MINUTES
PALM DESERT ARCHITECTURAL REVIEW COMMISSION
TUESDAY - AUGUST 23, 1983
2:00 P.M. CITY HALL COUNCIL CHAMBER
I. The meeting was called to order at 2:00 P.M. after a two and a half hour study
session.

On a motion by Commissioner Cook, seconded by Commissioner Martin, the
minutes of the August 9th meeting were approved as written.
Motion carried 2-0-2 with Commissioners Leung and Holden abstaining.
II. On a motion by Commissioner Cook, seconded by Acting Chairman Martin, the
following cases were approved by minute motion:
1. CASE NO: 846 SA
APPLICANT/ADDRESS: The 40's Today, 72-990 El Paseo, Palm Desert, CA
and Imperial Sign Company, 46-120 Calhoun, Indio, 92201.
NATURE OF PROJECT/APPROVAL SOUGHT: Two free-form single-faced,
sandblasted identification signs.
LOCATION: 72-990 El Paseo, southernmost unit of Columbia Center, west of
George Elkins Realtor.
ZONE: PC (3) S.P.
2. CASE NO: 246 MF
APPLICANT/ADDRESS: Millard-Archuleta Associates, 42-600 Bob Hope
Drive, Suite 415, Rancho Mirage, 92270.
NATURE OF PROJECT/APPROVAL SOUGHT: Preliminary approval of plans
for 2 condominium units.
LOCATION: East end of Monterey Country Club, adjacent to Portola Avenue.
ZONE: PR-5
3. CASE NO: 193 C
APPLICANT/ADDRESS: PALM DESERT TOWN CENTER, 3666 Kearny Villa
Road, San Diego, CA 92123.
NATURE OF PROJECT/APPROVAL SOUGHT: Approval of preliminary plans.
LOCATION: Northwest portion of Town Center along El Paseo.

4. CASE NO. 195 C
APPLICANT/ADDRESS: CHAMBER OF COMMERCE, CITY OF PALM
DESERT.
NATURE OF PROJECT/APPROVAL SOUGHT: Preliminary approval of plans.
LOCATION: Northwest corner of Monterey and Highway 111.
Mr. Bob Ricciardi, Architect indicated that the joint use of the driveway in
the back would have to be reviewed.
The commission made it clear that this preliminary approval was for the
design of the building.
Mr. Ron McKenzie of Denny's was present.
5. CASE NO: 188 C
APPLICANT (AND ADDRESS): ROBERT T. ROTTSCHAEFER, M.D. c/o
BERNARD LEUNG, 73-960 El Paseo, Suite 4, Palm Desert, CA 92260.
NATURE OF PROJECT/APPROVAL SOUGHT: Preliminary approval of plans
for a professional office building.
LOCATION: North side of Larrea, 300 feet west of Prickly Pear Lane.
ZONE: C-1, S.P.
Motion for the above cases was carried unanimously 4-0 and on Case No. 188
C, Commissioner Leung abstained; and on Case No. 193 C, Commissioner Cook
abstained.
III. CASES:
A. Final Drawings:
1. CASE NO: 62 C (Amendment)
APPLICANT/ADDRESS: Galleria Properties, 73-111 El Paseo, Palm
Desert, CA 92260
NATURE OF PROJECT/APPROVAL SOUGHT: Approval of exterior
elevation changes.
LOCATION: 73-111 El Paseo, Units "G" and "L"
ZONE:C-1
The commissioners reviewed the plans for the exterior elevation changes
and found they were acceptable.
On a motion by Commissioner Cook, seconded by Commissioner Holden,
the elevations were approved subject to the color of the awning being
submitted for approval.
Motion carried unanimously 4-0.
2. CASE NO: 845 SA
APPLICANT/ADDRESS: Merrill Lynch Realty, 72-221 Highway 111, Suite
A-5, Palm Desert; and, Imperial Sign Company, Inc., 46-120 Calhoun St.,
Indio, 92201
NATURE OF PROJECT/APPROVAL SOUGHT: Approval of a single faced
illuminated identification sign.

