HomeMy WebLinkAbout1983-09-13 MINUTES PALM DESERT ARCHITECTURAL REVIEW COMMISSION TUESDAY - SEPTEMBER 13, 1983 2:00 P.M. - CITY HALL COUNCIL CHAMBER I. The meeting was called to order at 2:00 P.M. after a one hour study session. II. Members Present: Al Cook Ron Gregory Rick Holden Bernie Leung Members Absent: Charlie Martin Staff Present: Ramon A. Diaz Steve Smith Patricia Armitage On a motion by Commissioner Holden, seconded by Commissioner Cook, the minutes of the August 23, 1983, meeting were approved as written. Motion carried 3-0-1, Chairman Gregory abstained. III. Commissioner Cook moved and Commissioner Leung seconded to approve the following cases by minute motion: 1. CASE NO: 851 SA APPLICANT (AND ADDRESS): ALSTORES REALTY CORPORATION, 1114 Avenue of the Americas, New York, N.Y. 10036 and BRITE LITE NEON CORPORATION, 7052 Laurel Canyon Blvd., North Hollywood, CA 91609. NATURE OF PROJECT/APPROVAL SOUGHT: Approval of sign program for BONWIT TELLER at the Palm Desert Town Center. LOCATION: Palm Desert Town Center ZONE: PC (3) S.P. 2. CASE NO: 856 SA APPLICANT (AND ADDRESS): CINEMA 7 THEATRES, 72-860 Highway 111, P.O. Box 3075, Palm Desert, CA 92267 and COMET NEON 611 Rock Springs Road, Escondido, CA 92025. NATURE OF PROJECT/APPROVAL SOUGHT: Sign program for theatres at Palm Desert Town Center. LOCATION: Palm Desert Town Center ZONE: PC(3), S.P. Mr. Jerry Murdock of Comet Neon Sign Company was present. Mr. Smith explained to him that the sign for Cinema 7 Theatres was being approved but the plan for the attraction board would have to be resubmitted after it is approved by the Hahn Center. - 1 - �rrr ARCHITECTURAL REVIEW COMMISSION MINUTES SEPTEMBER 13, 1983 3. CASE NO: 196 C APPLICANT (AND ADDRESS): COLWELL RAY HORNACEK OKINAKA, INC., 560 W. First Street, Tustin, CA 92680. NATURE OF PROJECT/APPROVAL SOUGHT: Exterior changes to mall elevations and exterior signs. LOCATION: South side of the Palm Desert Town Center between May Company and Bullocks. ZONE: PC (3) S.P. Motion carried unanimously 4-0 on the minute motion for all of the cases listed above. IV. CASES: 1. CASE NO: 190 C APPLICANT (AND ADDRESS): FLYING J, INC., P.O. Box 678 Brigham City, Utah 84302. NATURE OF PROJECT/APPROVAL SOUGHT: Final approval of plans for a new convenience store and service station. LOCATION: Southeast corner of Highway 111 and Fred Waring Drive. ZONE: PC-4, S.P. Mr. Smith indicated that the commissioners had reviewed the plans at the study session and had been concerned that the roof-mounted equipment would not be screened; they suggested that it be placed on the ground. Another concern was with the irrigation plan. Chairman Gregory stated that it was imperative that more sprinkler heads be added to maintain the landscaping. Mr. Swearin was present to represent this case. On a motion by Commissioner Holden, seconded by Commissioner Leung, the plans were approved as submitted subject to the relocation of the air- conditioning equipment to the ground; the addition of sprinkler heads for greater coverage of the area and the submission of a sign plan. Motion carried unanimously 4-0. 2. CASE NO: 855 SA APPLICANT (AND ADDRESS): INTERSTATE NEON CORPORATION, 15155 Califa Street, Van Nuys, CA for BIG 5 SPORTING GOODS. NATURE OF PROJECT/APPROVAL SOUGHT: Single faced internally illuminated business identification sign. LOCATION: 72-815 (B), Highway 111, Palm Desert. ZONE: PC (3), S.P. Mr. Smith indicated that the commission had expressed concern at the study session relative to the shape of the sign as it relates to the "Liquor Barn". Commissioner Cook stated that it should be the same in proportion in height and length as the Liquor Barn sign. - 2 - ARCHITECTURAL REVIEW COMMISSION MINUTES SEPTEMBER 13, 1983 2. CASE NO. 855 SA (CONTINUED): The commissioners reviewed the colors used in the sign and felt they were acceptable. On a motion by Commissioner Holden, seconded by Commissioner Cook, the single faced internally illuminated business identification sign was approved subject to its height being the same as the height of the Liquor Barn sign, with the graphics to be approved by staff. Motion carried unanimously 4-0. 3. CASE NO: 177 C APPLICANT (AND ADDRESS): DENNY'S, INC. 16-700 Valley View, La Mirada, CA 90637. NATURE OF PROJECT/APPROVAL SOUGHT: Final approval of landscape plans. LOCATION: Northwest corner of Highway 111 and Monterey. ZONE: C-1, S.P. Mr. Smith indicated that this application was before the commission for final approval of the landscape plans. The commission had requested at its July 26, 1983 meeting, that "a more detailed plan be submitted with special attention and information being given to the view of the building from the north side. The trees utilized on this project should tie-in with those used at the Palm Desert Town Center and all other material shown shall be called out". Chairman Gregory reviewed the plans and felt they were acceptable. Mr. Smith asked the commission for clarification as to the size of letters approved for the fascia signs. On a motion by Commissioner Cook, seconded by Commissioner Leung, the landscape plan was approved and it was clarified that the fascia sign's letters be a maximum of 20 inches high except for the "D" and the "Y" which may be 24 inches.
