The meeting was called to order at 2:05 after an hour and a half study session. Members Present: Al Cook Ron Gregory Rick Holden Bernie Leung Charlie Martin Staff Present: Ramon A. Diaz Steve Smith Patricia Armitage Upefn motion by Commissioner Cook, seconded by Commissioner Holden, the minutes of the November 22, 1983 meeting were approved as written. Motion carried 3-0-2 (Commissioners Leung and Gregory abstained). H. Upon motion by Commissioner Holden, seconded by Commissioner Cook, the following cases were approved by minute motion: 1. CASE NO: 243 MF APPLICANT (AND ADDRESS): ONE QUAIL PLACE, P.O. Box 6000-333, Palm Desert, CA 92261. NATURE OF PROJECT/APPROVAL SOUGHT: Final approval of plans for a 384 unit residential development. LOCATION: North side of Fred Waring Drive, south of Parkview. ZONE: AHD PR-22 S.P. The final plans for this case were approved subject to the following three conditions: 1. No Eucalyptus trees to be planted within 20 feet of buildings. 2. No carrot woods or Italian alders to be used. Chairman Gregory requested that it be noted that the plan appears to be over-planted. 2. CASE NO: 208 C APPLICANT (AND ADDRESS): CACTUS FLOWER SHOES, 73-880 El Paseo, Palm Desert, CA 92260. NATURE OF PROJECT/APPROVAL SOUGHT: Approval of the awning with signage. LOCATION: North side of El Paseo, east of Bank of America ZONE: C-1, S.P. The awning and signage were approved as submitted. - 1 - ,"No, *4 ARCHITECTURAL REVIEW COMMISSION MINUTES DECEMBER 13, 1983 3. CASE NO: 240 MF APPLICANT (AND ADDRESS): BILL ROSSWORN, 73-941 Highway 111, Suite 5, Palm Desert, CA 92260. NATURE OF PROJECT/APPROVAL SOUGHT: Final approval of plans for a triplex. LOCATION: North side of Santa Rosa Way, 2nd lot east of San Pascual Avenue. ZONE: R-2 The final plans were approved as submitted. The motion on all of the cases listed above carried unanimously 5-0 III. CASES: A. Final Drawings: I. CASE NO: 207 C APPLICANT (AND ADDRESS): PALMS TO PINES DRAPERY AND CANVAS, Pinyon Pine, Box 69, Mountain Center, CA 92361 and ROMMITTIS, 73-640 El Paseo, Palm Desert, CA 92260. NATURE OF PROJECT/APPROVAL SOUGHT: Request to install a retractable canvas awning with signage. LOCATION: Corner of El Paseo and Larkspur Lane. ZONE: C-1, S.P. Mr. Smith indicated that this was an application to install a retractable canvas awning with signage for Rommittis Restaurant. The commissioners were concerned with the location of the awning and recommended that it be set a foot or two north of the south fascia in order to hide the exposed end. Mrs. Brenda Prenten of Rommittis was present and distributed pictures of the location where the awning would be placed. Commissioner Holden did not approve of the colors used on the awning, if the commission does not allow red, green and white signs the same should hold for the awning. Upon motion by Commissioner Cook, seconded by Commissioner Holden, the awning and valance sign were approved, subject to the awning being moved twelve to eighteen inches north of the south fascia. Motion carried 4-1, Commissioner Holden voting nay. 2. CASE NO: 893 SA APPLICANT (AND ADDRESS): SUNSHINE DO IT YOURSELF CENTER, 82- 025 Highway 111, Indio, CA 92201. NATURE OF PROJECT/APPROVAL SOUGHT: Approval of two business identification signs. - 2 - ARCHITECTURAL REVIEW COMMISSION MINUTES DECEMBER 139 1983 CASE NO. 893 SA (CONTINUED): LOCATION: 73-468 Highway 111, Palm Desert (former Village Market). ZONE: C-1, S.P. Mr. Smith indicated that this was a request for approval of two business identification signs for the Sunshine Do It Yourself Center formerly the Village Market on the northwest corner of San Pablo. He indicated that the commission had been concerned at the study session with the location of the signs. Commissioner Leung recommended that it should be studied more and moved away from the corner. He felt a monument sign would be more appropriate. Mr. Joe Riley of Imperial Sign Company representing the applicant indicated that staff had told him a monument sign would not be permitted. Mr. Diaz indicated that staff had told the applicant a monument sign would not be permitted