LOCATION: 72-221 Highway 111, Suite A-5 - Facing Highway 111 (Las
Sombras)
ZONE:PC 4
Mr. Smith indicated that the commissioners had reviewed the sign plan at
the study session and were concerned with its color and the fact that it
was internally illuminated.
The commissioners indicated their concern with the layout and how it
related to the building. The location on the wall was acceptable as was
the size but the colors and design need to be toned down and the materials
need to be considered. They did not approve of the sign being internally
illuminated, it should be lighted from the ground or roof (indirect).
Regional Manager, Ron Gate of Merrill Lynch Realty, felt that the
commission should try to find a way to approve the sign as presented and
urged the commission to consider the fact that it was a difficult center
from which to operate a successful business; therefore, signs which may
not be within the strict usual architectural requirements of the city
should be allowed.
Mr. Lee Hart of Imperial Signs concurred.
On a motion by Commissioner Holden, seconded by Commissioner Cook,
the sign was approved with the material to be wood sandblasted and the
lighting to be indirect with dark red and white letters.
Motion carried unanimously 4-0.
3. CASE NO: 182 C
APPLICANT/ADDRESS: E.G.S. Metro and C.G. Dunham Company, 73-241
Highway 111, Suite 1-A, Palm Desert; and, Heath and Company, 3225
Lacy St., Los Angeles, CA 90051
NATURE OF PROJECT/APPROVAL SOUGHT: Approval of sign program
or former Market Basket Center.
LOCATION: South Side of Highway I I I at Larkspur Lane.
ZONE:C-1, S.P.
Mr. Smith reviewed the staff report indicating that the proposed colors
were acceptable; however, the size of most of the signs proposed
exceeded that permitted by the ordinance. He recommended that the sign
program be approved in concept with the colors presented, subject to the
sizes being revised to comply with code.
Commission concurred.
Sandy Baum was present on behalf of the applicant and indicated that the
sign company had been advised of the problem and was supposed to be
present. He advised that a revised plan for the size of the signs would be
submitted to staff.
On a motion by Commissioner Leung, seconded by Commissioner Holden,
the sign program for the former Masket Basket Center was approved in
concept, with the colors as presented, subject to the sizes being revised to
comply with the code and that they be reviewed by staff.
Motion carried unanimously 4-0.

B. Preliminary Plans:
1. CASE NO: 194 C
APPLICANT/ADDRESS: C.G. Dunham Development, 73-725 El Paseo,
Suite 21 A, Palm Desert
NATURE OF PROJECT/APPROVAL SOUGHT: Remodel of existing
commercial complex.
LOCATION: 73-080 and 73-100 El Paseo.
ZONE:C-I, S.P.
Mr. Smith indicated that this application was for a remodel which would
include changing the roof from the existing flat tile to mission clay tile,
the support posts of the roof overhang would be changed from stucco to
brick and the exposed gable roof ends would be changed to include a glass
window.
Mr. Curt Dunham, indicated that the changes would be a real asset to the
city.
On a motion by Commissioner Holden, seconded by Commissioner Cook,
the preliminary plans for the remodel of the existing commercial complex
were approved as presented.
Motion carried unanimously 4-0.
2. CASE NO: 192 C
APPLICANT/ADDRESS: Chester Dorn, 73-242 Joshua Tree, Palm Desert;
and, J.P. Construction, Inc., 74-831 Velie Way, Palm Desert
NATURE OF PROJECT/APPROVAL SOUGHT: Preliminary approval of
plans for a retail commercial hardware building.
LOCATION: Both sides of Alessandro, 300 feet east of Portola.
ZONE:C-1 S.P. and R-3 (4)
Mr. Smith outlined the proposal for the construction of the new Ace
Hardware store to be located on the property adjacent to its existing
location on the north Frontage Road. The commissioners in reviewing the
plans at study session were concerned as to the actual height of the
parapet walls and their ability to adequately screen any roof-top
equipment.
Mr. Svende Peulique representing the applicant, assured the commission
that the roof-mounted equipment would not be visible. At this time the
actual requirements in the way of roof-mounted equipment have not been
determined; however, there is sufficient flexibility to provide whatever is
necessary.
On a motion by Commissioner Holden, seconded by Commissioner Cook,
the preliminary plans were approved as submitted and subject to the
conditions listed in the staff report.
Motion carried unanimously 4-0.
