The meeting was called to order at 2:00 P.M., after a one hour study session. MEMBERS PRESENT: Vern Barton Ron Gregory Rick Holden Bernie Leung Charles Martin STAFF PRESENT: Ramon A. Diaz Stan Sa.wa Steve Smith Patricia Armitage On a motion by Mr. Holden, seconded by Mr. Leung, the minutes of the February 22, 1983, meeting were approved as written. Motion carried unanimously 5-0. II. CASES: Preliminary plans not requiring planning commission confirmation: 1. CASE NO: 188 MF APPLICANT (AND ADDRESS): PACIFIC COAST BUILDERS, INC., 1631 E. 18th Street, Santa Ana, CA 92701, BALLEW & ASSOCIATES, 17848 Skypark Blvd., Irvine, CA 92714 and CARDOZA DILALLO ASSOCIATES, INC., Landscape Architecture, 1599 Superior Avenue, Suite A-4, Costa Mesa, CA 92260. NATURE OF PROJECT/APPROVAL SOUGHT: Request for approval of the landscape plan. LOCATION: Northeast corner of Cook Street and Country Club. ZONE: R-1 On a motion by Mr. Holden, seconded by Mr. Gregory, the landscape plan which was reviewed at the study session was approved. Motion carried unanimously 5-0. Preliminary plans requiring planning commission confirmation at its meeting of March 15, 1983. 1. CASE NO: 242 MF APPLICANT (AND ADDRESS): EDWARD F. REED TRUST, P.O. Box 251, Palm Desert, CA and CHARLES MARTIN, ARCHITECT', 73-725 El Paseo, Suite 24, Palm Desert, Ca 92260. NATURE OF PROJECT/APPROVAL SOUGHT: Preliminary approval of plans for a three unit apartment complex. LOCATION: West Side Las Palmas Avenue, between Allessandro and San Gorgonio. ZONE: R-3 On a motion by Mr. Gregory, seconded by Mr. Leung, the preliminary plans - 1 - ��' . � � DESIGN REVIEW BOARD MEETING MARCH 8, 1983 CASE NO. 242 MF (CONTINUED) for a three unit apartment complex were approved subject to submittal of a restudy of the wall treatment along the front elevation. Motion carried 3-0-2 (Mr. Martin and Mr. Holden abstained). 2. CASE NO: 144 MF (Amendment) APPLICANT (AND ADDRESS): LEWIS HOMES OF CALIFORNIA, 45-445 Portola, Palm Desert, CA 92260. NATURE OF PROJECT/APPROVAL SOUGHT: Request for preliminary approval of revised plans for the final 35 lots in the Vineyards Tract. LOCATION: Krug and Masson Streets, (i.e. Southwest corner of Portland and Rutledge Way). ZONE: R-1 Mr. Diaz informed the board at the study session, that upon consulting with City Attorney Dave Erwin, he was told that the board and the city cannot impose minimum size requirements in the city or recommend that the interior design or layout be changed. Mr. Diaz indicated the conditions set forth at the meeting of February 22, 1983, had been addressed. Bill Sullivan, Vice President of Lewis Homes, is requesting approval of the new elevations and would be willing to continue approval of the site plan pending a meeting with property owners within the next two weeks to work out changes in the elevations. Mr. Lee Schmidt was present and a meeting was set up between representatives of the property owners, Bill Sullivan, Vice President of Lewis Homes and Mr. Diaz for Monday, March 14, 1983, at 4:00 P.M. to see if they could come to some agreement regarding changes in the elevations and unit sizes. On a motion by Mr. Holden, seconded by Mr. Leung, the preliminary plans for the elevations were approved and approval of the site plan was postponed to the meeting of March 22, 1983. Motion carried 5-0-1. Mr. Gregory abstained. III. DISCUSSION ITEMS: Mr. Holden asked if staff had checked the Season's sign as requested at the meeting of February 22, 1983. Mr. Diaz replied that the old sign had not yet been replaced by the new Season's sign which was approved by the board at its meeting of February 8, 1983. IV.
