MINUTES
PALM DESERT ARCHITECTURAL REVIEW COMMISSION
TUESDAY - NOVEMBER 8, 1983

I. The meeting was called to order at 2:10 P.M. after a one hour and ten minute study
session.

Upon motion by Commissioner Cook, seconded by Commissioner Leung, the minutes
were approved as submitted.
Motion carried 4-0-1, Commissioner Holden abstained.
II. It was moved by Commissioner Leung, seconded by Commissioner Martin, to approve
the following case by minute motion:
2. CASE NO: 203 C
APPLICANT (AND ADDRESS): GREGORY OFFICE BUILDING -STEVEN
H. SULLIVAN, ARCHITECT, P.O. BOX 398, 73-730 Highway 111, Palm
Desert, CA 92260.
NATURE OF PROJECT/APPROVAL SOUGHT: Preliminary approval of
plans for an office building.
LOCATION: North side of Alessandro, east of Portola (74-058
Alessandro).
ZONE: R-3
The motion carried 4-0-1, Chairman Gregory abstained.

1. CASE NO: 247 MF
APPLICANT (AND ADDRESS): J & J INVESTORS, 3151 Airway Avenue,
Suite F-200, Costa Mesa, CA 92626.
NATURE OF PROJECT/APPROVAL SOUGHT: Preliminary architectural
approval of plans for a five unit residential condominium project.

CASE NO 247 MF (CONTINUED):
LOCATION: East side of San Rafael, south of Catalina.
ZONE: R-2
Mr. Smith reviewed the staff report and the revised plans submitted by
the applicant and referred to a letter which addressed the concerns
raised at the meeting of October 11, 1983 at which time the applicant had
been requested to restudy the elevations, solar protection and
landscaping.
The commissioners were in agreement that the landscaping would not be
sufficient to screen the car stalls from the street; therefore, they
recommended that there should be some form of architectural barrier
between the street and the three open car stalls.
Mr. James N. Ewart, 5873 Vista Del Fuente, Indian Wells, CA, indicated
that he had originally planned to put in a block wall but was told a five
foot wall would not be possible.
Mr. Smith indicated that the wall could go to five feet if it were set back
15 feet from the driveway to provide adequate visibility.
Chairman Gregory felt the planter could be incorporated on the west end
of the carport walls so that vines could be used to soften the view from
the street. The dwarf oleanders on the north street side should be raised
to a five gallon size instead of one gallon.
Mr. Ewart felt these changes would be acceptable.
On a motion by Commissioner Cook, seconded by Commissioner Leung,
the preliminary plans were approved subject to the following conditions:
1. Uncovered car stalls shall be visually screened
from street view utilizing a 36 to 42 inch masonry
wall on the property line.
2. Dwarf oleander shall be increased in size from one
to five gallon.
3. A planter (minimum two feet in depth) shall be added
at the base of the end wall of the carport structures
to permit vine material to be used to screen the carport
walls.
Motion carried 4-1 with Commissioner Holden voting nay.
3. CASE NO: 157 C
APPLICANT (AND ADDRESS): PALM DESERT LTD., 431 N. Brand Blvd.,
Suite 101, Glendale, CA 91203; CRAIG COMBS ASSOCIATES, 1535
Monrovia Avenue, Newport Beach, CA 92663.
NATURE OF PROJECT/APPROVAL SOUGHT: Preliminary approval of
plans for three retail commercial buildings.
LOCATION: Palms to Pines West, Phase II.
ZONE: PC-3, S.P.

