HomeMy WebLinkAbout1983-12-27 �r MINUTES PALM DESERT ARCHITECTURAL REVIEW COMMISSION TUESDAY - DECEMBER 27, 1983 2:00 P.M. ADMINISTRATION CONFERENCE ROOM 73-510 FRED WARING DRIVE I. The meeting was called to order at 2:00 P.M. after an hour and a half study session. Members Present: Al Cook Rick Holden Bernie Leung Charlie Martin Member Absent: Ron Gregory Staff Present: Ramon A. Diaz Steve Smith Patricia Armitage Upon motion by Commissioner Holden, seconded by Commissioner Cook, the minutes of the December 13, 1983 meeting were approved subject to their being corrected to read that "Commissioner Leung was present to vote in favor of Case No. 251 MF". Motion carried unanimously 4-0. II. Upon motion by Commissioner Cook, seconded by Commissioner Holden the following cases were approved by minute motion: 1. CASE NO: 198 C APPLICANT (AND ADDRESS): CABAK, RANDALL, JASPER AND GRIFFITH ASSOCIATION, 1080 O'Brien Drive, Menlo Park, CA 94025. NATURE OF PROJECT/APPROVAL SOUGHT: Final approval of plans for a vehicle maintenance facility. LOCATION: West side of Eclectic Street, north of 42nd Avenue. ZONE: S.I., S.P. The final plans were approved as submitted. 2. CASE NO: 247 MF APPLICANT (AND ADDRESS): J & J INVESTORS, 3151 Airway Avenue, Suite F 200, Costa Mesa, CA 92626. NATURE OF PROJECT/APPROVAL SOUGHT: Final approval of plans for a five unit residential condominium project. LOCATION: East side of San Rafael, south of Catalina. ZONE: R-2 The final plans were approved as submitted with no modification to the wall. 3. CASE NO: 253 MF APPLICANT (AND ADDRESS): CHARLES GARLAND, 33-163 Cathedral Canyon Drive, Cathedral City, CA 92234. - 1 - ARCHITECTURAL REVIEW COMMISSION MINUTES DECEMBER 27, 1983 CASE NO. 253 MF (CONTINUED): NATURE OF PROJECT/APPROVAL SOUGHT: Preliminary approval of architectural plans for a duplex residence. LOCATION: West side of Portola, 120 feet south of Shadow Mountain. ZONE: R-2, S.P. The preliminary plans were approved subject to the conditions listed in the staff report. 4. CASE NO: 202 C APPLICANT (AND ADDRESS): COLLINS FOODS FOR SIZZLER, Ned Nelson, Architect, 410 Bellevue Way Southeast, Suite 301, Bellevue, WA 98004. NATURE OF PROJECT/APPROVAL SOUGHT: Preliminary approval of plans for a 7500 square foot restaurant. LOCATION: Palm Desert Town Center, west of Denny's. ZONE: PC (3), S.P. The preliminary plans were approved subject to the conditions in the staff report. 5. CASE NO: 188 C APPLICANT (AND ADDRESS): ROBERT T. ROTTSCHAEFER, M.D., c/o BERNARD LEUNG, 73-960 El Paseo, Suite 4, Palm Desert, CA 92260. NATURE OF PROJECT/APPROVAL SOUGHT: Final approval of plans for a professional office building. LOCATION: North side of Larrea, 300 feet west of Prickly Pear Lane. ZONE: C-1, S.P. The final plans were approved subject to the condition listed in the staff report. The motion carried unanimously 4-0 on the cases listed above, with the exception of Case No. 188 C where Commissioner Leung abstained and Commissioner Martin voted against the plan due to his objection to the size of the building for that particular piece of property. Upon motion by Commissioner Cook, seconded by Commissioner Leung, the following cases were also approved by minute motion: 1. CASE NO: 891 SA APPLICANT (AND ADDRESS): AN AMERICAN CAR WASH, El Paseo, Palm Desert by IMPERIAL SIGN COMPANY, 46-120 Calhoun Street, Indio, CA 92201. NATURE OF PROJECT/APPROVAL SOUGHT: Approval of a freestanding business identification sign. LOCATION: East side of El Paseo, south of the fire station. ZONE: PC (3), S.P. This case was approved subject to the following two conditions: - 2 - tow ARCHITECTURAL REVIEW COMMISSION MINUTES DECEMBER 27, 1983 CASE NO. 891 SA (CONTINUED): 1. The base shall be slumpblock with a sacked finish and shall be painted to match the building. 2. The size of the sign shall be reduced to 4' x 91. 2. CASE NO: 210 C APPLICANT (AND ADDRESS): FRANK R. GOODMAN & ASSOCIATES, 77-900 Avenue of the States, Palm Desert, CA 92260. NATURE OF PROJECT/APPROVAL SOUGHT: Preliminary approval of plans for a 5000 square foot commercial building. LOCATION: North side of Highway 111, 200 feet east of Cabrillo. ZONE: C-1, S.P. This case was approved subject to the condition in the staff report and the following conditions: 2. A minimum six foot overhang shall be provided on the front to shade the windows. 3. The signs shall be reduced to 8' x 24". 4. The parapet shall be the same height on all elevations. Mr. Frank R. Goodman was present to represent the case. The minute motion on these cases was approved unanimously 4-0. III. CASES: A. Final Plans: 1. CASE NO: 896 SA APPLICANT (AND ADDRESS): IMPERIAL SIGN COMPANY, 46-120 Callum Street, Indio, CA on behalf of MINUTE MAN PRESS, 73-660 Highway 111, Palm Desert, CA 92260. NATURE OF PROJECT/APPROVAL SOUGHT: Approval of a sign for new business. LOCATION: 73-660 Highway 111, North side of Highway 111, east of San Carlos. ZONE: C-1, S.P. Mr. Smith indicated that the applicant had submitted a new and better colored plan than the one reviewed at the study session which might help to solve the concerns of the commission regarding the size and excessive wording used to advertize the business. The representative from Imperial Sign Company felt the deletion of some of the words would be acceptable. - 3 - r.r *AW0` ARCHITECTURAL REVIEW COMMISSION MINUTES DECEMBER 27, 1983 CASE NO. 