in a particular location but one could be allowed. Mr. Riley replied that if it were placed in another location it would reduce the parking area. Commissioner Martin indicated that he would like to see the signs tie-in and agreed with Commissioner Leung that it should be pulled away from the corner. Mr. Riley asked for some direction as to the size and height. The commission recommended that similar signs be used, except that a minimum four inch border top and bottom should be provided. Upon motion by Commissioner Cook, seconded by Commissioner Holden the two identification signs were approved subject to the condition listed in the staff report and the following conditions: 1. That the height of the sign shall be reduced to provide a minimum four inch border both top and bottom. 2. Location on Highway I II shall be at least two feet from the southeast corner of the building. 3. Sign facing San Pablo shall be centered between the masonry columns over the doorway. Motion carried unanimously 5-0. 3. CASE NO: 247 MF APPLICANT (AND ADDRESS): J & J INVESTORS, 3151 Airway Avenue, Suite F 200, Costa Mesa, CA 92626. NATURE OF PROJECT/APPROVAL SOUGHT: Final approval of plans for a five unit residential condominium project. - 3 - ARCHITECTURAL REVIEW COMMISSION MINUTES DECEMBER 13, 1983 CASE NO. 247 MF (CONTINUED): ZONE: R-2 Mr. Smith indicated that this was a request for final approval of plans for a five unit condominium project. The commission was informed at the study session that the applicant had not provided a landscape plan before the meeting as requested and would be submitting it at the meeting. He indicated the commission's concern at the study session over the need to call out the materials, plans should be more similar to the preliminary plans approved and a fascia should be provided. On a motion by Commissioner Holden seconded by Commissioner Cook, the request for approval of final plans was continued in order to allow the applicant to address the commission's concerns. Mr. James N. Ewart, 5873 Vista Del Fuente, Indian Wells, CA, apologized for not having the landscape plans at the meeting and indicated that a planter shall be added at the base of the end wall of the carport structures as requested at the last meeting. The oleanders have been changed in accordance with the commission's requirement and the front wall has been provided at a height of 34 inches. Upon motion by Commissioner Holden, seconded by Commissioner Cook, this case was continued in order for the applicant to address the commission's concerns. Motion carried 4-0-1, Commissioner Leung abstained. COMMISSIONER LEUNG LEFT THE MEETING AT THIS POINT. 4. CASE NO: 891 SA APPLICANT (AND ADDRESS): AN AMERICAN CAR WASH, El Paseo, Palm Desert by IMPERIAL SIGN COMPANY, 46-120 Calhoun Street, Indio, CA 92201. NATURE OF PROJECT/APPROVAL SOUGHT: Approval of a freestanding business identification sign. LOCATION: East side of El Paseo, south of the fire station. ZONE: PC (3), SP Mr. Smith indicated that the commission was concerned with the colors and size of the proposed sign. Mr. Jack Brand of Imperial Sign Company indicated that the reason for the red white and blue colors and the flag on the sign was to represent "An American Car Wash" and noted that there is a sign with the same colors on Highway I I I for Standard Gas. Commissioner Holden replied that said sign is twelve square feet instead of sixty square feet and that it was not approved by this commission. Chairman Gregory indicated that he did not like the use of patriotism for profit, it does not have a place on the sign. It was the commission's general concensus that the flag on the sign should be eliminated, the colors should be toned down and that it be cut down in size It also recommended that the applicant work both the sign and the flag together in some way and that the sign relate more to the Palm Desert Town Center Sign and if possible the display showing the cost of the gas could be moved to another location. - 4 - err ARCHITECTURAL REVIEW COMMISSION MINUTES DECEMBER 13, 1983 CASE NO. 891 SA (CONTINUED) Mr. Stewart Smith, owner of the car wash indicated that the flag and colors were not meant to be "patriotism for profit" but an attempt to describe "An American Car Wash" which will have an American theme from the minute one drives in. The proposed sign has been approved by representatives of the center. On a motion by Commissioner Martin, seconded by Commissioner Holden, the sign was returned to the applicant for a restudy to cover the following items: 1. Reduction of the overall scale. 