Zone: C-1 S.P. The Board granted preliminary approval of the plans for remodeling of the existing commercial buildings with a 2,064 square foot addition subject to the conditions listed in the staff report. III. CASES: 1. CASE NO. 234 MF Applicant/Address: OSCAR A. WIGGINS, 1631 East 18th. Street, Santa Ana, CA 92701, C.M. ENGINEERING, ASSOCIATES, 225 E. Airport Drive, San Bernardino, CA 92408 and S.E. WISE & ASSOCIAT'ES, 242 N. Camino Arroyo, Anaheim, CA 92807. Nature of Project/Approval Sought: Approval of plans for a 10 unit apartment complex. Location: West side of San Rafael Avenue, 125 feet south of Catalina. Zone: R-2 Mr. Smith had reviewed the staff report for this case at the study session and the Board felt the preliminary plans were acceptable with a few changes on the landscape plans. Mr. Stan Wise, Architect was present and indicated that they would be willing to go along with any changes to the landscape plan recommended by the Board. On a motion by Ms. Jackson, seconded by Mr. Holden, the Board approved the preliminary plans for a 10 unit apartment complex subject to the conditions listed in the staff report and subject to the following added conditions: 1. That the Carob trees by the pool be substituted by Ficus Nitida. (If Carobs must be used, they should be male trees only.) - 2 - � . That an evergreen or semi-evergreen tree be used instead of Crape Myrtles. Motion carried unanimously 6-0. IV. DISCUSSION ITEMS CASE NO. 112 C - CHARLES GIBBS, Applicant. Mr. Diaz indicated that Mr. Gibbs had sent him a letter requesting that he be permitted to substitute the Dwarf Salmon Oleanders for Prostrate �unipers on the landscaping of his mini-storage building located at the northeast corner of 42nd Avenue and Eclectic Street.. It was the concensus of the Board that Mr. Gibbs' request be granted on condition that the Junipers be spaced a minimum of four feet on center. V.
