MINUTES
PALM DESERT ARCHITECTURAL COMMISSION MEETING
TUESDAY - MARCH 22, 1983

I• The meeting was called to order at 2:00 P.M., after a one hour study session.

On a motion by Commissioner Gregory, seconded by Commissioner Holden, the
minutes of the March 8, 1983, meeting were approved as written.
Motion carried unanimously 3-0.
II. CASES:
A. Final drawings:
1. CASE NO: 797 SA
APPLICANT (AND ADDRESS): CAL-AMERICAN PROPERTY, One
Century Park Plaza, 2029 Park East, Suite 960, Los Angeles, CA
90067 and IMPERIAL SIGN COMPANY, 46-120 Calhoun Street, Indio,
CA 92201.
NATURE OF PROJECT/APPROVAL SOUGHT: Change in location of
previously approved freestanding identification sign.
LOCATION: Palms to Pines East Center, 72-811 Highway 111
ZONE: P-C 3, S.P.
Mr. Smith indicated the sign had been reviewed and approved at the
meeting of February 8, 1983, and the applicant has since requested a
change of its location to a planter area in the parking lot adjacent to
Highway 111. Staff was concerned that in order for the sign to be
visible from the highway, the oleanders would have to be removed,
eliminating the only landscaping on the site.
Mr. Robert George of Imperial Sign Company agreed with staff and
felt that what might solve the problem would be that the applicant
hire a landscape architect and submit a landscape plan for approval
showing substitute plants in the planter area surrounding the sign.
Commissioner Holden preferred the original location. He felt the new
location on Highway 111 would only confuse people since it would not
be the entrance to the center.
Commissioner Gregory indicated that he would like to see the
directory portion removed from the sign, since people slowing down
to read it would create a traffic hazard, otherwise he felt it would be
acceptable as long as a landscape plan is provided.

Commissioner Martin agreed with Mr. Gregory and added that he
would like the plans to show where the property line begins.
On a motion by Commissioner Gregory, seconded by Commissioner
Martin, the concept for the center identification sign was approved,
to be located adjacent to Highway 111, with plans reflecting the
following conditions:
A. That the directory portion of the signs be deleted.
B. That a detailed landscape plan be submitted and
approved by the architectural commission for the area
affected by the sign.
C. That the detailed plans delineate the location of the
sign relative to the property line.
The plans shall be submitted by April 4th, to be submitted to the
architectural commission for its meeting of April 12, 1983.
Motion carried 2-0-1. Commissioner Holden voting nay.
2. CASE NO: 179 C
APPLICANT (AND ADDRESS): CARLSON DESIGN AND
CONSTRUCTION COMPANY, P.O. Box 819, Anaheim, CA 92805.
NATURE OF PROJECT/APPROVAL SOUGHT: Final approval of
plans for an addition to Kentucky Fried Chicken.
LOCATION: Highway 111 and Lupine
ZONE: C-1 S.P.
Commissioner Gregory recommended that the applicant substitute
the Agapanthus and gazanias shown on the plans with plant materials
that would do better in a north exposure; he then moved to approve
the final plans for the addition to Kentucky Fried Chicken on a
minute motion, Commissioner Holden seconded.
Motion carried unanimously 3-0.
B. Preliminary plans:
1. CASE NO: 181 C
APPLICANT (AND ADDRESS): MR. CLEMENT
STADLER/ARMORED 1"RANSPORT OF CALIFORNIA, 73-850 Colton
Circle, Palm Desert, CA 92260 and STEVEN A. SULLIVAN, A.I.A.,
P.O. Box 398, Palm Desert, CA 92260.
NATURE OF PROJECT/APPROVAL SOUGHT: Preliminary approval
of plans for an office facility.
LOCATION: North side of 42nd Avenue, 150' west of Eclectic Street.
ZONE: S.I., S.P.
Mr. Smith reviewed the staff report and commented on the
requirement of a wall to screen the outer parking area.

1. CASE NO. 181 C (CONTINUED):
Mr. Steven A. Sullivan, architect for the project, requested that
Condition No. 3, which states that "a wall or suitable landscape
buffer be installed on the south side of the outer (guest/employee)
parking area", be waived. The owner felt the wall would be a waste of
money and he did not want any major landscape elements screening
the building for security reasons.
Mr. Diaz responded that such a waiver would require a formal
variance application to the planning commission and was not within
the perview of the architectural commission.
On a motion by Commissioner Gregory, seconded by Commissioner
Holden, the preliminary plans were approved subject to the following
conditions as listed in the staff report:
1. Construction plans shall be submitted for approval
to the city fire marshal prior to issuance of building
permits. All conditions shall be made a part of
construction and no certificate of occupancy shall
be issued until completed.
2. Final construction drawings, including a final
landscaping, grading, lighting, amenities, trash
storage, walkway layout, irrigation plans and sign
program shall be submitted to the architectural
commission. No final inspection or occupancy permit
shall be given by the department of environmental
services to this project until the aforementioned
approved plans and construction shall have been
completed.
3. That a wall or suitable landscape buffer be installed
on the south side of the outer (guest/employee)
parking area.
Motion carried unanimously 3-0.
III. ADJOURNMENT:
On a motion by Commissioner Gregory, seconded by Commissioner Holden, the
meeting was adjourned at 2:30 p.m.
Motion carried unanimously 3-0.
