MINUTES
PALM DESERT ARCHITECTURAL REVIEW COMMISSION
TUESDAY - APRIL 10, 1984

I. The meeting was called to order at 2:03 p.m. after a one hour study session.

Moved by Commissioner Holden, Seconded by Chairman Martin, to approve the
minutes for the meeting of March 27, 1984, as submitted. Carried unanimously 2-0-1
(Commissioner Cook abstained).
II. Moved by Commissioner Holden, seconded by Commissioner Cook, to approve the
following cases by minute motion.
l. CASE NO: SAT ANT 4
APPLICANT (AND ADDRESS): THE AFTER SHIFTER, 72-185 Painters
Path, Palm Desert, CA 92260.
NATURE OF PROJECT/APPROVAL SOUGHT: Approval of plans for a
radarmesh satellite antenna.
LOCATION: 72-185 Painters Path.
ZONE: C-1
2. CASE NO: 258 M F
APPLICANT (AND ADDRESS): BALLEW AND ASSOCIATES, INC.,
18025 Skypark East, Suite K, Irvine, CA 92714.
NATURE OF PROJECT/APPROVAL SOUGHT: Final approval of plans
for a golf course club house.
LOCATION: Desert Falls Country Club, Northeast corner of Cook and
Country Club.
ZONE: PR-3, S.P.
Approval was subject to the following condition:
a. That a final landscape plan be reviewed and approved prior to
issuance of building permit.

3. CASE NO: 255 MF (Amendment ��1)
APPLICANT (AND ADDRESS): KEITH ANDERSON, 253 Paxton Avenue,
Salt Lake City, Utah 84101.
NATURE OF PROJECT/APPROVAL SOUGHT: Preliminary and final
design approval for a 100 unit condominium project.
LOCATION: West side of Portola, south of Hovley.
ZONE: PR-5
Approval is subject to the completion of the following conditions:
a. Solar protection be provided on exposed windows and be received
and approved by the commission prior to issuance of building
permit.
b. That a landscape plan be reviewed and approved prior to the
issuance of building permit.
The minute motion on these cases was approved 3-0.
III. CASES:
A. Final Drawings:
1. CASE NO: 925 SA
APPLICANT (AND ADDRESS): CARL'S JR. RESTAURANT, 1200 N.
Harbor Boulevard, Anaheim, CA 92803.
NATURE OF PROJECT/APPROVAL SOUGHT: Revisions to sign
program at Carl's Jr. Restaurant.
LOCATION: 73-125 Highway 111, Palm Desert.
ZONE: C-1, S.P.
Mr. Smith indicated that in study session commission expressed concern
regarding the size of the sign relative to the parapet. Commission felt a
4 inch border top and bottom should be provided. Therefore, the sign
could be reduced in height or the parapet increased. Commission was
also concerned with the use of a raceway to mount the letters. The
commission also expressed concern regarding the use of the star.
Mr. Lee Olsen was present to answer any questions the commission had
concerning the proposed signs.
Ivloved by Commissioner Cook, Seconded by Commissioner Holden, to
refer the case back to the client for restudy of the concerns outlined
above. Motion carried unanimously 3-0.
2. CASE NO: SAT ANT 3
APPLICANT (AND ADDRESS): SUNRISE ELECTRONICS, 73-540
Highway 111, Palm Desert, CA 92260.
NATURE OF PROJECT/APPROVAL SOUGHT: Approval of plans for a
radarmesh satellite antenna.
LOCAT'ION: North side of Highway 111, east of San Pablo.
ZONE: C-1, S.P.

Mr. Smith indicated that during study session commission found that the
dish was inappropriate and should be relocated to the ground at the rear
parking lot of the store and that adequate screening be provided.
During the discussion Mr. Ken Barbie, applicant, indicated that
personally, he would be glad to see the dish on the ground as long as it is
not in the shadow of the store.
Mr. Diaz indicated that this would eliminate a parking space, which
shouldn't present a problem.
Moved by Commissioner Holden, Seconded by Commissioner Cook, to
approve the ground-mounted satellite antenna dish with appropriate
screening. Motion carried unanimously 3-0.
B. Preliminary Plans:
1. CASE NO: 219 C
APPLICANT (AND ADDRESS): R. J. CHRISTOFF & ASSOCIA'fES, 174
South Orange Street, Suite 8, Orange, CA 92666.
NATURE OF PROJECT/APPROVAL SOUGHT: Preliminary approval of
revised plans for Sizzler Restaurant.
LOCATION: Palm Desert Town Center.
ZONE: PC (3), S.P.
Mr. Smith indicated that during study session, the commission expressed
two main concerns: Lack of solar protection on the south and west, and
the apparent lack of detail on the north elevation.
Mr. Larry Lovelace was present on behalf of Sizzler and explained that
they wanted the greenhouse look. He indicated to the commission that
the store front glass is a heat mirror and very energy efficient.
Commission indicated that this might cause heat to reflect on
neighboring businesses and the possibility of burning surrounding plants
and suggested to the applicant that he visit a site that utilizes the type
glass they are contemplating.
Commissioner Holden felt that the greenhouse style was not appropriate
for the desert climate.
Chairman Martin indicated that the use of red tile for the roof presents
a contrasting architectural style to the greenhouse look, and that the
north elevation should be addressed.
Moved by Commissioner Holden, Seconded by Chairman Martin to refer
the case back to the applicant for restudy of the concerns expressed
above. Motion carried 2-0-1 (Commissioner Cook abstaining).
2. CASE NO: 784 SF
APPLICANT (AND ADDRESS): BILL AND NANCY FROST, P.O. Box
2548, Palm Desert, CA 92261.
NATURE OF PROJECTJAPPROVAL SOUGHT: Approval of plans for a
single family dwelling.
LOCATION: West Hill area, west of Community Center.
ZONE: H.P.R.D. 3

Mr. Smith outlined the salient points.
Mr. Bill Frost, applicant, and Mr. Cliff McNair were present.
Commission reviewed in detail the proposed plans.
Following extensive discussion, the applicant indicated that the gable
roof ends could be changed to hip roof structures and thereby soften the
building.
Commissioner Cook suggested to the applicant that he also reflect on
the building shape.
Motion by Commissioner Cook, Seconded by Chairman Martin, to
continue the case. Motion carried 2-0-1 (Commissioner Holden
abstaining).
IV. DISCUSSION ITEMS:
1. CASE NO: 260 MF
APPLICANI' (AND ADDRESS): CHARLES MARTIN, 73-725 El Paseo,
Suite 24C, Palm Desert, CA 92260.
NATURE OF PROJECT/APPROVAL SOUGHT: Preliminary and final
approval of plans for a 14 unit apartment project.
LOCATION: East side of Sunset between El Camino and Abronia.
ZONE: R-3
Mr. Smith highlighted the salient points of the 14 unit development.
Chairman Martin excused himself from the commission and outlined
changes that were made to the previously submitted plans. Mr. Martin
indicated that if the plans were found to be acceptable, he would like
preliminary and final approval.
Motion by Commissioner Holden, Seconded by Commissioner Cook, to
grant final approval of the plans. Motion carried 2-0-1 (Commissioner
Martin abstaining).
Approval is subject to the review and approval of landscape plans prior
to issuance of building permit.
