PALM DESERT DESIGN REVIEW BOARD MEETING
TUESDAY - OCTOBER 12, 1982
2:00 P.M. CITY HALL COUNCIL CHAMBERS
I. The meeting was called to order at 2:00 p.m. after a one hour study session.
II. MEMBERS PRESENT: Ron Gregory

III. On a motion by Mr. Holden, seconded by Mr. Gregory, the minutes of the
September 28, 1982, meeting were approved as written.
Motion carried 3-0-1 (Chairman Martin abstaining).
IV. The following case was found acceptable at the study session and approved by
minute motion:
1. CASE NO: 92 C (Amendment)
APPLICANT (AND ADDRESS): BOOTH-GOOD ARCHITECT, 20-709 Colima
Road, Walnut, CA on behalf of the Rusty Pelican Restaurant.
NATURE OF PROJECT/APPROVAL SOUGHT: Approval of revisions to
approved elevations.
LOCATION: Highway 111 at Painters Path
ZONE: PC (4) S.P.
The board discussed this case at the study session and felt that the proposed
revisions would definitely enhance the building.
Ms. Jackson asked if the awnings would be under the overhang.
The applicant replied that they would be. He added that the awnings will not
be there for the purpose of blocking out the sun but strictly for aesthetics.
Ms. Jackson indicated that she was pleased to hear that the applicant would
be redoing the entry sign and would be landscaping the corner.
The applicant stated that they would do their best to improve the building
and its surroundings.
On a motion by Mr. Holden, seconded by Ms. Jackson, the revisions were
approved as submitted, subject to the condition listed in the staff report
which requests that the Las Sombras Center Management Firm or owner,
sign the plans to indicate that he has reviewed and approved of the proposed
revisions.
Motion carried unanimously 4-0.

1. CASE NO: 174 C
APPLICANT (AND ADDRESS): J.P. CONSTRUCTION, INC., 74-831
Velie Way, Suite 1, Palm Desert, CA 92260.
NATURE OF PROJECT/APPROVAL SOUGHT: Final approval of
plans for the first of three warehouse buildings.
LOCATION: Cook Street Industrial Park, east of Cook Street,
Mayfair Drive.
ZONE: S.I.
The board reviewed the plans for the first warehouse building during
the study session and felt they were acceptable.
On a motion by Mr. Holden, seconded by Ms. Jackson the final plans
for the first warehouse were approved, subject to the following
conditions already listed in the staff report and added Condition
No. 3:
1. That no building permit be issued until and unless
the zoning ordinance is amended to permit a seven
(7) foot rear yard setback.
2. That no signs be installed until the sign program
has been reviewed and approved by the board.
3. That the plans be suitably revised to reflect any
changes neccessitated by the final precise plan
approval.
Motion carried 3-0-1 (Mr. Gregory abstaining).
Chairman Martin asked Mr. Svende Peulicke, representing J.P.
Construction, Inc., if he understood the added condition.
Mr. Peulicke replied that he did.
V. DISCUSSION ITEMS
1. CASE NO. 170 C - AFFILIATED CONSTRUCTION - FRANK R. GOODMAN
do ASSOCIATES - Request to reduce the walls along Hovley Lane from 7 to 6
feet for an industrial tract at the southeast corner of Hovley Lane and Cook
Street.
The board reviewed the case at the study session and felt that the request
was acceptable, (with the exception of Mr. Holden who felt the approved
height should be retained), subject to thirty (30) 15 gallon sized Eucalyptus
Rudis being added to that portion of the wall to be reduced.
On a motion by Ms. Jackson, seconded by Mr. Holden, the request was
approved, subject to the board's condition.
Motion carried 3-0-1 (Mr. Holden abstaining).

2. CASE NO. 761 SA - CHANDRA'S - Request for approval of a sign for
Chandra's Restaurant to be located at 73-155 Highway 111, Suite 6.
Ms. Jackson had indicated at the study session that Mr. James W. Selwey
had called her and asked if she could help to get the sign approved as soon as
possible since people were having trouble identifying the building as a
restaurant.
The board reviewed the sign plan and felt it was acceptable.
On a motion by Ms. Jackson, seconded by Mr. Holden, the sign was approved
as submitted.
Motion carried unanimously 4-0.
3. CASE NO. 762 SA - LEONARD'S TV & APPLIANCES - Request for approval
of a sign to be located at 72-990 El Paseo.
Mr. Diaz indicated that the applicant would like the name "LEONARD'S" in
light blue plexiglass No. 2648 with a black trim cap, the word
"APPLIANCES" in brown or black letters and the background of the word
"TV" in red No. 2783 with the rest of the background in white or ivory.
The applicant would also accept dark brown letters for LEONARD'S
APPLIANCES with a gold trim cap around LEONARD'S with an ivory
background and the word "TV" in white on a red background. The word
"APPLIANCES" would not have a gold trim cap but would be in brown.
The board opted for the applicant's second choice.
On a motion by Mr. Gregory, seconded by Ms. Jackson, the second choice for
the sign was approved.
Motion carried unanimously 4-0.
VI. ADJOURNMENT
On a motion by Ms. Jackson, seconded by Mr. Holden, the meeting was adjourned at
2:15 P.M.
Motion carried unanimously 4-0.
