MINUTES
PALM DESERT ARCHITECTURAL COMMISSION MEETING
TUESDAY - APRIL 26, 1983

I. The meeting was called to order at 2:10 p.m., after a one hour and ten minute study
session.

On a motion by Commissioner Holden, seconded by Commissioner Cook, the minutes
of the April 12, 1983, meeting were approved as written.
II. CASES:
The following cases were approved on a minute motion:
A. Final Plans:
1. CASE NO: 162 C
APPLICANT (AND ADDRESS): JAMES A. CHARLTON, 73-640 Highway
111, Palm Desert, CA 92260 and IMPERIAL SIGN COMPANY, 46-120
Calhoun Street, Indio, CA 92201.
NATURE OF PROJECT/APPROVAL SOUGHT: Request for approval of a
freestanding monument sign.
LOCATION: Northwest corner of north Palm Desert Drive and Las
Palmas.
ZONE: C-1, S.P.
On a motion by Commissioner Holden, seconded by Commissioner Cook,
the freestanding monument sign was approved subject to its conforming
with the following requirements of Section 25.56.200 concerning traffic
site obstructions:
"On a corner lot, no fence, wall, hedge or other obstruction,
except the natural grade of a site, within a triangular area
formed by the street property lines and a line connecting points
on the street property lines twenty-five feet from the inter-
section of the projection of the streets right-of-way, shall
exceed a height of three feet above established grade at the
edge of the street pavement on plans approved by the director
of environmental services or the existing pavement or traveled
way if plans have not been approved".
Motion carried unanimously 5-0.

2. CASE NO: 822 SA
APPLICANT (AND ADDRESS): INTEGRATED SIGN ASSOCIATES, 364
Coogan Way, El Cajon, CA 92020.
NATURE OF PROJECT/APPROVAL SOUGHT: Approval of sign program for
Home Savings and Loan.
LOCA1'ION: Southeast corner of Highway 111 and Portola.
ZONE: C-1, S.P.
On a motion by Commissioner Cook, seconded by Commissioner Holden, the
sign program was approved subject to the freestanding signs being reduced
proportionally to conform to code.
Motion carried 5-0-1, Commissioner Martin abstained.
3. CASE NO: 242 MF
APPLICANT (AND ADDRESS): EDWARD F. REED TRUST, P.O. Box 251,
Palm Desert, CA and CHARLES MARTIN, ARCHITECT, 73-725 El Paseo,
Suite 24, Palm Desert, CA 92260.
NATURE OF PROJECI'/APPROVAL SOUGHT: Final approval of plans for a
three unit apartment complex.
LOCATION: West side of Las Palmas Avenue, between Alessandro and San
Gorgonio.
ZONE: R-3
On a motion by Commissioner Cook, seconded by Commissioner Holden, the
final plans for a three unit apartment complex were approved subject to the
following conditions as listed in the staff report:
1. Construction plans shall be submitted for approval to the city fire
marshal prior to issuance of building permits. All conditions shall
be made a part of construction and no certificate of occupancy shall
be issued until completed.
2. Final construction drawings, including a final landscaping, grading,
lighting, amenities, trash storage, walkway layout irrigation plans
and sign program shall be submitted to the design review board. No
final inspection or occupancy permit shall be given by the department
of environmental services to this project until the aforementioned
approved plans and construction shall have been completed.
3. That the applicant obtain approval of a precise plan from the
planning commission prior to review of final plans by the board.
Motion carried 5-0-1, Commissioner Martin abstained.
A. Preliminary Plans:
1. CASE NO: 180 C
APPLICANT (AND ADDRESS): DONALD A. WEXLER ASSOCIATES, 199
S. Civic Drive, Suite 10, Palm Springs, CA 92262 and SOUTHERN
CALIFORNIA GAS COMPANY, P.O. Box 3249 Terminal Annex., Mail
Location 422, Los Angeles, CA 90051.
NATURE OF PROJECT/APPROVAL SOUGHT: Preliminary design
approval of Southern California Desert District Base.

1. CASE NO. 180 C (CONTINUED):
LOCATION: Cook Street Business Park.
ZONE: S.I. (service industrial)
On a motion by Commissioner Holden, seconded by Commissioner Martin,
the preliminary design was approved subject to the following two
conditions listed in the staff report:
1. Construction plans shall be submitted for approval to the city
fire marshal prior to issuance of building permits. All conditions
shall be made a part of construction and no certificate of
occupancy shall be issued until completed.
2. Final construction drawings, including a final landscaping, grading,
lighting, trash storage, walkway layout, irrigation plans and sign
program shall be submitted to the architectural commission.
No final inspection or occupancy permit shall be given by the
department of environmental services to this project until the
aforementioned approved plans and construction shall have been
completed.
Mr. Donald A. Wexler was present to represent this case and indicated that
he had a set of drawings if the board wished to review the matter further.
The board felt it would not be necessary, they could be reviewed at the time
the final plans are submitted.
Motion carried 5-0-1, Commissioner Gregory abstained.
III. DISCUSSION ITEMS:

IV. ADJOURNMENT
On a motion by Commissioner Holden, seconded by Commissioner Leung, the meeting
was adjourned.
Motion carried unanimously.