2. Elimination of the flag. 3. Colors shall be toned down to reflect the following changes: A. Background should be ivory. B. Blue to be No. 2050 plexiglass with a layer of ivory in back. C. Red to be 2415 plexiglass with a layer of ivory in back. Motion carried 3-0-1, Commissioner Cook abstained and Commissioner Leung was absent. B. Preliminary Plans: 1. CASE NO: 249 MF APPLICANT (AND ADDRESS): MICHAEL N. SCURO, 81-211 Helen Avenue, Indio, CA 92201. NATURE OF PROJECT/APPROVAL SOUGHT: Preliminary and final approval of plans for a fourplex. LOCATION: Southeast corner of San Rafael and Catalina. ZONE: R-2 Mr. Smith indicated that the commission was concerned with the layout of the project relative to whether it would ever be split into two lots each with two units. Mr. Mike N. Scuro, owner indicated that the project was submitted and approved three years ago at which time he was not able to afford to build the fourplex; therefore, he has resubmitted the plans. The project will be built as apartments that may be converted into condominiums at a later date or a duplex on each lot. Mr. Smith indicated that the commission should therefore, look at the plans as a four unit development, but also bear in mind that he may want to change it. The application will be going through plan check for its precise plan. The public works department has required street widening dedication. In order that he is not shut off from a future lot split, it was suggested that the building be relocated five feet to the east. Chairman Gregory asked how the right-of-way would be landscaped in the interim. Mr. Smith replied that the maintenance will the the owner's responsibility and the landscaping shall be carried out to the curb line. The lot is shown on the plan as it presently exists. - 5 - ARCHITECTURAL REVIEW COMMISSION MINUTES DECEMBER 13, 1983 CASE NO. 249 MF (CONTINUED): Commissioner Cook stated that no curb line was shown on the plan. Mr. Smith replied there will be a grading plan showing the curb line and elevations. The commission indicated that the ground cover needs to be called out and the landscaping should screen the air-conditioning equipment on the west building. the landscaping at this time is weak and should be beefed up. Mr. Scuro stated that the landscaping on the building next to the site which is similar, is the best looking landscaping on the street and he will be placing curb and gutter around the whole corner. Commissioner Martin reminded the applicant that if he wants to split the property at a later date he should realize that it might alter the parking requirements which require two covered parking stalls for each unit. Commissioner Cook moved and Commissioner Martin seconded, to approve the preliminary and final plans subject to resubmittal of a site plan and a landscape plan addressing the concerns outlined above. Motion carried 4-0, Commissioner Leung was absent. 2. CASE NO: 250 MF APPLICANT (AND ADDRESS): THE MAYER GROUP, 9171 Wilshire Blvd., Beverly Hills, CA 90210. NATURE OF PROJECT/APPROVAL SOUGHT: Preliminary approval of plans for a residential development. LOCATION: Northeast corner of Monterey and Country Club. ZONE: PR-7, S.P. Mr. Smith indicated that the commission was concerned with the lack of open space; appropriate overhang for solar protection on the south, east and west oriented units and that the retention basin should be relocated away to the busy corner so that units there could be relocated to areas less effected. Commissioner Holden felt the units should be placed at different angles in order to provide more privacy. Commissioner Martin felt the architecture was fine but