CASE NO. 157 C (CONTINUED):
Mr. Smith indicated that the plans for the same building had been before
the commission on two previous occasions. The buildings in question will
be located west and south of T.G.I. Friday's Restaurant. The proposal at
this time would be to approve the elevations for this building.
The commissioners were concerned that a landscape plan for the
courtyard area was not provided.
Mr. Craig Combs, architect for the building assured the commission one
would be provided shortly.
The commission was also concerned relative to the length of the building
and its apparent lack of undulation, i.e. roof support columns in same
plane. It was also felt that the twelve foot wide passageway between
Buildings B & C could be an opportunity to provide an architectural
statement which could possibly alter the roof design.
Mr. Combs thanked the commission for their constructive comments.
Chairman Gregory was concerned that in front of Buildings A, B and C
where people park at a 900 angle they would have to traverse a seven foot
planting area before getting to the sidewalk. The planter should be
redesigned so that it could be traversed without damaging the plantings.
On a motion by Commissioner Holden, seconded by Commissioner Martin
the preliminary plans were approved subject to the following conditions:
1. Construction plans shall be submitted for approval to the
city fire marshal prior to issuance of building permits.
All conditions shall be made a part of construction and no
certificate of occupancy shall be issued until completed.
2. Final construction drawings, including a final landscaping,
grading, lighting, amenities, trash storage, walkway layout,
irrigation plans and sign program shall be submitted to the
architectural review commission. No final inspection or
occupancy permit shall be given by the department of
environmental services to this project until the aforementioned
approved plans and construction shall have been completed.
3. That the landscape plan address the central courtyard area
as well as perimeter parking lot planters between the
parking lot and the buildings.
4. That the revised plans address the commission's concerns
regarding the relative length of the building, apparent lack
of undulation and the opportunity to create a statement in
the area of the twelve foot wide passageway between buildings
"B" and "C".
Mr. Combs was cautioned that he may wish to return with his revisions prior
to commencing preparation of the working drawings. This would be an option
open to him although not a requirement.
Motion carried 5-0.

4.CASE NO: 202 C
APPLICANT (AND ADDRESS): COLLINS FOODS FOR SIZZLER, Ned
Nelson, Architect, 410 Bellevue Way Southeast, Suite 301, Bellevue, WA
98004.
NATURE OF PROJECT/APPROVAL SOUGHT: Preliminary approval of
plans for a 7500 square foot restaurant.
LOCATION: Palm Desert Town Center, west of Denny's.
ZONE: PC (3), S.P.
Mr. Smith indicated that this was an application for a 7500 square foot
"Sizzler Restaurant" located on the Palm Desert Town Center site
immediately west of the Denny's location with the access being through the
town center parking lot.
The commission was advised that Ernest Hahn, Inc. owner of the center had
not yet approved the plans as presented; therefore, staff advised the
commission to hold the matter in abeyance pending the owners' approval.
Mr. Nelson recognized that he did not have the necessary approvals;
however, he asked for some general comments on the plans.
Some members of the commission were of the opinion that a building which
would be a twin to the adjacent Denny's would not be acceptable. The
commission also indicated that it would not approve used brick elevations
because it would not complement the desert architecture.
Larry Lovelace, representing Sizzler International, indicated that the
company was aware of the Hahn Company's requirement that the buildings
be white slumpstone, light laced stucco and terra cotta tile and indicated
that his company would be receptive to staying with this image in this
particular case although they would prefer to stay with the design presented
by Mr. Nelson.
Commissioner Leung recommended that if they have to accept the Hahn
Company design then they might want to change the orientation of the
building.
Mr. Nelson indicated that this would not be possible since the curbs and
paving were already in.
Chairman Gregory asked about their landscape plan.
Mr. Lovelace indicated that the landscaping would conform to the rest of
the landscaping in the center.
Upon motion by Commissioner Leung, seconded by Commissioner Holden,
the preliminary plans were referred back to the applicant to permit him to
secure approval of his design from the owner and for resubmittal.
Motion carried 4-0-1, with Commissioner Cook abstaining.

IV. DISCUSSION ITEMS:
1. Case No. 159 C - T.G.I. Friday's Restaurant Awnings:
Commissioner Holden asked that staff find out why the T.G.I. Friday's
Restaurant awnings were not enclosed on the ends as required.
Mr. Diaz replied that staff would look into the matter and it would be
corrected.
2. Case No. 194 C - Dunham Remodel:
Commissioner Holden was concerned with the wagon wheel molding on the
fascia. He indicated that it was supposed to allow light through the sidewalk
below and it is merely a molded pattern.
Mr. Diaz indicated that staff would look into this matter.
3. Case No. 166 C - Bullocks Department Store:
Commissioner Holden asked if the commission had approved the aqua colored
sign and asked why they had not placed the Indian motif usually used on the
Bullocks store.
Mr. Diaz indicated that it was Bullock's decision to delete the Indian motif and
staff felt it was a minor modification and approved it.
4. City Information Center Building:
Mr. Diaz reviewed the revised plans with the commissioners and it was the
concensus that the entire building should be resubmitted because of the major
changes involved.
