The meeting was called to order at 2:00 p.m., after a one hour study session. COMMISSIONERS PRESENT: Vern Barton A1 Cook Ron Gregory Rick Holden Charles Martin COMMISSIONERS ABSENT: Bernie Leung STAFF PRESENT: Ramon A. Diaz Stan Sawa Steve Smith Patricia Armitage On a motion by Commissioner Holden, seconded by Commissioner Martin, the minutes of the March 22, 1983, meeting, were approved as written. Motion carried 3-0-2 , Commissioner Cook and Chairman Barton abstained. II. CASES: A. Final drawings: 1. CASE NO: 797 SA APPLICANT (AND ADDRESS): CAL-AMERICAN PROPERTY, One Century Park Plaza, 2029 Park East, Suite 960, Los Angeles, CA 90067 and IMPERIAL SIGN COMPANY, 46-120 Calhoun Street, Indio, CA 92201. NATURE OF PROJECT/APPROVAL SOUGHT: Change in location of previously approved freestanding identification sign. LOCATION: Palms to Pines East Center, 72-811 Highway 111 ZONE: P-C 3, S.P. Mr. Smith indicated at the study session that the sign had been redesigned as requested with the directory lettering being deleted and now showing "PALMS TO PINES EAST". He also indicated that the landscape area had been expanded and low level vegetation would be used. Mr. Jack Brand of Imperial Sign Company was present. The new sign and location were approved on a minute motion, moved by Commissioner Cook, seconded by Commissioner Martin. Motion carried 3-1-1, Commissioner Holden voted nay, and Commissioner Gregory abstained. B. Preliminary plans: 1. CASE NO: 182 C APPLICANT (AND ADDRESS): EGS METRO AND C.G. DUNHAM COMPANY, 73-241 Highway 111, Suite lA, Palm Desert, CA 92260. NATURE OF PROJECT/APPROVAL SOUGHT: Preliminary approval of plans for an addition and remodel of an existing commercial facility. - 1 - .- • � v.� ARCHITECTURAL COMMISSION MINUTES APRIL 12, 1983 CASE NO. 182 C (CONTINUED): LOCATION: North side of El Paseo at the rear of Market Basket, west of Larkspur Lane. ZONE: C-1 S.P. Mr. C.G. Dunham, applicant and Mr. Sandy Baum, coordinator for the project were present. After an extensive discussion at the study session Commissioner Holden expressed concern that the parking area was not shown on the plans and Commissioner Cook felt the plans should show more integration between the remodel and addition. The commission was in agreement that more detailed plans should be presented with the treatment of the area to the rear of the new buildings showing integration with the existing center. Commissioner Martin felt there was too much concern over what is done with the back of the buildings and felt that separate plans for the remodel and existing building could be presented. Mr. Diaz indicated that the applicant would require and was applying to the planning commission for a parking variance which will be heard by the applicant on April 19, 1983. On a motion by Commissioner Holden, seconded by Commissioner Gregory, the commission approved the entire concept of the remodel and three new commercial buildings adjacent to El Paseo, subject to conditions listed in the staff report and plans being submitted showing the treatment of the area to the rear of the new buildings and existing center to assure integration: Motion carried 5-0-1, Commissioner Cook abstained.