there should be more sun control. Mr. Mike Ishikawa, the architect stated that if the units were placed at varying angles, they would take up too much street frontage. Mr. Stan Morse, the engineer indicated that the retention basin could not be relocated due to direction of drainage. Commissioner Cook was concerned with blowsand protection on the west and north property lines. Mr. Diaz indicated that adequate blowsand protection shall be required on the landscape plan. Upon motion by Commissioner Cook, seconded by Commissioner Holden, the preliminary plans were approved subject to the conditions listed in the staff report and the following added conditions: - 6 - woe ARCHITECTURAL REVIEW COMMISSION MINUTES DECEMBER 13, 1983 CASE NO. 250 MF (CONTINUED): 1. The south, east and west elevations shall provide a greater overhang for solar protection. 2. A study should be given to relieve the monotony of constant driveway openings. 3. Landscape plan to provide blowsand protection. Motion carried 4-0, Commissioner Leung was absent. 3. CASE NO: 251 MF APPLICANT (AND ADDRESS): ALEX ADAMEK, 72-575 Betty Lane, Rancho Mirage, CA 92270 and ROBERT RICCIARDI A.I.A., 73-725 El Paseo, Suite 21 C, Palm Desert, CA 92260. NATURE OF PROJECT/APPROVAL SOUGHT: Preliminary and final approval of plans for a 71 unit residential development. LOCATION: South side of Hovley Lane between Monterey and Portola. ZONE: PR-5 Mr. Smith indicated that the applicant is requesting preliminary and final approval of plans. The commission reviewed the proposed working drawings, landscape and irrigation plans and felt they were acceptable. Mr. Bob Ricciardi, architect was present and in response to questions, said extensive overhangs will be provided for solar protection. The garage doors will be masonite that looks like wood. On a motion by Commissioner Cook, seconded by Commissioner Holden, the preliminary and final plans were approved as submitted. Motion carried 4-0, Commissioner Leung was absent. MR. LEUNG RETURNED TO THE MEETING. 4. CASE NO: 200 C APPLICANT (AND ADDRESS): FRED BARMAN, 1718 Angelo Drive, Beverly Hills, CA 90210. NATURE OF PROJECT/APPROVAL SOUGHT: Preliminary approval of plans for a 69 room luxury hotel. LOCATION: South side of El Paseo between Sage and Lupine Lanes. ZONE: C-1, S.P. Mr. Smith indicated that this was a request for the future L'Palm Hotel on El Paseo west of the Tai Ping Restaurant. The applicant has obtained plannin commission approval of the development. The City Council gave first reading of the ordinance amendment which would waive any reference to the maximum number of stories. The project conforms to the thirty foot limit. Mr. Don Brackenbush, architect for the project reviewed the plans with the commission. - 7 - +err `r0" ARCHITECTURAL REVIEW COMMISSION MINUTES DECEMBER 13, 1983 CASE NO. 200 C (CONTINUED): Commissioner Leung was concerned that the trees delineated on the plans could not be planted on the concrete. Mr. Brankenbush replied that they would be in boxes. Commissioner Leung felt the front elevations should be restudied for plain undulation. On a motion by Commissioner Martin, seconded by Commissioner Holden, the preliminary plans were approved subject to conditions listed in the staff report. The motion carried 4-0-1, Commissioner Leung abstained due to a possible conflict of interest with his position with the Palm Desert Property Owners' Association. IV. DISCUSSION ITEMS: 1. Referring to Mr. Fred Barman's Case No. 200 C, Mr. Diaz suggested that in future if a commissioner is going to abstain from voting on a case, for whatever reason, he should also abstain from voting on a case, for whatever reason, he should also abstain from discussion of he matter in all respects. 2. Case No. 159 C - T.G.I Friday's Restaurant Mr. Smith indicated that he had talked to a representative of T.G.I. Friday's Restaurant and are investigating coverage of the awning ends. 3. Case No. 189 C - Wacky Wicker Mr. Smith indicated that he had discussed the problem with the contractor and the matter will be looked into. V. ADJOURNMENT The meeting was adjourned at 4:05 P.M.
