MINUTES
PALM DESERT ARCHITECTURAL REVIEW COMMISSION
TUESDAY - NOVEMBER 22, 1983
2:00 P.M. ADMINISTRATION CONFERENCE ROOM

I. The meeting was called to order at 2:05 P.M. after a one hour and five minute study
session.

Upon motion by Commissioner Cook, seconded by Commissioner Holden, the minutes
of the November 8, 1983 meeting were approved as written.
Motion carried unanimously 3-0.
II. It was moved by Commissioner Cook and seconded by Commissioner Holden to
approve the following cases by minute motion:
1. CASE NO: 192 C
APPLICANT (AND ADDRESS): CHESTER DORN, 73-242 Joshua Tree, Palm
Desert, CA 92260 and J.P. CONSTRUCTION, INC., 74-831 Velie Way, Palm
Desert, CA 92260.
NATURE OF PROJECT/APPROVAL SOUGHT: Final approval of plans for a
retail commercial hardware building.
LOCATION: Both sides of Alessandro, 300 feet east of Portola.
ZONE: C-1, S.P. and R-3 (4).
Final approval of plans for the retail commercial hardware building was
granted subject to the following conditions:
1. That a separate sign approval by the commission shall be
obtained prior to installation of signs.
2. That the storage area shall be screened by a six foot masonry
or concrete wall.
3. Windows shall be placed to line up with the band.
2. CASE NO: 882 SA
APPLICANT (AND ADDRESS): PALM DESERT NATIONAL BANK, 73-745 El
Paseo, Palm Desert, CA 92260.
NATURE OF PROJECT/APPROVAL SOUGHT: Approval of a sign program for
a new bank location.

LOCATION: Former Barclay's Bank, southwest corner of El Paseo and San
Luis Rey.
ZONE: C-1, S.P.
The sign program was approved as submitted.
3. CASE NO: 206 C
APPLICANT (AND ADDRESS): SIGNATURES, 73-912 El Paseo, Palm Desert,
CA 92260.
NATURE OF PROJECT/APPROVAL SOUGHT: Request for approval of
awning extension from building face to curbline to also include signage.
LOCATION: 73-912 El Paseo, North side of El Paseo.
ZONE: C-1, S.P.
The awning extension from the building face to the curbline including the
signage -vdcre approved as submitted.
4. CASE NO: 204 C
APPLICANT (AND ADDRESS): RUSSELL AND KOENEN TRUST, P.O. Box
2056, Palm Desert, CA 92261.
NATURE OF PROJECT/APPROVAL SOUGHT: Preliminary approval of plans
for a 7830 square foot multitenant industrial building.
LOCATION: East side of Beacon Hill in Palm Desert Business Park.
ZONE: S.I.
The preliminary plans were granted approval subject to the following
conditions as listed in the staff report:
1. Construction plans shall be submitted for approval to the city
fire marshal prior to issuance of building permits. All conditions
shall be made a part of construction and no certificate of
occupancy shall be issued until completed.
2. Final construction drawings, including a final landscaping, grading
lighting, amenities, trash storage, walkway layout, irrigation
plans and sign program shall be submitted to the architectural
review commission. No final inspection or occupancy permit shall be
given by the department of environmental services to this project
until the aforementioned approved plans and construction shall have
been completed.

