MINUTES
PALM DESERT ARCHITECTURAL COMMISSION MEETING

I. The meeting was called to order at 2:00 p.m., after a one hour study session.

On a motion by Commissioner Cook, seconded by Commissioner Holden, the
minutes of the April 26, 1983, meeting were approved as written.
Motion carried unanimously 5-0.
II. CASES:
The following cases were approved on a minute motion:
A. Final Plans:
1. CASE NO: 144 MF (AMENDMENT)
APPLICANT (AND ADDRESS): LEWIS HOMES OF CALIFORNIA, 45-445
Portola, Palm Desert, CA 92260.
NATURE OF PROIECT/APPROVAL SOUGHT: Final approval of revised
plans for the final 36 lots in the vineyards tract.
LOCATION: Krug & Masson Streets (Southwest corner of Portola and
Rutledge Way).
ZONE: R-1
Vice-President Bill Sullivan of Lewis Homes was present.
Mr. Diaz indicated at the study session that after several meetings
between Lewis Homes and property owners in the area, the plans before
the board had been revised to satisfy the property owners' concerns.
The commission reviewed the revised plans and felt they were acceptable.
On a motion by Commissioner Holden, seconded by Commissioner Cook,
the final revised plans were approved subject to the following condition as
listed in the staff report:
1. That a final landscape plan be reviewed and approved by the
commission prior to issuance of building permits.
Motion carried 4-0-1 with Commissioner Gregory abstaining.

2. CASE NO: 185 C
APPLICANT (AND ADDRESS): STEVE PLATT, 446 N. Newport Blvd.,
Newport Beach, CA 92663 for the RED ONION RESTAURANT.
NATURE OF PROJECT/APPROVAL SOUGHT: Approval of exterior sign
program and modification of approved elevations.
LOCATION: Palm Desert Town Center, north elevation.
ZONE: P.C. (3) S.P.
Mr. Steve Platt was present to represent this case.
Mr. Smith indicated at the study session that the Red Onion Restaurant
would be leasing a portion of the Palm Desert Town Center. The
restaurant will have a direct access to the exterior; therefore, it is
entitled to exterior signage, the board reviewed the sign plans and felt
they were acceptable. He added that the applicant wished to alter the
sharp angles on the exterior wall and replace them with smooth curves,
the top of the wall would then be capped with a precast concrete cornice.
Ceramic tile was proposed around the window areas. �
Commissioner Cook wished to make it clear that there would be two
bands of neon under the cornice detail.
On a motion by Commissioner Holden, seconded by Commissioner Martin,
the plans for the exterior sign program and modification of elevations
were approved.
Motion carried 4-0-1, with Commissioner Cook abstaining.
3. CASE NO: 182 C
APPLICANT (AND ADDRESS): E.G.S. METRO AND C.G. DUNHAM
COMPANY, 73-241 Highway 111, Suite lA, Palm Desert, CA 92260.
NATURE OF PROJECT/APPROVAL SOUGHT: Approval of plans for a
remodel of the existing Market Basket Center.
LOCATION: West side of Larkspur Lane between El Paseo and Palm
Desert Drive.
ZONE: C-1, S.P.
Mr. C.G. Dunham, applicant, Project Coordinator Sandy Ba�m and Robert
Ricciardi, Architect were present to represent this case.
Mr. Diaz had informed the commission at the study session that the
applicant had agreed to the planning commission's request that they
provide five additional parking spaces on the west side of the building by
reducing the total building area of the project; therefore, he felt the
commission might want to recommend that the treatment continue around
so that the portion of the west end of the building which will not be
hidden from view would receive the same treatment to provide
integration, which was one of the commission's concerns at the meeting of
April 12, 1983.
The commission had expressed concern over the landscaping in the parking
area.

CASE NO. 182 C (CONTINUED):
Commissioner Gregory, indicated that he would be the landscape
architect for the applicant.
On a motion by Commissioner Holden, seconded by Commissioner Cook
the plans were approved subject to the following conditions:
1. The existing planter areas shall be refurbished and tree
wells shall be added in each double parking row.
2. The existing paved area adjacent to South Palm Desert Drive.
shall be landscaped.
3. A curb shall be installed to replace the existing bumper
stops adjacent to South Palm Desert Drive.
4. Planter boxes or pots shall be provided along the front
walkways of the center as directed by the landscape
architect and shall be approved by the commission.
5. Applicant may secure building permits prior to submittal
and approval of the landscape plan.
Motion carried 4-0-1, with Commissioner Gregory abstaining.

IV. ADJOURNMENT
On a motion by Commissioner Cook, seconded by Commissioner Gregory, the
meeting was adjourned at 2:20 P.M.