896 SA (CONTINUED): Upon motion by Commissioner Cook, seconded by Commissioner Leung, the sign was approved subject to the words "the job you needed yesterday" being deleted from the sign. Motion carried unanimously 4-0. B. Preliminary Plans: 1. CASE NO: 252 MF APPLICANT (AND ADDRESS): MIKE SUKO, P.O. Box 1668, Palm Desert, CA 92261. NATURE OF PROJECT/APPROVAL SOUGHT: Preliminary approval of plans for a five 5 unit condominium. LOCATION: East side of Ocotillo Drive, south of Verba Santa. ZONE: R-3, 20,000 (3) The commission was concerned over the lack of sun control particularly on the elevations on the east side of the pool which would be facing west and the units facing Ocotillo. It recommended that the applicant have the architect study the plans and provide overhangs. Commissioner Leung did not feel the window on the garage wall was necessary. Mr. Mike Suko, the applicant felt that there should be light in the garage and since the side faces the street and is such a large area, it would look better if it were divided by a window. On a motion by Commissioner Cook, seconded by Commissioner Leung, the preliminary plans for a five unit condominium were approved subject to the conditions listed in the staff report and the following added conditions: 4. Additional sun control shall be added to all elevations. 5. Final drawings shall show all elevations. Motion carried unanimously 4-0. 2. CASE NO: 209 C APPLICANT (AND ADDRESS): H.B. FOOD SERVICES, INCORPORATED, 17821 East 17th Street, Suite 295, Tustin, CA 92680. NATURE OF PROJECT/APPROVAL SOUGHT: Preliminary architectural plan approval of a 6438 square foot restaurant. LOCATION: North side of Frontage Road, between Portola and San Luis Rey. ZONE: C-1, S.P. The commission had been concerned at the study session with the elevational treatments. - 4 - rr.r+ ARCHITECTURAL REVIEW COMMISSION MINUTES DECEMBER 27, 1983 CASE NO. 209 C (CONTINUED): Mr. Bob Hornacek, the architect indicated that the owner was a former president of Denny's and this would be the beginning of another national chain which would offer a complete in-house bakery and would be styled after the 1930's or 1940's style of architecture. Commissioner Leung indicated that he understood that they were trying to accomplish a 30's look but felt it would be a step backwards. He realized that it was similar to pop-art architecture but felt this was not the kind of design desired in Palm Desert. He was not happy with the roof structure or the signage. Commissioner Cook felt the architecture would be acceptable if the applicant were refurbishing an old building, but not to bring an old building into this neighborhood. He agreed with Commissioner Leung that the sign was too large and the roof structure would need to be redesigned. Acting Chairman Martin felt that the architecture was acceptable and its colors should not be toned down. Commissioner Holden felt if the colors were toned down it might be acceptable. Mr. Diaz stressed the fact that this was not the type of architecture he would recommend for the desert. Acting Chairman Martin indicated that the desert architecture should not only be Spanish. Mr. Diaz suggested that it be restudied and that if the colors were toned down it might achieve the look desired by the commission. Mr. Hornacek indicated that it was not their intention to have a building that would look like every other building in the city. He then asked if it would be possible to get the commission's recommendation on the landscape plan before the next meeting and added that the landscaping would help to screen the building. Commissioner Cook indicated that the commission does not look at landscaping in terms of saving the building. Acting Chairman Martin stated that the landscape architect was presently on vacation but would review the plans as soon as he returned. Upon motion by Commissioner Leung seconded by Acting Chairman Martin, the preliminary plans for a restaurant were sent back for restudy and redesign to reflect the concerns outlined by the commission. Motion carried 4-0. 4. CASE NO: 255 MF APPLICANT (AND ADDRESS): KEITH ANDERSON, 253 Paxton Avenue, Salt Lake City, Utah 84101. NATURE OF PROJECT/APPROVAL SOUGHT: Preliminary design approval for a 140 unit condominium project. - 5 - �wr' vim` ARCHITECTURAL REVIEW COMMISSION MINUTES DECEMBER 27, 1983 CASE NO. 255 MF (CONTINUED): LOCATION: West side of Portola, south of Hovley. ZONE: PR-5 Mr. Smith indicated that the applicant had filed applications for precise plan review and a change of zone to permit the proposed 140 unit project. The commission had been concerned at the study session over the exposed window areas in the recreational building. Mr. Keith Anderson, architect for the project indicated that he could extend the dormer out and awnings could be added to address the problem. Commissioner Leung was concerned with the use of wood. Mr. Anderson replied that this could be changed to aluminum. Mr. Anderson reviewed the entire project. On a motion by Commissioner Holden, seconded by Commissioner Leung, the preliminary plans were approved subject to the conditions listed in the staff report and the following added condition: 3. That additional shading shall be provided for the windows on the recreational building. The motion carried 3-0-1 with Commissioner Cook abstaining. IV. DISCUSSION ITEMS: NONE V.