5. CASE NO: 205 C
APPLICANT (AND ADDRESS): RUSSELL AND KOENEN TRUST, P.O. Box
2056, Palm Desert, CA 92261.
NATURE OF PROJECT/APPROVAL SOUGHT: Preliminary approval of plans
for a multitenant industrial building.
LOCATION: South side of Seco Lane in Palm Desert Business Park.
ZONE: S.I.
The preliminary plans for a multitenant industrial building were approved
subject to the following conditions as listed in the staff report and added
Condition No. 3:
1. Construction plans shall be submitted for approval to the city
fire marshal prior to issuance of building permits. All
conditions shall be made a part of construction and no
certificate of occupancy shall be issued until completed.
2. Final construction drawings, including a final landscaping,
grading, lighting, amenities, trash storage, walkway layout,
irrigation plans and sign program shall be submitted to the
architectural review commission. No final inspection or
occupancy permit shall be given by the department of environmental
services to this project until the aforementioned approved plans
and construction shall have been completed.
3. Total driveway width to be constructed at this time.
The minute motion on all of the cases listed above carried unanimously 3-0.
III. CASES:
A. Final Drawings:
1. CASE NO: 159 C
APPLICANT (AND ADDRESS): T.G.I. FRIDAY'S, P.O. Box 400329 Midway
Road, Dallas, Texas 75240.
NATURE OF PROJECT/APPROVAL SOUGHT: Approval of a freestanding
monument sign.
LOCATION: Palms to Pines West, Phase II
ZONE: PC(3), S.P.
On a motion by Commissioner Holden, seconded by Commissioner Cook, the
request for approval of a freestanding monument sign was continued.
Motion carried unanimously 3-0.
B. Preliminary Plans:
1. CASE NO: 240 MF
APPLICANT (AND ADDRESS): BILL ROSSWORN, 73-941 Highway 111,
Suite 5, Palm Desert, CA 92260.
NATURE OF PROJECT/APPROVAL SOUGHT: Preliminary approval of
plans for a triplex.

LOCATION: North side of Santa Rosa Way, 2nd lot east of San Pascual
Avenue.
ZONE: R-2
Mr. Smith indicated that the plans before the commission have been
revised to address the commission's concern at the meeting of October 25,
1983 that "the building be redesigned to unify the elements of the entire
structure".
The commissioners were concerned with the front setback of the carport
structure.
Mr. Diaz indicated that the plan had been approved by the planning
commission and all the setback requirements had been met and were in
conformance with city code.
Mr. Bill Rossworn, the applicant, replied that a grading plan was being
prepared which would identify the exact location of the building.
Acting Chairman Martin indicated that the building had been greatly
improved. He then asked if the trellis areas had been deleted.
Mr. Rossworn replied that they had been.
Commissioner Holden indicated the plan was acceptable although he
would like to see the landscape plan improved. He noted that the trees in
each of the yard areas as noted in the original plans should not be deleted
from the revised plans.
On a motion by Commissioner Holden, seconded by Commissioner Cook,
the preliminary plans were approved subject to the following conditions as
listed in the October 25, 1983 staff report:
1. Construction plans shall be submitted for approval to the
city fire marshal prior to issuance of building permits.
All conditions shall be made a part of construction and
no certificate of occupancy shall be issued until completed.
2. Final construction drawings, including a final landscaping,
grading, lighting, amenities, trash storage, walkway layout,
irrigation plans and sign program shall be submitted to the
architectural commission. No final inspection or occupancy
permit shall be given by the department of environmental
services to this project until the aforementioned approved
plans and construction shall have been completed.
3. Landscaping shall be revised to show that the trees are placed
in each of the yard areas as reflected on the original
submittal of July 19, 1983.
Motion carried unanimously 3-0.
2. CASE NO: 195 C
APPLICANT (AND ADDRESS): CHAMBER OF COMMERCE BUILDING,
BOB RICCIARDI, A.I.A., 73-725 El Paseo, Ste. 21 C, Palm Desert, CA
92260.

CASE NO. 195 C (CONTINUED)
NATURE OF PROJECT/APPROVAL SOUGHT: Preliminary approval of
revised plans for the Chamber of Commerce building.
LOCATION: Northwest corner of Hwy. 111 and Monterey.
Mr. Diaz indicated that the initial plans that were approved came in
higher than the originally anticipated budget; therefore, the plans before
the commission were revised to meet the budget.
Mr. Bob Ricciardi, architect was present.
On a motion by Commissioner Holden, seconded by Commissioner Cook,
the revised preliminary plans were approved.
Motion carried unanimously 3-0.
IV. DISCUSSION ITEMS:
1. Case No. 194 C - Dunham Remodel:
Mr. Diaz indicated that a letter would be mailed to Mr. Dunham requesting that
he uphold the commission's conditions in the future.
2. Sign Committee
Mr. Diaz requested two volunteers for a new sign ordinance review committee.
Commissioner Cook and Commissioner Leung were selected.
V. ADJOURNMENT
The meeting was adjourned at 2:45 P.M.
